The City Council of the City of Azusa met in regular
session at the above time and place.
Present at roll call: Councilmen: Ortuno, Mem-
mesheimer, Malone, Jumper, City Attorney Tscharner, ROLL CALL
City Clerk. Absent: Councilman Nasser.
Each member present acknowledged receipt of a
written copy of the minutes of August 1st and
August 15th, 1949. The Mayor asked if there were
any objections or corrections to said minutes.
' There being none, the minutes of August 1st and
August 15, 1949 were approved as written.
Mr. Hollingsworth appeared before Council relative
to Tract No. 12402. No action taken at this time.
George Grandstaff appeared before Council relative
to the proposed Major Highways through Azusa and
Glendora.
Councilman Memmesheimer offered a resolution en-
titled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, PROTESTING
MAKING SIERRA MADRE AVENUE A MAJOR HIGHWAY, ALSO
PROTESTING AGAINST MAKING 10th STREET AND 5th
STREET SECONDARY HIGHWAYS AND SUGGESTING A MAJOR
HIGH'NAY IN THE VALLEY SOUTH OF THE CITY.
Moved by Councilman Malone, seconded by Mayor Jump-
er this resolution be adopted as read and numbered
Resolution No. 2335.
Carried by the following vote of the Council:
Ayes: Councilmen: Memmesheimer, Malone, Jumper.
' Noes: None.
Absent: Councilman Nasser.
Councilman Ortuno not voting.
The Clerk announced that one bid had been received
in answer to notice calling for bids on pipe.
Moved by Councilman Malone, seconded by Councilman
Ortuno the bid be now opened, examined and public-
ly declared.

The Planning Commission presented to Council a
communication recommending that R. C. Arnold be
granted a zone variance on Lot 1 in Block 60, Map
of Azusa, to reduce the parking area from 50a to
1/3%.
Councilman Malone offered a resolution entitled:

LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING AN EX-
CEPTION AND VARIANCE UNDER ARTICLE 19 OF ORDINANCE RESOLUTION NO.
' NO. 409 AND APPLICABLE TO LOT 1 IN BLOCK 60 IN THE 2328 ADO'TFD
CITY OF AZUSA.
Moved by Councilman Ortuno, seconded by Council-
man Memmesheimer this resolution be adopted as
read and numbered Resolution No. 2328.
Carried by the following vote of the Council:
Ayes: Councilmen: Ortuno, Memmesheimer, Malone,
Jumper.
Noes: None. Absent: Councilman Nasser.
The Clerk announced that a referendum petition with
450 signatures attached thereto was filed August 2,
1949 requesting Council to reconsider and entirely
repeal Ordinance No. 418.
Moved by Councilman Ortuno, seconded by Mayor Jump-
er that the vote of the Azusa City Council on July
5, 1949 on Ordinance No. 418 be reconsidered.
Carried by the following vote of the Council:
Ayes: Councilmen: Ortuno, Memmesheimer, Malone,
Jumper.
Noes: None. Absent: Councilman Nasser.
' Moved by Councilman Ortuno that the proposition
regulating the sale or dispensing of inflammable
liquids or substances to the public within the City
be placed on the ballot.
After some discussion, Councilman Ortuno withdrew
his motion.
Moved by Mayor Jumper, seconded by Councilman Mem-
mesheimer that Ordinance No. 418 be NOT repealed.

Councilman Malone offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ORDERING
AND DIRECTING THAT ORDINANCE NO. 418 OF THE CITY
OF AZUSA BEING ENTITLED "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY,
CALIFORNIA, REGULATING THE SALE OR DISPENSING THE
SALE OF INFLAMMABLE LIQUIDS OR SUBSTANCES TO THE
PUBLIC WITHIN SAID CITY," AND DIRECTING THAT SAID
ORDINANCE BE SUBMITTED TO THE VOTERS OF THE CITY
OF AZUSA AT THE NEXT REGULAR MUNICIPAL ELECTION TO
BE HELD IN SAID CITY.

Mr. L. D. Hanks and J. Edmund Mayer representing
Public Service Survey in behalf of the Pacific
Electric Company, addressed Council.
Mr. Hanks advised Council that a Hearing will be
held on September 19, 1949 in the Mirror Building PACIFIC ELECTRIC
in Los Angeles so that all interested may express BCIS LINE
their opinion relative to the proposed installation
of busses to take the place of the present red cars.
Miss Ruth Hoag and Mr. Stine addressed Council
relative to the noise created by the Fabristamp
' Company.
City Attorney Tscharner advised Miss Hoag and Mr.
Stine, if they cared to, to file a complaint in F'ABRISTAMP
court and test out the question of nuisance. NUISANCE
Petitions for the improvement of Angeleno Avenue
from First Street South and a petition with 9
signatures attached thereto for the improvement of
a portion of First Street, were filed during the
Council meeting.

Mrs. Helen Mathews withdrew the petition filed for
the improvement of First Street after being in-
formed that part of First Street would be improved

The request of Lucky Lager Brewing Company to erect
a sign 12' x 241 near the Boulevard, was presented.
Moved by Councilman Memmesheimer, seconded by Council-
man Malone and duly carried this matter be referred RE•iUTST FOR BIL
to the Planning Commission for recommendation. 30ARD REFERRED
Mrs. Engles requested information relative to the
re -zoning of her property on Foothill Boulevard
near Lemon Avenue.
Moved and carried the Clerk request the Planning
Commission make recommendation relative to this
matter and also the parking problem.
A letter of appreciation signed by Dorothy J.
' Winokur, Secretary of the Azusa Auxiliary to Post
No. 8070, was read and ordered placed on file.
A letter signed by Frank Fretag commending Judge
J. 0. Durrell and former Chief of Police Milo T.
Hawkins, was read and ordered placed on file.
A request for off sale liquor license was present-
ed by Luevanos.
This matter was referred to Councilman Me.•mnesheimer
to investigate and report back.

A letter addressed to the City Council and signed
by the Secretary of the Azusa Voters Association
requesting certain improvements and changes, was
read.
Mayor Jumper advised Ivir. Kloepfer that Council
would give the request due consideration.
Mr. Rudolph Dufek of 112 Azusa Avenue requested a
license to operate a Cafe and Bar at the above
address.
Council advised that he contact the State Board of
Equalization.
