D. AGENDA ITEM 1. POTENTIAL LAYOFFS RECOMMENDED ACTION That the City Council, consistent with the "CITY OF AZUSA, RULES OF THE CIVIL SERVICE SYSTEM," Section 13.2, LAYOFF; SUBSECTION 13.2.1, GENERAL POLICY, approve the recommendation of the City Manager to consider a layoff plan for the listed number and classifications of employees in the indicated departments; said layoff to become effective July 1, 2012. Economic and Community Development 1 Development Services Assistant 1 Planning Technician Human Resources 1 Human Resources Technician Information Technology 1 Information Technology Analyst ' Library 1 Assistant Library Director , I 1 Public Works 1 2 Facilities Maintenance Worker _ 1 Senior Office Specialist I / 2— " Police 6 1 Emergency Services Coordinator 1 Police Officer Trainee ,/.1,01 ,1`ib, Finance 1 Accounts Specialist II 1 Accounts Specialist III Recreation and Family Services 1 Administrative Secretary 1 Recreation Coordinator BACKGROUND Given the economic conditions throughout California, and several other factors related to the economic conditions in the City of Azusa (loss of Redevelopment, increased personnel costs, Vulcan Mining, new Recycling facility, additional cost for fire services, and a general reduction in local sales and property tax revenue), the City of Azusa is confronted with a serious budget deficit of approximately two-million dollars ($2,000,000). As a result the City needs to significantly reduce costs to balance the 2012/2013 budget. The City Manager has already moved forward with a number of cost-saving measures in the current fiscal year that will aid in balancing next year's budget. These include a hiring freeze, reduced operating expenses, sale of Prop A funds, 4% PERS amendment for Department Heads and reallocation of expenses. In addition, the City Manager has been and continues to be in discussions with each Department and all City bargaining groups in an attempt to find other means to reduce the budget deficit. Although much progress has been made, the magnitude of the problem is so significant that it has become necessary to recommend to the City Council the potential layoff of the above indicated classifications to assist in achieving a balanced budget for the 2012/2013 fiscal year. Should conditions change that would alter this recommendation, staff will advise you immediately. In order to implement the layoffs with sufficient time to meet all of the legal requirements and still realize a cost savings, it is necessary to consider this step at a special meeting. In addition, there are other steps that will need to be taken in order assure compliance with our civil service rules and the Meyers, Milias, Brown Act (MMB). These include: 1. Formal approval by the Council of the City Manager's recommendation for proposed layoffs; 2. Meeting and conferring with the bargaining groups of the affected employees on the impacts of the layoffs (not the layoff decision itself); 3. Formal notification to the affected employees; and 4. Counseling of the affected employees 5. Making necessary service adjustments to mitigate the impact of the loss of the employees (to the extent they were providing visible public services). Employee Assistance In addition to the normal assistance provided to employees when they separate from service, the City's Human Resources Department will be available to provide employees with information and resources regarding opportunities with other public agencies and unemployment benefits. FISCAL IMPACT The proposed reductions in personnel would produce estimated savings of $963,420.00 after unemployment benefits and leave cash-outs are factored in ($314,630 & $110,710) .
