HUNT, CHIEF OF POLICE/ACTING CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JULY 17, 2017 SUBJECT: APPROVE THE PLANS AND SPECIFICATIONS FOR THE FOOTHILL BOULEVARD AND PALM DRIVE TRAFFIC SIGNAL PROJECT AND AUTHORIZE STAFF TO SOLICIT A NOTICE OF INVITING BIDS – CIP PROJECT 66114A SUMMARY: High vehicle and pedestrian traffic volumes at the intersection of Foothill Boulevard and Palm Drive have made it challenging for vehicles and pedestrians to cross the intersection. The proposed actions will approve plans and specifications and authorize Staff to solicit bids from qualified contractors to construct a new traffic signal at the intersection of Foothill Boulevard and Palm Drive. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approve the project plans and specifications; and 2) Authorize Staff to solicit a Notice of Inviting Bids for Foothill Boulevard and Palm Drive Traffic Signal Project. DISCUSSION: The growth of the Rosedale Development, Azusa Pacific University, and Metro Gold Line has generated a steady increase in vehicle and pedestrian traffic along Foothill Boulevard, specifically at the intersection of Foothill Boulevard and Palm Drive. The combination of high vehicle and pedestrian volumes has made it difficult for vehicles and pedestrians to get through the intersection. The intersection of Foothill Boulevard and Palm Drive is a 3-legged intersection that currently operates with all-way stop control. The proposed project will remove the existing stop controls and convert the APPROVED CITY COUNCIL 7/17/2017 Foothill Boulevard and Palm Drive Traffic Signal Project July 17, 2017 Page 2 intersection into a fully signalized intersection. Furthermore, the improvements will provide a much needed north-south crosswalk at the intersection. If approved by the City Council, Staff will solicit bids from qualified contractors. Staff will review submitted bids and request approval from the City Council to award a contract at a future City Council meeting. Construction is anticipated to commence December 2017 and be completed by June 2018. FISCAL IMPACT: There is no fiscal impact associated with the recommended actions.
