The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Nasser,
Ortuno, Memmesheimer, Malone, Jumper, City
Attorney and'Deputy City Clerk.
Absent: City Clerk.
Each member present acknowledged receipt of a
written copy of the minutes of July 5, 1949•
The Mayor ask ed if there were any objections
' or corrections to said minutes. There being
none, the minutes of July 5. 1949 were approved
as written.

The Deputy City Clerk announced that eight bids
had been received in answer to Notice calling
for bids on materials and the complete con- BIDS
struction of a sub -station.
Moved by Councilman Nasser, seconded by Council-
man Ortuno the bids be now opened, examined and
publicly declared.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.

Councilman Malone offered a resolution entitled:

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA APPROVING MEMORANDUM OF AGREEMENT FOR RESOLUTION NO.
EXPENDITURE OF GAS TAX ALLOCATION FOR MAJOR 2318 ADOPTED
CITY STREETS.
Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno this resolution be adopted as
read and numbered Resolution No. 2318.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.
A communication from Cornelius Smith, Secretary
of the Azusa City Planning Commission, stating
that Everett Morgan's term of office as a member
' of the Commission had expired July 1, 19490
was read.
Therefore Mayor Jumper appointed Everett Morgan
to serve as a member of the Azusa City Planning PLANNING COMMIS -
Commission for a term of four years, beginning SION APPOINTMENT
July 1, 1949.
Moved by Councilman Malone, seconded by Council-
man Memmesheimer the action of the Mayor be"
approved.
Carried by the following vote of the Council:

Mayor Jumper appointed Alec Watkins to serve as
a member of the Azusa Public Library Board, his

term to expire June 30, 1952.
Moved by Councilman Malone, seconded by Council-
man Nasser the action of the Mayor be approved. MEMBER OF

The annual report of the AzusaPublic Library was REPORT PRESENT -
presented and ordered placed on file. ED AND ORDERED

' A communication from the Atchison, Topeka and
Santa Fe Railway Co., relative to trimming trees
on Soldano Avenue south of the railroad tracks,
was read.
Moved by Councilman Malone, seconded by Council-
man Memmesheimer this matter be referred to the
Street Superintendent, with power to act.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.
Petitions with 43 names attached thereto were
presented as follows:
"We, the undersigned property owners do hereby
petition the Honorable City Council of the City
of Azusa to initiate proceedings under the pro-
visions of the Street Improvement Act of 1911 and
for the issuance of the Street Improvement Bonds
on all unpaid assessments under the provisions of
the Street Improvement Bond Act of 1911 and for
the construction of concrete curbs along both sides
of the roadway of Angeleno Avenue from 2nd Street
to 3rd Street, also east on 2nd Street (the north
' side) to San Gabriel; also along both sides of the
roadway of 2nd Street from Angeleno Avenue to
Orange Avenue.
The entire cost and expense of all proceedings
required in the matter and the total cost and
expense for the construction of the above
mentioned improvement to be borne by the property
owner."
Moved by Councilman Malone, seconded by Council-
man Ortuno this matter be referred to the City
Engineer and City Attorney for checking.
Carried by the following vote of the Council:

Malone, Jumper. Noes: None. Absent: None.
A communication from Cornelius Smith, Secretary
of the Azusa City Planning Commission; relative
to a meeting in Glendora regarding the tentative
planning of making Sierra Madre Avenue a Major
Highway and 10th Street through Azusa a Secondary
Highway, was read and no action taken.
A communication w as.presented from the Azusa City
' Planning Commission relative to the re -alignment
of Little Dalton Wash West of Azusa Avenue and
extending southerly to Broadway Road. The
Commission recommended that the project, as
illustrated in the blueprints and described in a
letter from the Los Angeles County Flood Control
District, be approved.
Moved by'Councilman Memmesheimer, seconded by
Councilman Nasser Council accept the recommendation
of the Planning Commission.

Councilman Malone offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPROVING
A TENTATIVE MAP OF TRACT NO. 15711. RESOLUTION NO.
Moved by Councilman Memmesheimer, seconded by 2319 ADOPTED
Councilman Ortuno this resolution be adopted as
read and numbered Resolution No. 2319.

Mr. Leland Poage addressed Council stating that
the s ubdividor.on the North side of First Street
had filled in the storm drain on the north side STORM DRAIN
of the street until it will no longer be adequate TRAFFIC HAZARD
to carry storm waters to the wash, therefore
creating a dangerous traffic hazard and allowing
the water to cross First Street and cause damage
to the groves.
It was unanimously agreed that this matter be
referred to the City Engineer.
Mr. Beckett, Mr. Farrell and City Engineer Brooks SWIMMING POOL
addressed Council regarding the swimming pool.
No action taken.
Victor Jabson of South Virginia Avenue addressed
Council regarding the fire hazards in his
neighborhood caused by dry rubbish piled in FIRE HAZARDS
vacant lots.
It was unanimously agreed this matter be referred
to the Chief of Police and Fire.
' Miss Ruth Hoag addressed Council regarding the
disturbance at night made by the Fabristamp Co. FABRISTAMP CO.
This matter was referred to the Chief of Police
for checking.
A communication from the Kiwanis Club of Azusa
regarding the T pointment of members to serve KIWANIS CLUB
on their committee, was read.
Moved by Councilman Malone, seconded by Council-
man Ortuno the City Clerk be instructed to notify
the Kiwanis Club that it is the opinion of
Council that this Body should not be represented
on a committee of this kind because of the
political implications which might be misunder-
stood.
Carried by the following vote of the Council:

Malone, Jumper. Noes: None. Absent: None.
A communication addressed to Louis G. Memmesheimer,
Police Commissioner, from Milo T. Hawkins offering
his resignation as Chief of Police of the City of CHIEF OF POLICE
Azusa, effective August 1, 1949, was read. OFFERED HIS
Moved by Councilman Memmesheimer, seconded by RESIGNATION
Councilman Malone this resignation be accepted
and the City Clerk instructed to express the
Council's regret to Mr. Hawkins.

Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RESOLUTION NO.
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, EMPLOYING 2320 ADOPTED
ALBERT L. KENDRICK AS CHIEF OF POLICE OF THE CITY
OF AZUSA AND FIXING HIS COMPENSATION.

Jumper that Paul E. Kressly be appointed Special
City Engineer for the purpose of completing
reports to the State on Water Projects.

Light and Water Superintendent V. D. Smith
addressed Council relative to an easement from
Mr. H. J. Leland.
Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING
THE MAYOR ON BEHALF OF THE CITY OF AZUSA TO SIGN
A QUIT CLAIM DEED RELEASING AN EASEMENT RIGHT IN
THE LAND HEREINAFTER DESCRIBED AND ALSO DIRECTING
THE CITY CLERK TO ATTEST THE SAME AND PLACE THE
SEAL OF THE CITY THEREON.
Moved by Councilman Malone, seconded by Council-
man Ortuno this resolution be adopted as read
and numbered Resolution No. 2321.

' Moved by Councilman Memmesheimer, seconded by
Councilman Malone that Captain Richens and his
officers and men be commended for their splendid
appearance and conduct at the annual review of
the 40th Division, California National Guard at
Camp San Luis Obispo on Saturday, July 16th, and
the City Clerk instructed to convey this message
to the Captain.

City Engineer Ralph Brooks reported on the bids
referred to him for the construction of storage
facilities and rest rooms at the Memorial Park
and recommended that the bid of Wm. E. Meyer be
accepted, and bid bond returned to the
unsuccessful bidder.
Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno the,recommendation of the
City Engineer be accepted.

Moved by Councilman Memmesheimer, seconded by
Councilman Malone the City Clerk be instructed
to advertise for bids for pipe to be used in
the Water Dept.
