The City Council of the City of Azusa met P.M.
in regular session at the above time and place.
Present at roll call: Councilmen: Ortuno,
Memmesheimer, Malone, Jumper, City Attorney
Tscharner, City Clerk Hynes, City Engineer ROLL CALL
Brookes Superintendent of Streets Wolfe
and Special Attorney Franklin T. Hamilton.
Absent: Councilman: Nasser.
Each member present acknowledged receipt
of a written copy of the minutes of the
' regular meeting of November 7 19499 and
the Hearing of November 7, 199. The Mayor
asked if there were any objections or MINUTES
dorrections to said minutes. There being APPROVED
none, the minutes of the regular meeting
of November 7, 1949 and the hearing of
November 7, 1949, were approved as written.
The Mayor announced that "This is the time
and place set for continuing the hearing on
Project No. 39 the improvement of Angeleno
Avenue on both sides of the street between HEARING ON
First Street and the north line of Lots 3 PROJECT NO. 3
and 11 of Subdivision No. 1 of Lands of
Azusa Land and Water Company as per map
recorded in Book 16, Pages 17 and 18 of
Miscellaneous Records of Los Angeles County
and San Gabriel Avenue on both sides of the
street between First Street and the north
line of Tract No. 13641 as per map recorded
in Book 328, Page 19 of Maps, Records of
Los Angeles County.
Does anyone wish to be heard in protest or
objection of such improvement Y"
There were no written or oral protests.
Councilman Malone offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA, CALIFORNIA, DETERMINING RESULTS
OF HEARING; DIRECTING CERTAIN OMISSIONS,
DECREASES, ALTERATIONS AND CHANGES IN THE.
WORK OR IMPROVEMENT AS SET FORTH IN REPORT RESOLUTION NO.
ON PROJECT FILED UNDER THE SPECIAL ASSESS- 2358 ADOPTED
MENT INVESTIGATION, LIMITATION MD MAJORITY
PROTEST ACT OF 1931; OVERRULING PROTESTS;
DETERMINING THAT PUBLIC INTEREST, CONVENIENCE
AND NECESSITY REQUIRE CERTAIN WORK OR IM-
PROVEMENT SUBSTANTIALLY AS SET FORTH IN SAID
REPORT AND DETERMINING THAT SAID PROJECT IS
FEASIBLE.

Councilman Memmesheimer this resolution be

The Mayor announced that "This is the time
and place fixed by the Council for the hear-
ing on the report required by the Special
Assessment Investigation, Limitation and
Majority Protest Act of 1931 for Project No, HEARING ON
6, the improvement of Louise Avenue between PROJECT N0. 6
Broadway (formerly Dalton Road) and Paramount
Avenue.

The City Clerk presented the affidavit of
mailing of notices of hearing and it was
moved by Councilman Malone, seconded by
Councilman Memmesheimer that Council approve
the affidavit and order it placed on file.
Carried by the following vote of the Council:
Ayes: Councilmen: Ortuno, Memmesheimer, Malone,
Jumper.
Noes: None Absent: Councilman: Nasser.
The City Attorney read the report on Project
No. 6 containing assessed valuations, true
valuations, assessments and proposed assess-
ments.
The Mayor asked if any written protest had
been filed.
A petition was then filed with the City
Clerk containing 32 signatures of property
owners in this district and signed affidavit
by Arthur C. Paustian that he had witness-
ed the signatures appended thereto. '
The Mayor announced "Council will now hear
any oral protests or.ob ections." Mr.
Arthur C. Paustian of #428 S. Louise Avenue
addressed Council stating that the residents
in this district did not wish'to proceed
with the improvement under Project No. 6
or any part thereof.
The matter being referred to City Engineer
Brooks and to Mr. Hamilton for report,
Council was advised to have prepared and
adopt a Resolution abandoning proceedings.
Councilman Malone offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA, LOB ANGELES COUNTY, CALIFORNIA,
ABANDONING PROCEEDINGS FOR THE IMPROVEMENT
OF LOUISE AVENUE BETWEEN BROADWAY (FORMER-
LY DALTON ROAD) AND PARAMOUNT AVENUE UNDER
PROJECT NO. 6.
Moved by Councilman Malone, seconded by
Councilman Ortuno this resolution be
adopted as read and numbered Resolution
No. 2359•

Councilman Malone offered a resolution entitled:

IMPROVEMENT; MAKING OTHER DETERMINATIONS
REQUIRED BY THE SPECIAL ASSESSMENT IN-
VESTIGATION, LIMITATION AND MAJORITY PRO-
TEST ACT OF 1931 AND ORDERING A WRITTEN
REPORT -UNDER SAID ACT.

presented it to Councils
The City Attorney then read Project Re-
port No. 7.
Councilman Memmesheimer offered a resolution
entitled:

PORT REQUIRED BY THE SPECIAL1ASSESSMENT

Mr. Albert H. Miller addressed Council on
behalf of Mr. Rolla E. Clapp stating that
Mr. Clapp asked him to present to Council
a map showing the alleys in Tract No. 8507
that he wished to have abandoned.

take no action in this matter as Mr. Leland
