Present at roll call: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper, City Attorney Tscharner and City Clerk, ROLL CALL Each member present acknowledged receipt of a written copy of the minutes of May 2, 1949• The Mayor asked if there were any objections or corrections to said minutes. There being none, ' the minutes of May 2, 1949 were approved as MINUTES APPROVE' written. Mr. E. F. Kuder addressed Council relative to his application for a building permit to erect MR. KUDERIS a dwelling at 1201 N. San Gabriel Avenue, APPLICATION Moved by Councilman Malone, seconded by Council. man Ortuno the Building Inspector be advised that Council approved the application of Mr. Kuder based on the plot plan submitted. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. The City Clerk announced that five bids had been received in answer to Notice Inviting Bids on the alteration and improvement of the present City Hall. BIDS ON ALTERA- TION OF CITY RA'. Moved by Councilman Memmesheimer, seconded by Councilman Malone and duly carried the bids be opened, examined and publicly declared. OLTMANS CONSTRUCTION COMPANY - $18,1490.00 ' EDGAR T. SHORT= $16,075.00 FLOYD R. LOCZE $18,097.00 AMERICAN MAINTENANCE ENGINEERING CO. - $16,566.40 WK. H. MEYER. - $179918.71 Moved by Councilman Memmesheimer, seconded by Councilman Malone the bids be referred to the Firm of Marsh, Smith and Powell for checking and report. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None, The City Clerk announced that two bids had been BIDS ON PLANT received in answer to Notice Inviting Bids on MIXED SURFACING 5500 tons of Plant Mixed Surfacing. Moved by Councilman Malone, seconded by Council- man Memmesheimer and duly carried the bids be now opened, examined and publicly declared. W. E. HALL COMPANY - Plant mixed surfacing - $3.35 per ton GRAHAM BROTHER, INC. - Plant mixed surfacing - $2.93 per ton Moved by Councilman Memmesheimer, seconded by ' Councilman Ortuno the bids be referred to Councilman Malone and Street Superintendent Wolfe to check and report back at the next regular meeting of Council. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. A written report signed by Milo T. Hawkins, Chief of Police and Fire Departments giving eight reasons why he is opposed to the installation of Serve Yourself Service Stations, was read. A petition, with 121 signatures attached thereto, petitioning the'City Council tD adopt an REPORT ON SERVE YOURSELF SERVICE STATIONS c VOCAR Eli CITY HALL, AZUSA, CALIFORNIA. MONDAY, MAY 16, 1949. 7:30 P.M 35 ordinance regulating service stations, was presented. Councilman Memmesheimer stated that he concurred with Fire Chief Hawkins in opposing the install- ation of the Self Service Stations. Mayor Jumper then asked if anyone present wished to express an opinion in the matter. No one responded. ' Moved by Councilman Malone, seconded by Council- man Ortuno that a business license be denied Mr. Walter H. Jonkey for the operation of a Self Service type of gasoline service station to be located at the corner of Georgia and Foothill Boulevard. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Moved by Councilman Memmesheimer, seconded by Councilman Malone the City Attorney be instructed to consider the ordinance adopted by the City of Monrovia aid other cities in this area relative to self service stations and report back at the next regular meeting of Council. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None, Absent: None. The request of Mr. N. H. Wolley to change the route of the Azusa Bus Line and other changes in the Bus Franchise, was offered. Moved by Councilman Memmesheimer, seconded by ' Councilman Nasser this matter be referred to the City Attorney to report. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. MR. W.H. JONKEY DENIED BUSINESS LICENSE CHANGES IN FRAN- CHIZE FOR AZUSA BUS LINE A communication from the Kiwanis Club of Azusa together with a copy of a resolution favoring a plan of City Administration wherein the City Council will employ a competent Manager or CITY MANAGER Coordinator, was read. Moved by Councilman Memmesheimer, seconded by Councilman Malone the City Clerk be instructed to acknowledge receipt of the communication and the proposal be referred to Councilman Nasser and Councilman Ortuno to take into consideration before making their report to Council on the proposed employment of a City Manager. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. A letter signed by Parson Jay &loss, requesting the Light and Water Departments to furnish REQUEST FOR SERVICE service connections without remuneration was read and referred to the Superintendent CONNECTIONS of Light and Water Departments. Councilman Malone offered a resolution as follows: RESOLUTION NO. 2304 FORM OF RESOLUTION TO BE INSERTED IN MINUTE BOOK RESOLVED that a copy of that certain Notice entitled "Notice No. Twelve of Intention to Sell City of Azusa Owned Real Property and Inviting Bids or Offers Therefor.", dated the 16th day of May, 19499 be placed on file in the office of the City Clerk of said City for the purpose of identification and reference; and 90CAa 37 CITY HALL, AZUSA, CALIFORNIA. MONDAY, MAY 16, 1949. 7:30 P.M. BE IT FURTHER RESOLVED, that the City Council hereby approves said form of notice and does hereby invite bids or offers for the real properties therein described, as therin contemplated; and BE IT FURTHER RESOLVED, that the City Council hereby elects to sell said property as described in said notice by private sale and on the terms and conditions as set forth in said notice; and BE IT FURTHER RESOLVED, that the City Tax Collector be and he is hereby authorized to instruct to cause said notice to be pub- lished in the official newspaper of said City, to -wit: Azusa Herald and Pomotropic, in the time, form and manner required by law; and BE IT FURTHER RESOLVED, that the said „Notice No. Twelve of Intention to Sell City of Azusa Owned Real Property and Inviting Bids or Offers Therefor.", which is on file as aforementioned and open to public inspection is hereby referred to and by this reference expressly incorporated herein and made a part hereof. BE IT FURTHER RESOLVED that the Mayor shall sign this Resolution and the City Clerk shall attest to the same and certify to the passage and adoption thereof. Moved by Councilman Memmesheimer, seconded by Councilman Nasser this resolution be adopted as read and numbered Resolution No. 2304. Carried by the following vote of the Council: RESOLUTION NO. Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, 2304 ADOPTED Malone, Jumper. Noes: None. Absent: None. A bid on the painting of the flag poles was presented and it was unanimously agreed to postpone this work until a later date. An invitation from the League of California Cities was read and ordered placed on file. The matter of Civil Service for City Employees was presented and discussed. The City Attorney advised that a notice of intention must be published as the first step CITY EMPLOYEES toward securing this form of government. CIVIL SERVICE Mr. Beckett addressed Council on the subject of re -opening the swimming pool. The City Attorney suggested to Mr. Beckett that SWIMMING POOL he secure the plans and specifications and present them to Council. Mr. George Blazer requested a public address system be installed in the auditorium. Mr.. Kloepfer addressed Council requesting information regarding the procedure to be employed in order to have curbs constructed CURBS AND SIDEWALK on San Gabriel Avenue. Hickory S. Jackson requested information on the interpretation of certain sections of the new Zoning Ordinance. The City Attorney offered to give the necessary assistance. ' Mr. Skiba addressed Council relative to the uniting of City Funds with public school funds for recreation such as the use of the swimming pool located at the Citrus Union High School. Mr. Skiba was advised that the Citrus pool was open to all those in Azusa who wished to avail thenselves of this privilege. Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AGREEMENT BETWEEN THE CITY OF AZUSA AND "LA TOLTECA" AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. 90CAZ _ _ _ CITY HALL, AZUSA, CALIFORNIA.
