The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Ortuno, Memmesheimer, City ROLL CALL Attorney Tscharner and City Clerk. Absent: Councilman Malone. Each member present acknowledged re- ceipt of a written copy of the minutes of the regular meeting of January 3rd ' and the adjourned meeting of January 9th, 1950. Said minutes were approved, with the following correction: MINUTES APPROVED Moved by Councilman Nasser, seconded by Councilman Ortuno and unanimously carried that the minutes of the meeting of January 3, 1950 with reference to Project No. 7 be amended and corrected to show the true facts by the addition of the underscored watts, °A petition with eight signatures attached thereto was offered requesting Council to abandon said proceedings, but said petition was not filed with the Council or the City Clerk. Acting Mayor Memmesheimer announced that there was a vacancy on the City Council and asked members of the Council for a nomination. Councilman Nasser nominated John H. Flannery to fill the Vacancy caused JOHN H. FLANNERY by the death of Mayor Jumper. APPOINTED COUNCILMAN ' Moved by Councilman Nasser, seconded by Councilman Ortuno that John H. Flannery be appointed to fill the vacancy for the remainder of the unexpired term, or until April 18, 1950. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer. Noes: None Absent: Councilman Malone. Mr. Flannery being present came forward, took and subscribed the Oath of Office, which oath was at once filed in the office of the City Clerk. Thereupon Mr. Flannery entered upon his duties. The Clerk announced that four bids had been received in answer to Notice BIDS ON GASOLINE Inviting Bids for the annual supply of gasoline. RICHFIELD OIL COMPANY We are pleased to submit our proposal covering your requirements of Gasoline ' for the above period (calendar year 1950). Prices, Sellers Posted Ex -Federal -Tax Wagon Price at time and place of delivery, less $.021 per Gal., but not to exceed unit prices shown below for Tank Wagon deliveries (40 -Gal. Minimum), F.O.B. A communication from the Planning Commission recommending that Mr. A. G. Steele of 1515 Oxford Avenue, Pasadena, California, be granted permission to face two houses on Aspan Avenue and two on Paramount Avenue as per sketch of property described as Lots No. 197 and 198 of Tract No. 13284 on file in the City Clerk's office. Moved by Councilman Nasser, seconded by Councilman Ortuno Council accept the recommendation of the Planning Commission. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Memmesheimer. Noes: None Absent: Councilman Malone. Moved by Councilman Nasser, seconded by Councilman Ortuno the tentative map of Subdivision No. 16374 be accepted as recommended by the Planning Commission. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SUB -SECTION "C" OF SECTION 4.13 OF ARTICLE 4 OF ORDINANCE NO. 409 OF THE CITY OF AZUSA, AND ADDING TO SAID ARTICLE 4 OF SAID ORDINANCE NO. 409 TWO NEW SECTIONS TO BE KNOWN AS SECTION 4.13 (1) and SECTION 4.13 (j) AND ALSO AMENDING SECTION 20.3 OF ARTICLE 20 OF SAID ORDINANCE NO. 409 WHICH IS 7:30 273 P.M. BIDS ON GASOLINE REFERRED MR STEELE'S REQUEST GRANTED TENTATIVE MAP OF TRACT NO. 15432 REFERRED TO CITY ATTORNEY FOR CHECKING TENTATIVE MAP OF SUB DIVISION NO. 16374 ACCEPTED ORDINANCE NO. 421 ADOPTED Mr. W. G. Grandin presented to Council ' a tentative map of Tract No.15432• Moved by Councilman Ortuno, seconded by Councilman Nasser this map be re- ferred to the City Attorney to check and report back at the next regular meeting of Council. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Memmesheimer. Noes: None Absent: Councilman Malone. A tentative map of Subdivision No. 16374 was presented by W. G. Grandin. The Planning Commission recommended that the map be accepted. Moved by Councilman Nasser, seconded by Councilman Ortuno the tentative map of Subdivision No. 16374 be accepted as recommended by the Planning Commission. This ordinance was then read for the second time. Moved by Councilman Ortuno, seconded by Councilman Flannery this ordinance be adopted as read and numbered Ordinance No. 421. Councilman Nasser offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGEIE S COUNTY, CALIFORNIA, PRESCRIBING MINIMUM LOT LAYOUT AND APPROXIMATE DIMENSIONS OF EACH LOT AND MINIMUM FLOOR SPACE FOR HOUSING ACCOMODATIONS, IN ALL FUTURE SUBDIVISIONS, MAPS AND PLANS TO BE FILED WITH AND APPROVED BY THE CITY COUNCIL, WITHIN THE LIMITS OF THE CITY. This ordinance was then read for the first time. After some discussion relative to the merits of this ordinance it was moved by Councilman Flannery, seconded by Councilman Ortuno the ordinance be re- ferred to the Planning Commission for further study. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Memmeshetmer. Noes: None Absent: Councilman Malone. The°City Attorney read the title of'a proposed ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF ,THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, DECLARING ITS INTENTION TO VACATE AND ABANDON CERTAIN STREETS AND ALLEYS HEREINBELOW DESCRIBED LOCATED IN TRACT NO. 8507 OF AZUSA AS PER MAP RECORDED IN BOOK 102 AT PAGES 78 TO 80 INCLUSIVE, OF MAPS RECORDS IN THE OFFICE OF THE COUNTY RECORDER OF LOS ANGELES COUNTY. W. W. Kloepfer, R. E. Clapp, Art Selzer, Leland A. Bower, H. B. McClough, A. L. Miller and others addressed Council relative to the adoption of this ordinance. Mr. A. L. Miller, representing the Azusa Rock and Sand Company, said he had prepared 7:30 275 P.M. ORDINANCE NO. 421 ADOPTED ORDINANCE READ FOR FIRST TIME ORDINANCE REFERRED TO PLANNING COMMISSION TITLE OF ORDINANCE READ R0CAa CITY HALL, AZUSA, CALIFORNIA, MONDAY, JANUARY 16, 1950 a resolution, and presented it to Council: Councilman Nasser offered the resolut- ion entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, DETERMINING THAT THE PUBLIC CONVENIENCE AND NECESSITY RE- QUIRE THE RESERVATION OF AN EASEMENT AND AN EXCEPTION IN ACCORDANCE WITH ' THE TERMS HEREOF, IN THE NORTH HALF OF PARAMOUNT STREET IN TRACT 8507 -,AS PER MAP RECORDED IN BOOK 102 AT PAGES 78 TO 80 INCLUSIVE OF MAPS RECORDS OF LOS ANGELES COUNTY, PROPOSED TO BE VACATED UNDER THE STREET VACATION ACT OF 1941. Acting Mayor Memmesheimer offered this resolution for adoption which was lost for the want of a second. Acting Mayor Memmesheimer advised Council that the City of Azusa had extended an invitation to the Police Chiefs of San Gabriel Valley to hold their monthly meeting in Azusa in March. Moved by Councilman Nasser, seconded by Councilman Ortuno the followin requisitions be allowed: 1622-16}1 LW; 2861-2886. Moved by Councilman Ortuno, seconded by Councilman Flannery this resolution be adopted as read and numbered Resolution No. 2373.
