SUBJECT: ADOPT RESOLUTION NO. 2017-C56 APPROVING THE SUBMITTAL OF A
GRANT APPLICATION TO LOS ANGELES COUNTY METROPOLITAN
TRANSPORTATION AUTHORITY FOR THE TRANSIT ORIENTED
DEVELOPMENT PLANNING GRANT PROGRAM ROUND 5, IN THE
TRANSIT ORIENTED COMMUNITIES TAX INCREMENT FINANCING
(TIF) PILOT PROGRAM, FOR A TIF FEASIBILITY STUDY
SUMMARY:
The City became aware of a grant opportunity from the Los Angeles Metropolitan
Transportation Authority for the Metro Transit Oriented Development (TOD) Planning Grant
Program Round 5 to conduct a feasibility study for the Transit Oriented Communities (TOC) Tax
Increment Financing (TIF) Pilot Program. The proposed actions, adopts Resolution No. 2017-
C56 authorizing Staff to submit an application and approve funds in the amount of $7,900 to
develop the full application if the City is selected to move forward in the application process.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Adopt Resolution No. 2017-C56, authorizing Staff to submit an application for grant
funds for the Los Angeles County Metropolitan Transportation Authority for the Transit
Oriented Development Planning Grant Program Round 5, in the Transit Oriented
communities tax increment financing (TIF) Pilot Program, for a TIF Feasibility Study;
and
2) Approve funds in the amount of $7,900 to develop the full application only if the City is
selected to move forward in the application process.

DISCUSSION:
The Los Angeles County Metropolitan Transportation Authority (Metro) Transit Oriented
Development Planning Grant Program (Program) provides funds to local governments to
encourage the development and adoption of land use regulations that promote transit oriented
development (TOD).
On April 28, 2017 the Metro Board approved Round 5 of the program and a total $3.1 million in
funding is available to the County of Los Angeles and all local governments with land use
regulatory jurisdiction within a one-half mile of exiting, planned or proposed Metrolink, Metro
Rail or Metro Transitway/Bus Rapid Transit stations and adjacent transit corridors.
In Round 5, Metro will fund two programs. The City is eligible to apply to the Transit Oriented
Communities (TOC) Tax Increment Financing (TIF) District Pilot Program. This pilot program
will fund studies that assess the feasibility of creating a tax increment financing districts which
include Community Revitalization and Investment Areas (CRIA) or Enhanced Infrastructure
Financing Districts (EIFD). The TIF feasibility study requires that transit supportive land use
regulations be in place or under development. TIF can be used to finance infrastructure
improvements as well as affordable housing.
The program objectives include:
Supporting municipalities in implementing complimentary transit-supportive
infrastructure projects and affordable housing;
Increasing transit ridership;
Increasing the number of comprehensive, community-driven transit supportive planning
efforts around Metro light rail, Metrolink stations, and Metro Transitway/Bus Rapid
Transit stations and adjacent transit corridors in Los Angeles County;
Improving local and regional efforts that enhance an equitable integration of
transportation and community planning;
Improving the transit network and increase utilization of public transit by reducing the
number of modes of transportation necessary to access regional and local transit lines;
Furthering the reduction in greenhouse gases through encouraging in-fill development
along transit corridors and transit use.
Supporting and implementing sustainable development principles; and
Increasing opportunities to meaningfully engage diverse stakeholders, especially
underserved and vulnerable communities, in advancing transit supportive planning efforts
across the region.
It is anticipated that the City will request a grant funding amount of $200,000 to carry out the
feasibility study. The Program is reimbursement-based. Funding will be disbursed on a quarterly
basis subject to satisfactory compliance with the expenditure plan and schedule. The Program
would not require local matching funds.

FISCAL IMPACT:
The City has retained Blais & Associates Professional Grant Management to complete and
submit the eligibility screening process. The cost of completing and submitting the eligibility
screening in the amount of $1,500 is included in the FY2017-18 approved budget under 10-35-
611-000-6399, but it does not include the costs to develop the full grant application. Upon
Council approval and if the City is selected to move forward in the application process, Staff will
prepare a budget amendment for the estimated cost of $7,900 to develop the full application.

RESOLUTION NO. 2017-C56
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, TO ENTER INTO A MASTER AGREEMENT, PROGRAM
SUPPLEMENT AGREEMENT, FUND EXCHANGE AGREEEMENT,
AND/OR FUND TRANSFER AGREEMENT WITH CALTRANS FOR THE
ALOSTA AVENUE STREET IMPROVEMENTS
PROJECT NO. STPL-5112 (020)
WHEREAS, the City of Azusa is eligible to receive Federal and/or State funding
for certain Transportation Projects, through the California Department of Transportation
(Caltrans); and,
WHEREAS, Master Agreements, Program Supplement Agreements, Fund
Exchange Agreements, and/or Fund Transfer Agreements need to be executed with
Caltrans before such funds could be claimed; and,
WHEREAS, the City of Azusa wishes to delegate authorization to execute these
agreements and any amendments thereto to the City Manager.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Azusa hereby authorizes the City Manager to enter into
Master Agreements, Program Supplement Agreements, Fund Exchange Agreements,
and/or Fund Transfer Agreements with Caltrans.
SECTION 2. The City Clerk shall certify the adoption of this resolution.
