SUBJECT: AUTHORIZATION TO ENTER INTO A MASTER AGREEMENT, PROGRAM
SUPPLEMENT AGREEMENT, FUND EXCHANGE AGREEMENT, AND/OR FUND
TRANSFER AGREEMENT WITH CALTRANS FOR THE ALOSTA AVENUE
STREET IMPROVEMENTS PROJECT NO. STPL-5112(020)
SUMMARY:
The City of Azusa is eligible to receive federal and/or state funding for certain transportation projects,
through the California Department of Transportation (Caltrans). The proposed action will authorize the
Chief of Police/Acting City Manager to enter into the appropriate agreements with Caltrans to receive
funding for the Alosta Avenue Street Improvements Project No. STPL-5112(020).
RECOMMENDATION:
Staff recommends the City Council take the following action:
1) Adopt Resolution No. 2017-C57 and Authorize the Chief of Police/Acting City Manager to enter
into a Master Agreement, Program Supplement Agreement, Fund Exchange Agreement, and/or
Fund Transfer Agreement with Caltrans for the receipt of federal and/or state highway funds for
the Alosta Avenue Street Improvements Project No. STPL-5112(020).
DISCUSSION:
The Public Works Department applied for Surface Transportation Program Local (STPL) funding for
the Alosta Avenue Street Improvements Project. The proposed project will rehabilitate pavement and
make necessary sidewalk, curb ramp, and driveway approach improvements on Alosta Avenue between
Citrus and Barranca Avenues. The City was granted $40,000 for design and is awaiting notification on
funding for construction. To claim the awarded funds and commence with design of the project, the City
is required to enter into various Agreements with Caltrans.

FISCAL IMPACT:
There is no fiscal impact associated with the recommendations. Entering into a Master Agreement,
Program Supplement Agreement, Fund Exchange Agreement, and/or Fund Transfer Agreement with
Caltrans will encumber $40,000 for design and future construction funds for the Alosta Avenue Street
Improvement Project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, TO ENTER INTO A MASTER AGREEMENT, PROGRAM
SUPPLEMENT AGREEMENT, FUND EXCHANGE AGREEEMENT,
AND/OR FUND TRANSFER AGREEMENT WITH CALTRANS FOR THE
ALOSTA AVENUE STREET IMPROVEMENTS
PROJECT NO. STPL-5112 (020)
WHEREAS, the City of Azusa is eligible to receive Federal and/or State funding
for certain Transportation Projects, through the California Department of Transportation
(Caltrans); and,
WHEREAS, Master Agreements, Program Supplement Agreements, Fund
Exchange Agreements, and/or Fund Transfer Agreements need to be executed with
Caltrans before such funds could be claimed; and,
WHEREAS, the City of Azusa wishes to delegate authorization to execute these
agreements and any amendments thereto to the City Manager.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Azusa hereby authorizes the City Manager to enter into
Master Agreements, Program Supplement Agreements, Fund Exchange Agreements,
and/or Fund Transfer Agreements with Caltrans.
SECTION 2. The City Clerk shall certify the adoption of this resolution.
