The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer, City Attorney Tscharner ROLL CALL and City Clerk, Absent: None Each member present acknowledged receipt of a written copy of the minutes of ' February 20, 1950. The Mayor asked if MINUTES APPROVED there were any objections or corrections to said minutes. There being none, the minutes of February 20, 1950 were approved as written. Father Healy addressed Council as a representative of the Park and Recreation Commission recommending that a charge be RECREATION made at the gate for the night ball games, with certain restrictions. Also that a safe and sane Fourth of July be planned for the entertainment of the Azusa people. Father Healy asked Council as a point of information, if the Park and Recreation Commission function was to make recommendations or were they to take action when necessary. FATHER HEALY' Moved by Councilman Flannery, seconded RESIGNATION ACCEPTED by Councilman Ortuno that the City Attorney be authorized and instructed to write the Azusa Park and Recreation Commission to clarify this question. ' Father Healy tendered his resignation as a member of the Park and Recreation Commission, due to his being transferred. to another Parish. Mayor Memmesheimer and members d Council expressed their regret in losing one who has devoted so much of his time to the welfare of our City and wished him success in his new field. Moved by Councilman Flannery, seconded by Councilman Ortuno Father Healy's resignation be accepted with regret. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer. Noes: None Absent: None City Engineer Brooks presented the plans and specifications for the proposed CA - alterations of the swimming pool. PLANS AND SPECIFI TIONS FOR SWIMMING The specifications were read by City POOL. ' Attorney Tscharner, Mr. Beckett, Mr. Farrell, City Engineer Brooks, Councilman Nasser and Council- man Ortuno and others entered.into the discussion on the type of filter to be used. Noes: None Absent: None It was unanimously agreed that a charge of $25.00 be made for a'set of plans and specifications on the alteration of the swimming pool. ' Mr. Patritti of the Cee Tee Construction Corp. addressed Council relative to the ppartial payment of $3,658.52 representing f10% completion of work on streets in Tract No, 13791. Moved by Councilman Malone, seconded by Councilman Flannery the City Clerk be authorized and instructed to draw a check in favor of the Cee Tee Construction Cor . and Leland Realty Co. in the sum of3,658.52 and said sum to be deducted from the amount deposited with the City for said work. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer, Noes: None Absent: None A communication addressed to the City Council and signed by Dell Trailor, President of the Azusa Retail Business Association, requesting the repeal of the City Sales Tax Ordinance, was pre- sented to Council by Mr. L. LaDue. Moved by Councilman Malone, seconded by Councilman Ortuno that this matter be referred to the City Attorney with in- structions to advise the Association that Council does not think it advisable to repeal the ordinaaoe at this time. A communication signed by Alec Watkins, President of the Civitan Club relative to the printing of an official program for the Junior College Baseball Tournament to be held in Azusa in the near future, was read. Moved by Councilman Malone, seconded 9byCouncilman Ortuno the City allow 0.00 for an ad welcoming the visiting participants. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer. Noes: None Absent: None ' A communication signed by Alec Watkins, Chairman of the Board of Trustees of the Azusa Public Library requesting Council to advise -the State Retirement Board that the employees of the Library wish to participate in the City Retire- ment benefits. 315 CHARGE MADE FOR PLANS ON POOL CITY CLERK INSTRUCT- ED TO DRAW CHECK IN FAVOR OF CEE-TEE CONSTRUCTION CO. REQUEST FOR REPEAL OF CITY SALES TAX REFERRED TO CITY ATTORNEY CITY TO PLACE AD IN JUNIOR COLLEGE BASEBALL TOURNAMENT PROGRAM. Noes: None Absent: None A letter from the League of California Cities relative to a dinner meeting was, read and ordered placed on file. A communication signed by Parson Jay Moss, President of the Azusa -Glendora Realty Board relative to the appoint- ment of J. 0. Durrell as a member of the Azusa Planning Commission, was read. Moved and carried the City Clerk be instructed to advise the Realty Board that J. 0. Durrell is a City employee and as such -cannot serve on the Planning Commission aocordin to Section 1 of City Ordinance No. 407. A communication from the Planning Commission recommending that G. F. Powell be granted a permit to erect a residence on Lot 60 of Tract No. 10660 provided the residence contains a minimum of 800 square feet except of garage, was read. ' Moved by Councilman Ortuno, seconded by Councilman Nasser Council approve the recommendation of the Planning Commission. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer. Noes: None Absent: None A communication from the Planning Commission recommending that a building permit be approved for the erection of an 800 square foot residence on Lot 22, Block 18 owned by Richard Miranda, was read. Moved by Councilman Flannery, seconded by Councilman Malone -Council approve the recommendation of the Planning Commission. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer. Noes: None Absent: None Recommendations offered by the Planning ' Commiasion relative to the addition of an R -R Zone to Ordinance No. 409 and other changes in an R-1 zone, were offer- ed. Moved and carried the recommendations be filed for future reference. A report on the Hearings on Air Pollution was offered and ordered placed on file. TENTATIVE MAP OF After further discussion, it was TRACT NO. 16298 moved by Councilman Nasser, seconded DENIED by Councilman Ortuno that the recommendation of the Planning Commission for approval of the tentative map of Tract No. 16298 ' be disapproved for the following reasons: 1. That the adjacent properties are not restricted. 2. That the subdivision provides for a dead-end street. 3. That the width of the streets shown on subdivision is not sufficient. Noes: None Absent: None The City Attorney read a letter from the State Highway Commission relative LIGHT SIGNALS ON to light signals on Highway 66. FOOTHILL BOULEVARD Moved by Councilman Malone, seconded by Councilman Nasser the City Attorney be instructed to advise the State Highway Department that the City will cooperate to 'the extent of 50% of the cost of installation of light signals at the ' intersection of Virginia Avenue and Foothill Blvd. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer.
