CITY HALL, AZUSA, CALIFORNIA. MONDAY, MAY 2, 1949. 7:30 P.M to
The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Nasser,
Ortuno, Memmesheimer, Malone, Jumper, City ROLL CALL
Attorney Tscharner and City Clerk.
Absent: None.
Each member present acknowledged receipt of a
written copy of the minutes of April 1 , 1949.
The Mayor asked if there were any objections
or corrections to said minutes. There being
none, the minutes of April 18, 1949 were
approved as written.
The City Clerk stated that a bid for the pur-
chase of City owned property had been received,
following which it was moved by Councilman
Malone, seconded by Councilman Memmesheimer
and carried the bid be opened, examined and
publicly declared.
Thereupon the bid was opened and read by John
F. Bender, Special City Attorney, and publicly
declared.
The bid is as follows:

Jose C. Lopez
John F. Bender asked for oral bids from any
person desiring to bid upon this property.
There being no oral bids the written bid was
duly considered by Council and accepted, it
being the highest bid received by the City
pursuant to the following entitled resolution:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, CALIFORNIA, ACCEPTING BID, QJITCLAIM
DEED ONLY, TO CITY OWNED REAL PROPERTY.
Moved by Councilman Memmesheimer, seconded by
Councilman Malone this resolution be adopted as
read and numbered Resolution No. 23.0,3.

Malone, Jumper. Noes: None. Absent: None,

ADOPTED
Mr. Robert E. Ibbetson addressed Council relative
to the sale of property described as Lot 359
Block 20, Map of Azusa.
MR IBBETSON
Councilman gave oral instructions to Special
Attorney John F. Bender to prepare a Notice of
Sale.
Mr. Conrad and Mr. Richardson addressed Council
relative to the use of the City dumpfor the dis-
posal of cuttings and other trash.
It was agreed they could dispose of trash picked
up in the City of Azusa, in the municipal dump.
Mr. Roy De La Mare addressed Council with regard
to an easement for a pipe line in Subdivision
No. 15733.
Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING
THE MAYOR IN BEHALF OF THE CITY TO SIGN A QUIT
CLAIM DEED FOR AN ABANDONED EASEMENT.

Moved by Councilman Malone, seconded by
Councilman Nasser this resolution be adopted
as read and numbered Resolution No. 2300.

Mr. P. J. Unruh addressed Council relative to
the zoning under Ordinance No. 409 of his
property described as Lot 1 of Maybelle P.
Platt's Pasadena Tract. MR UNRUH ON
ZONING
Mayor Jumper suggested that Mr. Unruh take this
matter up with the Planning Commission.
A letter from Clarence Hoag, Commander of Azusa C. HOAG ON
Post 8070, relative to a request for a permit PERMIT TO HOLD
for a carnival, was read. CARNIVAL
The City Clerk was instructed to advise Mr. Hoag
that this matter was referred to the Chief of
Police and Councilman Memmesheimer who in turn
had contact members of Azusa Post 8070.
A letter from Russ Green requesting the paving SS GREEN ON
with black top of Sunset Avenue from Foothill RUSS
Boulevard North for a distance of approximately ON
1601, was read. SUNSET AVE.
No action taken in this matter.
A letter signed by Walter H. Jonkey making
application for a permit to build a Serve -Yourself
Service Station on the Northwest corner of
Foothill Boulevard and Georgia Avenue, was read. MR JONKEY
The City Clerk was instructed to reply advising
Mr. Jonkey to make application to the Building
' Inspector for his permit.
A copy of a resolution adopted by the City of PACIFIC ELECTRIC
South Pasadena relative to transportation by the RAILWAY CO.
Pacific Electric Company, was referred to the
City Attorney to report back.
An application for the office of City Manager, APPLICATION
by Samuel S. Shopira, was read and ordered
placed on file.
Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY -OF
AZUSA DETERMINING THAT THE PUBLIC INTEREST AND
CONVENIENCE REQUIRE THAT CERTAIN STREETS WITHIN RESOLUTION NO.
SAID CITY BE RESURFACED FROM GAS TAX FUNDS 2801 ADOPTED
APPORTIONED BY LOS ANGELES COUNTY TO SAID CITY
FOR THE 1948-49 FISCAL YEAR.
Moved by Councilman Malone, seconded by Council-
man Ortuno this resolution be adopted as read
and numbered Resolution No. 2301.

Moved by Councilman Malone, seconded by Council-
man Memmesheimer the City Clerk be authorized
to advertise for bids on Plant Mix, bids to be CITY CLERK
opened on May 16, 1949• INSTRUCTED TO
Carried by the following vote of the Council: ADVERTISE FOR

Councilman Malone offered an Ordinance entitled:

ABOLITION OF THE OFFICES OF CITY ASSESSOR AND
CITY TAX COLLECTOR AND TO PROVIDE THAT THEIR
DUTIES MAY BE PERFORMED BY SAID OFFICERS OF THE
COUNTY OF LOS ANGELES, CALIFORNIA, AND PROVIDING
FOR A CONTRACT FOR THE COMPENSATION TO BE ALLOW-
ED TO THE SAID COUNTY OF LOS ANGELES FOR THE ORDINANCE NO.

The title of this ordinance was then read.

reading of this ordinance.

Moved by Councilman Malone, seconded by Council-
man Memmesheimer this ordinance be adopted as
read and numbered Ordinance No. 417.

A communication from the Planning Commission
relative to Tract No. 15711 was read and
ordered placed on file.
A bid on the installation of street lights was
offered by Sheffield Iron and Steel Company. BID ON STREET
Moved and carried the bid be placed on file. LIGHTS
Petitions with sixty City employees' names
' attached thereto, requesting the City Council
to call a Special Election for the submission
to the electorate the question as to whether or CIVIL SERVICE
not the City employees be placed under civil FOR CITY EMPLOYE
service, was presented.
Mr. Julian Wornock, Mr. George Blazer, Mr. F. E.
Beckett and Mr. gaul Winokur addressed Council
on the subjects of civil service, City manager,
citizens' committee and the re -opening of the
Slauson Memorial Swimming Pool,
Councilman Malone offered a resolution
entitled:

AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING
EASEMENT DEED FROM DENNIS L. PARKS AND VIVIAN L. RESOLUTION N0.
PARKS TO THE CITY OF AZUSA AND AUTHORIZING THE
RECORDING THEREOF. 2302 ADOPTED
Moved by Councilman Memmesheimer, seconded by
Councilman Nasser this resolution be adopted
as read and numbered Resolution No. 2302.

Mayor Jumper appointed Father Healy a member of
the Azusa Park Commission.
Moved by Councilman Malone, seconded by Council-
man Ortuno, Council approve the action of the Mayor.

Malone, Jumper. Noes: None. Absent: None.
Mayor Jumper appointed Councilman Nasser and
Councilman Ortuno a committee of two to confer
with the local business men to secure their
reaction as to the advisability of the City
Council employing a City Manager and after
further investigation to report back to Council.

Councilman Malone, Council approve the action
of the Mayor.

Councilman Nasser and Ortuno not voting.
Mayor Jumper appointed Councilman Malone and
Councilman Memmesheimer a committee of two
to investigate and report on the appointment
of a City Engineer'to fill the vacancy caused
by the resignation of Paul E. Kressly.
Moved by Councilman Nasser, seconded by Council-
man Ortuno, Council approve the action of the
Mayor.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Jumper.
Noes: None. Absent: None.
Councilmen Malone and Memmesheimer not voting.
Mr. Malim addressed Council requesting a meeting
with the City Council the Engineer and Planning
Commission, stating that the Planning Commission's
recommendation on the tentative map of Subdivision
No. 15711 was being held in abeyance until this
could be accomplished.

This matter was referred to Councilman Nasser.
Mr. Scott addressed Council relative to a

man Nasser the following requisitions be
allowed: 1383-1403 LW, 2755-2762.
Carried by the following vote of the Council: REQUISITIONS

Malone, Jumper. Noes: None. Absent: None.
Moved by Councilman Malone, seconded by Council-
man Nasser the following bills be allowed and
warrants ordered drawn upon the Treasury for
