SUBJECT: APPROVAL OF NEW CLASSIFICATION – PUBLIC WORKS MANAGER
SUMMARY:
On June 27, 2017, the Personnel Board met and approved the creation of a new classification
specification (class spec) titled Public Works Manager. The proposed action approves the new
class spec and recommended salary.
RECOMMENDATION:
Staff recommends City Council take the following action:
1) Approve the attached new class spec and recommended salary range for Public Works
Manager.
DISCUSSION:
As part of the 2017-2018 Adopted Budget for the Azusa Public Works Department, approval
was granted by City Council for the creation of a new position in place of the budgeted Assistant
Director of Public Works/City Engineer position. This recommendation was reviewed and
approved by the Azusa Middle Management Employees Association (AMMA) bargaining unit.
This newly created position will assist the Director of Public Works/City Engineer and supervise
engineering activities relating to City public works engineering projects, field operation and
maintenance activities; as well as take a leadership role in the implementation of goals,
objectives and day to day operations at the City Yard of the Public Works Department.

It is recommended that the classification of Public Works Manager be est ablished as AMMA (Azusa
Middle Management Association). The recommended salary for this new classification, effective July 1,
2017, is range 3515 with a monthly salary as follows:
FISCAL IMPACT:
Funding for this position has been included in the adopted budget for Fiscal Year 2017/2018.
The position is funded through Sewer and Measure M funds and has no general fund impact.

PUBLIC WORKS MANAGER
DEFINITION
Under general direction of the Director of Public Works/City Engineer, plans, directs,
coordinates, manages, and supervises engineering activities relating to City public works
engineering projects; plans, directs, coordinates, manages, and supervises field operation
activities for the Department of Public Works; takes a leadership role in implementation
of the goals and objectives of the Public Works Department; and performs related duties
as required.
CLASS CHARACTERISTICS
This is a single position classification that reports directly to the Director of Public
Works/City Engineer and acts in his/her absence; supervises professional and sub-
professional staff; and is primarily responsible for planning, managing, and directing
assigned functions and services of the work of the Public Works Department including
engineering and public works maintenance and operation functions.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Assist the Director of Public Works/City Engineer with the development and
implementation of goals, objectives, policies, and procedures related to the engineering
and operational functions of the Department of Public Works.
Plan check, inspect, and monitor residential and commercial developments related to
public works, utilities, traffic engineering and National Pollution Discharge Elimination
System (NPDES) matters; evaluates and makes recommendations regarding the impact of
the development on City operations, infrastructure, and traffic related issues.
Coordinates the organization, staffing, and operational activities of Public Works
maintenance and field services including street maintenance, facilities maintenance, street
sweeping, storm drain maintenance, sewer maintenance, traffic signal maintenance,
graffiti maintenance, street signage, striping, and legends, and special events.
Provides project management of the City’s Capital Improvement Progr am and
maintenance projects.
Oversees and consults in the design, preparation, and review of construction plans, site
investigations, cost estimates, specifications, and reports for the construction and/or
improvement of public facilities; may review and approve parcel or tract maps. Review
and approve public improvement, subdivision, and drainage and grading plans.
Prepares and manages the preparation of requests for professional services; interviews
prospective consultants; provides technical and procedural information; review plan and
specifications; maintains currency with regulations, litigation, and legislation concerning
public works activities.
Meet with private developers and engineers to review private developments and related
public works improvements for conformance to City standards and policies; resolve any
problems related to these developments.
Participate in the development and administration of the Department of Public Works
annual budget; participate in the forecast of funds needed for staffing, equipment,
materials, and supplies; monitor and approve expenditures; implement adjustments.
Receive and investigate citizen complaints and requests; determine and ensure
appropriate disposition; monitor work completed in response to these concerns;
investigate and report matters related to claims made against the City.
Administer and manage the City’s efforts to comply with the NPDES program
requirements for the City.
Prepare and submit grant applications and documents necessary to secure funding
sources; maintain appropriate records for compliance with these funding sources.
Attend and make presentations to the City Council and community groups.
Assist in the management of the City’s on-call consultant engineers.
QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and experience that has provided the knowledge, skills,
and abilities necessary for satisfactory job performance. Example combinations include a
Bachelor’s degree in civil engineering or closely related field and considerable
progressive responsible supervisory and administrative public works engineering
experience.
Knowledge, Skills, and Abilities
Extensive knowledge of engineering and administration principles, methods, and
practices as applied to public works, traffic, and utilities, including planning and
development, design and construction; thorough working knowledge of techniques for
reviewing designs, plans, specifications, estimates, reports, and recommendations related
to public works projects; related laws, ordinances, rules, and regulations; principles of
research and effective report preparation; administration, budgeting and personnel
management; progressive discipline and methods and techniques of management and
supervision.
Ability to communicate clearly and concisely, both orally and in writing; research and
prepare complex engineering reports; review and check complex engineering designs,
computations, plans, and studies; plan, direct, and coordinate engineering and capital
improvement programs; assist with the management of all divisions within the Public
Works Department; select, train, supervise, and evaluate employees; represent the City,
Department of Public Works, and/or Director of Public Works/City Engineer in a variety
of meetings; make sound and effective decisions regarding operational and personnel
functions; operate programs within allocated amounts; respond to emergency and
problem situations in an effective manner; understand, explain, and apply policies and
procedures; analyze unusual situations and resolve them through application of
management and engineering principles and practices; develop comprehensive plans to
meet future City needs/services; deal constructively with conflict and develop effective
resolutions; plan and enforce a balanced budget; develop new policies improving
operations/procedures; attend meetings and/or events on evenings and/or weekends;
ability to perform other related duties as required.
Special Requirements
Possession of or ability to obtain a Class C California drivers’ license and a satisfactory
driving record.
Registration as a professional Civil Engineer issued by the State of California.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office
setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel,
crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of
weight; to operate office equipment requiring repetitive hand movement and fine
coordination including use of a computer keyboard; and to verbally communicate to
exchange information.
