The City Council of the City of
Azusa met in regular'adjourned
session at the above time and place.
Present at roll call: Councilmen:
Nasser, Ortuno, Flannery, Malone, ROLL CALL
Memmesheimer, City Attorney Tscharner
and Deputy City Clerk. Absent: City
Clerk.
A -communication from the Azusa City
Planning Commission was read recommending
the following:
The erection of two houses at the
southwest corner of First Street and
San Gabriel Avenue by H. B. Lacy, 211-
W, Cypress Avenue, Monrovia; and the
erection of one house by Trinidad
Luevanano on Lot 36, Block 22 between
Eighth and Ninth Streets on Angeleno
Avenue, said house to contain 950 sq. ft.
Moved by Councilman Malone, seconded
by Councilman Ortuno that Council accept
the recommendation of the Planning
Commission.
Carried by the following vote of Council:
Ayes: Councilmen: Nasser, Ortuno,
Flannery, Malone, Memmesheimer.
Noes: None Absent: None
A letter from the Azusa City Planning
Commission relative to the proposed
Subdivision No. 16687 was read. Be-
cause of the fact that the natural drain-
age of this subdivision is from east to
west and because the north and south
streets will necessarily have to be
bridged across the Little Dalton Wash,
the Planning Commission recommended that
Council approve this subdivision only with
the understanding that deed restrictions
will require that no entrance to Broadway
(Gladstone Avenue) be permitted from
residential lots due to traffic hazard
as well as flood conditions of the gutter
waterways leading into the Little Dalton
Wash. The Planning Commission also re-
commended that all the homes contain not
less than 1000 sq. ft., exclusive of
porches and garages.
A letter of protest from Mrs. Winifred B.
Hanes relative to Subdivision No. 16687
was read and ordered placed on file.
City Engineer Brooks presented subdivision
study maps relative to the above sub-
division and all surrounding areas showing
the possibility of using a master plan for
future subdivisions.
Mayor Memmesheimer invited all interested
persons to inspect and discuss the study
maps presented by Mr. Brooks as well as the
tentative subdivision map previously present-
ed to Council by Mr. Harvey L. Tadlock,
Mr. Leland S. Poage addressed Council ob-
jecting to the present plans submitted by
Mr. Tadlock, stating that since this is a
major approach tb the City, the houses should

face Gladstone instead of having
the back doors to the South.
Councilman Malone stated that the
County would have to be consulted
with regard to so many bridges
on Gladstone, and Councilman Fleanery
and Mr. Poage both stated that they
felt it advisable to study all possible
plans before deciding on any certain one.
Mr. Ray Rork addressed Council stating
' that 37 feet of his property on the south
side of Gladstone just west of the pro-
posed Subdivision #16687 had been pur-
chased by the County Road Department
for the improvement of Gladstone Avenue
and the Blood Control ditch.
After general discussion by all
interested persons, it was moved by
Councilman Nasser, seconded by
Councilman Flannery that the tentative
map of Subdivision #16687 be tabled
and that the matter be referred to
City Engineer Brooks for investigation
with instruction to contact the County
Flood Control regarding bridges, approaches,
etc., and report back.

A letter addressed to Councilman
Malone from the Azusa Foothill Citrus
' Company relative to the proposed City
of Azusa reservoir site was read.
City Engineer Brooks presented pre-
liminary topographical map and description
of the property for Council approval.
Moved by Councilman Malone, seconded
by Councilman Flannery the City Engineer
be instructed to write a legal description
adding twenty feet to the proposed site
and present this plan to the Azusa Foothill
Citrus Company together with their original
proposal requesting that they draw a deed
for the most suitable plan to be presented
to Council for further action.

Flannery, Malone, Memmesheimer.

A communication addressed to the City
Council from M. J. Dillard, 926 W. 4th
Street, relative -to -an Azusa Voters,
Association advertisement in the March
23rd issues of the Azusa Herald and the
' Canyon City News, was read. Mr. Dillard
asked for a clarification as to whether
or not the proposed Civil Service Plan
had been rejected by Council or whether a
motion had been made to put the plan before
the voters at the next municipal election
on April 110 1950.
In reply to Mr. Dillard+s inquiry, Mayor
Memmesheimer stated that the Council had
not rejected nor passed upon the proposed
Civil Service Plan but had, as required by

law, instructed the City Clerk to
place the Initiative Ordinance on
the ballot at the next general
municipal election.
Councilman Nasser reported on his
investigation of a building site for
the Girl Scouts and recommended a plot
in Memorial Park south of the Armory
and west of the existing fence in the
rear of the Armory.
' Mrs. Virgil Pierce reported on the pro-
posed building plans which include an
immediate building 30+ x 30' with future
plans of enlarging to -approximately 60,
x 1201. -
Mayor Memmesheimer requested that a
sketch including their future plans
be presented to Council at the next
regular meeting for study.
Mr. Al L. Smith addressed Council and
presented a revised map of Subdivision
#16298 as per Council request. Proposed
subdivision had been out from 28 to 25
lots and the original dead-end street
eliminated. Mr. Smith stated that the
houses contained in this subdivision
would have fireplaces, double garages,
steel windows, cedar shingles and first
grade materials throughout.

Moved by Councilman Nassar, seconded by
Councilman Flannery the following bill be BILLS
allowed and -a warrant drawn upon the Treasury
for same:
#2522 The Seagrave Corporation $4016.66
Carried by the following vote of Council:
Mr. Ted Burkhart filed a petition of
protest signed by adjoining property owners.
After general discussion by Al L. Smith,
George Ott, Ted Burkhart, Charles Davies,
Al Meissenburg and Miss Burnice Durrell,
it was moved by Councilman Malone, second-
ed by Councilman Ortuno that Council approve
the plat map for Subdivision #16298 upon
the condition that Mr. Al L. Smith in-
corporate upon the map the square footage
of the proposed houses -- a minimum of
1200 sq. ft. on Pasadena Avenue and a
1000 sq. ft. minimum on the balance of
the tract.

Flannery, Malone, Memmesheimer.
Noes: None Absent: None
Moved by Councilman Nasser, seconded by
Councilman'Ortuno Mayor Memmesheimer appoint
a nucleus committee consisting of members
of Council, Realty representatives, property
owners, etc. to investigate a master plan
for all future subdivisions.
