HUNT, CHIEF OF POLICE/ACTING CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JULY 17, 2017 SUBJECT: APPROVAL OF THE FIRST AMENDMENT TO THE MAINTENANCE SERVICES AGREEMENT BETWEEN THE CITY OF AZUSA AND ULTIMATE MAINTENANCE SERVICES, INC. SUMMARY: The City has contracted with Ultimate Maintenance Services, Inc. for janitorial services since June 1, 2015. Several additional responsibilities have been added to the original contract and minimum wage has increased since the contract was approved; therefore, an amendment to the contract is necessary to increase compensation and formalize the additional responsibilities. The proposed action approves the First Amendment to the Maintenance Services Agreement between the City and Ultimate Maintenance Services, Inc. for city-wide janitorial services. RECOMMENDATION: Staff recommends the City Council take the following action: 1) Approve the First Amendment to the Maintenance Services Agreement between the City and Ultimate Maintenance Services, Inc. for city-wide janitorial services. DISCUSSION: On April 20, 2015, the City Council awarded the City-wide janitorial services contract to Ultimate Maintenance Services, Inc. This contract is effective through May 31, 2018, with two potential one year extensions available. In January of 2016, minimum wage increased over 11%. This increase was not factored into the original contract and therefore, Ultimate Maintenance Services, Inc. has been absorbing this cost since that time. APPROVED CITY COUNCIL 7/17/2017 First Amendment to Maintenance Services Agreement July 17, 2017 Page 2 Additionally, several supplementary duties have been added to the scope of services that were not included in the original contract. Examples of those duties include:  Weekly cleaning of the Council Lounge  Daily servicing of the new waterless urinals throughout the City  Daily mopping of the Senior Center kitchen  Daily cleaning of the shower rooms at Light and Water facilities  Daily Emptying of recycling bins  Daily carpet spot cleaning  Daily wipe down of door knobs, door jams, and appliance handles Ultimate Maintenance Services, Inc. has been providing quality janitorial services and has hired local employees to oversee the maintenance of City facilities. The proposed First Amendment allows for a modest increase of 15.5% over the previous contract amount. As was the case with the original contract, there is a small amount of additional funding added to the not-to-exceed amount for special projects as needed. FISCAL IMPACT: The original contract amount has a not-to-exceed amount of $125,040. The proposed amendment increases the contract by $19,328, for a new not-to-exceed amount of $144,368.
