Present at roll call: Councilmen: Nasser, Ortuno, Flannery, Malone, ROLL CALL Memmesheimer, City Attorney Tscharner and Deputy City Clerk. Absent: City Clerk. Each member present acknowledged receipt of a written copy of the minutes of March 27th, 1950. The Mayor asked if there were any ob- MINUTES APPROVED jections or corrections to said minutes. There being none, the minutes of March 27, 1950 were approved as written. The Deputy City Clerk announced that three bids had been received in answer to Notice Inviting Bids forthe annual collection of garbage. Moved by Councilman Nasser, seconded by Councilman Malone the bids be now GARBAGE COLLECTION opened, examined and publicly declared. BIDS OPENED Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer, Noes: None Absent: None Mi. J. and L. A. HAYDEN CLYDE H. PAYNE VALLEY DISPOSAL COMPANY (Conrad and Richardson) ' Moved by Councilman Nasser, seconded by Councilman Ortuno the bids be referred to Councilman Malone for investigation BIDS REFERRED with power to act. Also that the City Clerk be instructed to check the references of Clyde H. Payne and report to Mr. Malone. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer. Noes: None Absent: None The Deputy City Clerk announced that four bids had been received in answer to Notice Inviting Bids for construction of municipal swimming facilities within Slauson Memorial Park. Moved by Councilman Nasser, seconded SWIMMING POOL BIDS by Councilman Flannery the bids be now OPENED opened, examined and publicly declared. Unanimously carried. H. E. MINAHAN W. R. WILKINSON V. R. Moved by Councilman Flannery, seconded by Councilman Ortuno that Schedules B and D, only, be considered. Carried by the following vote of Council: Ayes: Councilmen: Ortuno, Flannery, Malone, Memmesheimer, Noes: None Councilman Nasser not voting. A communication from Albert L. Kendrick to the City Council requesting that the classification of Primus M. Kunou be changed from that of a Patrolman to Detective Lieutenant, was read. Moved by Councilman Flannery, seconded by Councilman Nasser that Chief Kendrick's request be granted. Carried by the following vote d Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memnesheimer, Noes: None Absent: None A communication from the San Gabriel Valley Protective Association relative to their annual meeting was read and ordered placed on file. A letter of Resolution from the Azusa - Glendora Realty Board relative to amend- ing building ordinances was read. ' Mayor Memmesheimer stated that the letter of Resolution will be turned over to a committee which will handle such matters. A letter addressed to Mayor Memmesheimer relative to the Booker T. Washington Birthplace Memorial was read. Mayor Memmesheimer invited all those interested to join him in contributing to this fund by the purchase of the Booker T. Washington Memorial Half Dollar and requested that the City Clerk be instructed to accept donations and report to the Memorial Group. Mr. Alec Watkins spoke in behalf of the Azusa Golden Daya,Executive Committee and filed with Council the Committee's Treasurer's report signed by E. H. Philleo, and a check in the amount of $1,850 with the request that this amount be used for erecting a fence around Memorial Park. Mr. Watkins also publicly commended the ' entire committee and particularly Council- man Leo C. Nasser for his outstanding odntribution to the success of Azusa Golden Days celebration. Moved by Mayor Memmesheimer, seconded by Councilman Malone and duly carried that the City Attorney be instructed to write a resolution of commendation for Councilman Nasser to7�ead at the next meeting of Council. 7:30 P-455 PRIMUS M. Moved by Councilman Malone, seconded by Councilman Ortuno that the week of March 31 to April 89 1950 be pro- claimed REGISTER TO VOTE WEEK. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer, Noes: None Absent: None ' Councilman Nasser reported that the committee appointed to study the gasoline bids recommended that Shell Oil Company be awarded the bid. Moved by Councilman Malone, seconded by Councilman Ortuno that the re- commendation of the committee be accepted and the Shell Oil Company be awarded the bid. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, MemmeslB imer. Noes: None Absent: None Moved by Councilman Malone, seconded by Councilman Ortuno the City Clerk be instructed and authorized to advertise for bids for plant -mixed surfacing. Noes: None Absent: None ' Councilman Nasser offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REPEALING ORDINANCE NO. 4 2 ENTITLED "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORMIA, DECLARING ITS INTENTION TO VACATE AND ABANDON CERTAIN STREETS AND ALLEYS HEREINBELOW DESCRIBED, LOCATED IN TRACT N0. 8507 OF AZUSA, AS -PER MAP RECORDED IN BOOK 102 AT PAGES 78 TO 80 INCLUSIVE OF MAPS RECORDS IN THE OFFICE OF THE COUNTY RECORDER OF LOS ANGELES COUNTY." to be placed upon its second reading. The Title of this ordinance was then read. Moved by Councilman Nasser, seconded by Councilman Ortuno Council waive the further reading of this ordinsn ce. Mr. Whitney of Ellsco and Bell Construction Company addressed Council relative to Tract 15711 TRACT 15711 and the paving of Paramount Avenue. Moved by Councilman Nasser, seconded by Councilman Flannery this matter be referred to City Engineer Brooks and Street Supt. Wolfe to investigate and report back at the adjourned meeting of Council to be held April 10, 1950. 359 A letter addressed to Mayor Memmesheimer relative to the hearings of Interstate PACIFIC ELECTRIC Commerce on public transportation operations of the Pacific Electric Railway, was read. Moved by Councilman Nasser, seconded by Councilman Malone the City Attorney be instructed to file protest of abandon- ing street car facilities. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone.. Memmesheimer. Noes: None Absent: None City Engineer Brooks presented new study maps of the Gladstone area. Council in- structed Mr. Brooks to present mqz to the Planning Commission for study with all interested property owners. Mrs. Virgil Pierce presented drawings of the proposed Girl Scout building to GIRL SCOUT BUILDING be erected at Memorial Park. Council instructed City Attorney Tscharner to ' check the amount of`property the Armory now has and report back to Council. City Engineer Brooks presented Council with a statement from the Warren South- PAYMENT AUTHORIZED west Company in the amount of $1,680.00 TO WARREN SOUTHWEST representing 80°6 completion of•their work on the Leland Subdivision. Moved by Councilman Flannery, seconded by Councilman Nasser the City Clark be authorted and instructed to draw a check in favor of the Warren Southwest Company and Leland Realty Company in the amount of ,$1,680.00 and said sum to be deducted from the amount deposited with the City for said work. Carried by the following vote of Council: Ayes: Councilmen: Nasser, Ortuno, Flannery, Malone, Memmesheimer. Noes: None Absent: None Moved by Mayor Memmesheimer, seconded by Councilman Malone that Council adjourn COUNCIL ADJOURNS to meet again on Monday, April 10, 1950s TO CONSIDER SWIMMING at 7:30 p.m, to consider set of four POOL BIDS schedules submitted by bidders on swimming pool alterations. This matter was referred to Chief Kendrick for action. Councilman Malone requested that a committee be appointed to meet with City Attorney Tscharner and Mr. -McKellar regarding the reservoir contract. . Councilman Nasser and Councilman -Malone were authorized to meet with them if necessary, and report back with recommendation. Moved by Councilman Nasser, seconded by Councilman Malone the following reqquisitions be allowed: 1691-1706 LW; 2911-2914.
