The City Council of the City of Azusa met in regular adjourned session at the above time and place. Present at roll call: Councilmen: Nasser, Ortuno, Malone, Memmesheimer, City Attorney Tacharner, City Clerk and City Engineer ROLL CALL Brooks, Absent: None. Each member present acknowledged receipt of a written copy of the minutes of December 19th, 1949. The Acting Mayor asked if there were any objections or corrections to said minutes. There being MINUTES none, the minutes of December 19th, 1949, APPROVED were approved as written. A MEMORIAL TO HARRY D. JUMPER offered and adopted by the Azusa City Council was read as follows: It is with deep regret and sincere sympathy that we record the passing of our Mayor, fellow worker, and friend, Harry D. Jumper, on December 19, 1949 - RESOLUTION IN In his advancement from our ranks we lost MEMORIAM an outstanding public servant, a conscientious worker for our City's progress and a sincere friend to all. Wherever Harry D. Jumper went, into whatever company his duties led him, he won the respect and good will of his fellowmen and associates. Although he always displayed the courage of his convictions and was ever ready to ; ' defend what he believed to be right, he ordinarily was a quiet man who believed in the principle that nA soft answer turneth away wrath". Harry served his country in World War I as a Naval aviator and also in World War II as Army Engineer. For more than twenty-seven years he had been an employee of the Consolidated Rock Products Company as engineer -- his long service with that Company testifies to his fidelity to his employer and fellow laborers. For nearly ten years he served the City of Azusa on the City Council, during which time he acted as -Mayor of the Council for a period of two years. During Harryfs period of service on the City Council -and its Mayor, the City Was faced with many difficult problems; that is particularly true during the past three or four years, while the growth of the ' City was so rapid, that it seemed almost impossible to keep abreast of the demand for facilities to all parts of the City. His deep regret always was the inability to grant all demands for public facilities, due to lack of finances and legal restrictions. None but those who wbrked with Harry know of the days and weeks and months of his 90CAa CITY HALL, AZUSA, CALIFORNIA, TUESDAY, DECEMBER 27, 1949 237 7:30 P.M. valuable time he devoted to solve these problems in the best possible way under existing circumstances. An article which was largely prepared by Harry and addressed to the Citizens of Azusa, relative to the City and its conditions, will be published soon. Although Harry was long in a position of authority, he never forgot that he was a servant of the people and in both public and private life, he conducted himself with ' humility, sympathy and kindness. THEREFORE BE IT RESOLVED by the City Council of the City of Azusa in behalf of itself and all City employees: That we record our admiration and high esteem for our recent Mayor, Harry D. Jumper, as a faithful and efficient public servant and a most exemplary and useful citizen. His passing is definitely a great loss to the citizens of Azusa, and above all to his be- reaved family to whom we extend our heart- felt sympathy. That a copy of this Resolution be spread upon the Minutes of the Council and a copy for- warded to the family. This resolution was adopted as read and numbered Resolution No. 2366. A RESOLUTION OF THE COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, HARRY D. JUMPER, IN MEMORIAM, was read. Moved by Acting Mayor Memmesheimer, second- CITY OF MONROVIA ed by Councilman Malone and duly carried a RESOLUTION IN copy of this resolution be mailed to Mrs. MEMORIAM Harry D. Jumper and one to Albert Jumper, widow and brother of the deceased. Notification of Alcoholic Beverage License application from the State Board of Equalization ALCOHOLIC BEVERAGE for Veterans of Foreign Gears, Azusa Post LICENSE ,#8070, was read and no further action taken. A Notice of Annual Meeting of the Azusa Agricultural Water Company at 1020 E. Foothill Blvd. be held on January 16, 1950, was read. Acting Mayor Memmesheimer appoint- ANNUAL MEETING OF ed a Committee consisting of Councilmen: AZUSA AGRICULTURAT Nasser, Malone, Ortuno, Supt. Smith and WATER COMPANY City Engineer Brooks to attend this meeting. A letter from William F. Clark, Scout Master, advising the City Clerk that Scout Troup ' #2 donated to the City the wire netting SCOUT TROUP 412 over store room in Scout Hall, was read and ordered placed on file. A letter signed by Elbert B. Griffith, President of the San Gabriel River Spread- ing Corporation relative to the City 1949- COMP+SUNICATION FROM 1970 tax assessment on acreage owned by the SAN GABRIEL RIVER San Gabriel River Spreading Corp., was read. Moved and carried the City Clerk be in- structed to acknowledge receipt of the letter and to advise Mr. Griffith the Council will take this matter under advise- ment. A letter signed by L. I. Johnstone, Vice President of Graham Brothers, Inc., relative to their contract with the City, was read. Moved by Councilman Malone, seconded by Councilman Ortuno that the contract between ' the City of Azusa and Graham Brothers, Inc., dated May 16, 1949, relating to plant mixed surfacing, be and it is hereby, extended to April 15, 1950, as proposed in letter of Graham Brothers, Inc., now on file in the office of the City Clerk. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Malone, Memmesheimer. Noes: None Absent: None A Statement by Gordon P. Larson, L. A. County Air Pollution Control Director, relating to facts on the war against the menace of smog, was read and ordered placed on file. A letter signed by E. S. Dixon, President of the League,of California Cities, relating to the lack of uniformity among the various ordinances of the County governing traffic regulations and suggesting that the Chief Of Police and City Attorney aid the Committee in correcting this chaotic con- dition, was read. Moved and carried this matter be referred to the City Attorney to report back. An ordinance regulating'electrical installations was introduced. Moved by Councilman Nasser, seconded by Councilman Ortuno an ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REGULATING ELECTRICAL INSTALLATIONS IN SAID CITY OF AZUSA AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH. be placed on its first reading. This Ordinance was then read for the first time. An ordinance regulating sanitary plumbing was introduced. Moved by Councilman Nasser, seconded by ' Councilman Malone an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGEIES COUNTY, CALIFORNIA, REGULATING SANITARY PLUMBING AND HOUSE DRAINAGE IN THE CITY OF AZUSA AND PRESCRIB- ING THE CONDITIONS UNDER WHICH PLUMBING MAY BE CARRIED ON THEREIN AND REPEALING ORDINANCE NO. 415 OF THE CITY OF AZUSA AND ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE. be placed on its first reading. This ordinance was then read for the first time. The matter of an unsigned NOTICE OF COMPLETION for the addition to the City Hall was present- ed. Noes: None Absent: Nom The City Clerk announced that there were no bice filed in answer to the NOTICE IN- VITING BIDS FOR THE PURCHASE OF A RESERVOIR NO BIDS FILED SITE. ON RESERVOIR Moved and carried the City Attorney be SITE instructed to prepare a,resolution authoriz- ing the City to purchase in the open market. The City Clerk advised Council that the contract between the City and the Union 011 Company for the annual supply of gasoline would expire on February 7, 1950. Moved by Councilman Malone, seconded by Councilman Ortuno the City Clerk be in- structed to advertise for bids for the CITY CLERK ' annual supply of gasoline, bids to be INSTRUCTED TO opened January 16, 1950. ADVERTISE FOR Carried by the following vote of the BIDS ON GASOLINE Council: Ayes: Councilmen: Nasser, Ortuno, Malone, Memmeshetmr. Noes: None Absent: None The matter of filling the vacancy on the Planning Commission caused by the re- signation of Gale Mason, was offered. COUNCILMAN Acting Mayor Memmesheimer appointed Council- NASSER APPOI"ED man Nasser a committee of one to check and COMMITTEE OF ONE report back in this matter. TO FILL VACANCY A copy of a contract between the City of Azusa and Luippold Engineering Sales Co. for the annual supply of chlorine was CONTRACT WITH offered. Moved and carried this matter LUIPPOLD ENG - be tabled until the next meeting of INEERING SALES Council. CO. TABLED Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REQUESTING THAT THE DEPART- MENT OF PUBLIC WORKS, DIVISION OF HIGHWAYS, OF THE STATE OF CALIFORNIA, APPROVE THE INCLUSION OF PORTIONS OF THIRD STREET AND RESOLUTION NO. FOURTH STREET WITHIN THE "SYSTEM OF MAJOR 2367 ADOPTED CITY STREETS" WITHIN SAID CITY. Moved by Councilman Ortuno, seconded by Councilman Nasser this resiution be adopted as read and numbered Resolution No. 2367. Mr. Malim addressed Council relative to the erection of Foster & Kleiser billboards on Consolidated Rock Products Company LICENSE FOR BILL property on West Foothill Blvd. BOARDS REFERRED TO CITY ATTORNEY Moved by Mayor Memmesheimer, seconded by Councilman Nasser this matter be referred to the City Attorney to check method of controlling or eliminating such a project. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Malone, Memmesheimer. Noes: None Absent: None City Engineer Brooks advised Council that Mrs. Dawson, who owns the property on Orange Avenue south of First Street, would like to have the City grade the street. The Council were unanimous in their opinion that the street not be graded at the bx- pense of the City, and referred the matter back to Mr. Brooks. Councilman Nasser announced that the New York Giants had asked for the'use of the Ball Park for February 10-11-12, 1950. Moved and carried Council grant the New York Giants permission to use the Ball Park. Councilman Malone reported on the bids for Olean and unburned copper, stating that the bid had been awarded to the John Hastie Company for $4..00 for unburned and $8.25 for clean copper, the amount ap- proximately two ton. Councilman Malone also reported the sale of the Model A and the Chevrolet to Mr. Hernandez for the sum of $30.00. Moved by Councilman Malone, seconded by Councilman Nasser the City Clerk be in- structed to return all bid checks to the unsuccessful bidders. Noes: None Absent: None Acting Mayor Memmesheimer reported on the bids for the four door sedan for use in the Police Department. Moved by Councilman Malone, seconded by Councilman Nasser all bids submitted on the sedan for use in the Police Dept. be rejected and the checks accompanying the bids be returned. Noes: None Absent: None City Attorney Tscharner reported in writing on the matter of VACATION OF STREETS IN PARAMOUNT HEIGHTS TRACT. Moved and carried this report be accepted and placed on file in the Clerk's office.
