The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Ortuno, Malone, Memmesheimer, City Attorney Tscharry and Deputy City Clerk. Absent: Mayor Jumper ROLL CALL and City Clerk. Each member present acknowledged receipt of a written copy of the minutes of September 6th, 1949, and the adjourned meeting of September 12th, 1949. Acting Mayor Mem- ' mesheimer asked if there were any objections or corrections to said minutes. There being MINUTES APPROVED none, the minutes of September 6th and 12th, 1949, were approved as written. Two written bacteriological examinations were presented showing condition of the water in the Slauson Memorial Swimming Pool and were ordered placed on file. The County of Los Angeles Department of Build- ing and Safety requested Council to provide them with a filing cabinet. The City Clerk REQUEST FOR was instructed to advise them to present a FILING CABINET requisition for council action. A street assessment petition was presented for South Sunset Avenue. Council and City Attorney asked that petition be returned to PETITION RETURNEI signers for completion of description of street TO SIGNERS improvements desired and exact location of the work to be done. A letter from the Azusa Voters Association was read relative to suggestions concerning es- tablishment of a merit or civil service plan for City employees. Moved by Councilman Malone, seconded by Council- man Nasser that council take no action on present initiative petition for the reason that AZUSA VOTERS the petition was initiated through parties ASSOCIATION other than the council and they do not feel authorized to take any action in connection with the same. Carried by the following vote of the Council: Ayes:Councilmen: Nasser, Ortuno, Malone, Mem- mesheimer. Noes: None Absent: Mayor Jumper A letter from the Azusa Irrigating Company was read pertaining to requests for serving domestic water to property located adjacent to Foothill Blvd. between Citrus Avenue and the easterly city limits of Azusa. Mr. Virgil Smith, Supt. CITY CLERK of Light and Water Department, was asked to INSTRUCTED TO report on this matter and advised council that ADVISE AZUSA this locality could be served by the City. If IRRIGATING CO. unincorporated, the rate would be one and one RELATIVE TO half of that charged within the City; however DOMESTIC WATER the City hopes to incorporate this territory SERVICE OUTSIDE ' soon. CITY LIMITS Mr. William R. Rozance, 666 W. Second Street, filed petition for improvement of Second Street PETITION REFERREi between Orange and Vernon Avenues. Petition TO CITY ENGINEER was referred to City Engineer Brooks for check- ing and report. Mr. McCowen, 108 S. Vernon Avenue, presented a petition for improvement of Vernon Avenue 90CAa W+ CITY HALL, AZUSA, CALIFORNIA. MONDAY, SEPTEMBER 19, 1949 7:30 145 P.M. between First Street and Paramount Avenue. vised that appropriations from the State would be allotted for this improvement in the future, Mr. McGowen asked that council hold the petition while City Engineer Brooks investigates the situation and suggests methods of controlling the flood waters un- til State funds are available. When ad - Mr. Kenneth R. Sanderman, 705 W. Second Street, spoke to council asking them to make a definite statement on whether or not the City ' would set grades for individuals previous to the time an assessment group is formed. Moved by Councilman Nasser, seconded by Councilman Ortuno that the City Council hereafter not grant grading to individual lot owners located in any assessment dis- trict between time application for assess- ment is filed in the office of the City Clerk and the voting on the cost and approval by the property owners. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Malone, Memmesheimer. Noes: None Absent: Mayor Jumper Mr. Hollis Critchlow addressed council ask- ing for publication of approximate costs of assessment districts. City Engineer Brooks stated such a publication would be impossible as the cost for each parcel of land varies according to benefit derived. Mr. F. S. Ross asked council to contact Azusa Rock & Sand Company with regard to dust created by their trucks along Coney Avenue. Council suggested that Mr. Ross call Mr. Harry Bender, President of that company, with a request for control measures. A request for new stop signs was made by Mr. Frank Ashley for the interlocking intersections of Angeleno Avenue and Orange Avenue and Fifth Street and Third Street. These streets are the boundaries of the Slauson School, the ball park and the armory and present a special hazard to children. The matter was referred to Chief Kendrick for investigation. Mr. Kloepfer of the Azusa Voters Association asked council what could be done about the clearing of vacant lots. He suggested that lots either be burned off or weeds be disked under mid a charge made to the property owner. No action was taken. Mr. Kloepfer also asked for the Immediate - Publication of the city budget and financial statement. He was advised that the budget is available for inspection in the office of the City Clerk and the financial state- ment has been published. The Azusa Voters Association also inquired about the regulation of traffic at First Street and Azusa Avenue. City Attorney Tscharner reported that he had communicated with the State regarding this intersection and had been advised by them that an investigation will have to be made by the Highway Department before signals could be installed. MONDAY, SEPTEMBER 199 1949 7:30 147 P.M. for stop signs rather than signals will be made for these streets. Mr. Tscharner also reported that the State sould not install stop signals at the inter- section of Foothill Blvd. with San Gabriel Avenue and Alameda Avenue as the traffic hazard would be made more serious by the addition of these two signals so cloae to the present Azusa Avenue crossing. Mr. Kloepfer requested that the corner of Foothill ' Blvd. and Virginia Avenue be investigated for a possible traffic -controlled signal. No action was taken on this matter. Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO SIGN A PIPE LINE LICENSE DATED AUGUST 269 1949', BETWEEN THE ATCHISON, TOPEKA AND SANTA FE RAILWAY COMPANY, A CORPORATION, AND THE CITY OF AZUSA, A MUNICIPAL CORPORATION OF THE STATE OF CALIFORNIA, WHICH PIPE LINE LICENSE IS ON FILE IN THE OFFICE OF THE CITY CIE RK. Moved by Councilman Nasser, seconded by Council- man Ortuno this resolution be adopted as read and numbered Resolution No. 231414.. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Malone, Memmesheimer. Noes: None Absent: Mayor Jumper Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING TENTATIVE MAP FOR THE PROPOSED SUBDIVISION OF LOT 71, IN TRACT 13736 SUBJECT TO APPLICANT MEETING ALL REQUIREMENTS OF LAW WITH REFERENCE THERETO. Moved by Councilman Ortuno, seconded by Councilman Malone this resolution be adopt- ed as read and numbered Resolution No. 2345. Carried by the following vote of the Council: Ayes: Councilmen: Ortuno, Malone, Memmesheimer. Noes: None Absent: Mayor Malone Councilman Nasser did not vote. Councilman Nasser offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGEIE S COUNTY, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO ' SIGN A CERTAIN LEASE AGREEMENT IN BEHALF OF SAID CITY WITH F. S- AND W. W. HIRSCH, A CO -PARTNERSHIP. Moved by Councilman Ortuno, seconded by Councilman Malone this resolution be adopted as read and numbered Resolution No. 2346. MONDAY, Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPROVING THE PURCHASE PRICE OF THE PREMISES DESCRIBED IN THE AGREEMENT BETWEEN THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES AND THE °LOS ANGELES COUNTY FLOOD CONTROL DISTRICT, WHICH AGREEMENT IS NOW ON FILE IN THE OFFICE OF THE CITY CLERK AND AUTHORIZING THE MAYOR TO SIGN THE JFPROVALOF SAID SELLING PRICE AND THE CITY CLERK TO ATTEST THE SAME AND PLACE THE SEAL OF THE CITY THEREON. Mr. Virgil Smith was asked to clarify the purchase of a chlorinator by the City for use at Slauson Memorial Pool. He stated that new purchase order would have to be issued in the event that the original one had been cancelled and that the new chlorinator now in use at the pool is on a rental basis (to until bids are received on a permanent ciV- owned one. The matter was referred to City Engineer Brooks to report back. Mr. Farley Beckett addressed council re- garding continued noise at the Fabristamp plant. City Attorney Tscharner advised that the City would sanction a criminal com- plaint but could not take part in any civil action. Moved by Councilman Memmesheimer, seconded by Councilman Nasser the following requisitions be allowed: 1512-1524 LW; 2816-2830.
