SUBJECT: APPROVAL OF QUITCLAIM DEED CONVEYING ASSESSOR PARCEL NO.
8605-015-907 FROM THE SUCCESSOR AGENCY TO THE CITY OF AZUSA IN
COMPLIANCE WITH THE CITY OF AZUSA’S SUCCESSOR AGENCY LONG
RANGE PROPERTY MANAGEMENT PLAN RECOMMENDATIONS AND
ACCEPTANCE BY THE CITY
SUMMARY:
Pursuant to the laws governing the dissolution of the former Azusa Redevelopment Agency, the
Successor Agency to the City of Azusa Redevelopment Agency (“Successor Agency”) prepared a Long
Range Property Management Plan (“LRPMP”) which sets forth the disposition plan for all of the former
Redevelopment Agency land. Pursuant to the LRPMP, the City was directed to receive Assessor Parcel
No. 8605-015-907 from the Successor Agency.
RECOMMENDATION:
Staff recommends the Successor Agency take the following action:
1) Approve the Quitclaim Deed conveying Assessor Parcel No. 8605-015-907 from the Successor
Agency to the City of Azusa in compliance with the City of Azusa and Successor Agency’s long
range property management plan recommendation.
Staff recommends the City Council take the following action:
1) Accept the Quitclaim Deed conveying Assessor Parcel No. 8605-015-907 from the Successor
Agency to the City of Azusa.
BACKGROUND
The RDA was dissolved on February 1, 2012 pursuant to ABX1 26 (ABX1 26 and AB 1484 collectively
referred to as the “Dissolution Law”). Pursuant to Health & Safety Code Section 34191.5(b) the

Successor Agency prepared a long range property management plan (“LRPMP”) that addressed the
disposition and use of the real properties of the Redevelopment Agency, which was submitted and
approved by the Oversight Board for the Successor Agency (“Oversight Board”) and California
Department of Finance (“DOF”). Property 3 in the LRPMP’s is located at 943 North Vernon Avenue,
more particularly identified as Assessor Parcel No. 8605-015-907. The current use of this property is
parking for the City’s transit vehicles and has no commercial market value. The LRPMP recommends
that this property be retained by the City of Azusa (“City”) for governmental use as a public facility for
transit vehicle storage.
Staff recommends that the City accept the Successor Agency quitclaim deeds of the parcels in
compliance with the recommendations in the LRPMP.
FISCAL IMPACT
There is no fiscal impact associated with the recommended actions.

The property was originally purchased by the City of Azusa in 1993 as a Transportation Yard . In July 2007, the RDA
acquired the property for the purpose of utilizing a portion of the site for relocating the owner of another parcel on North
Son Gabriel Avenue that the RDA was assembling for the Target Store project. In October 2007, the property was
subdivided and the smaller portion was sold to Hagop Kouyoumdjian. The remaining property continues to be utilized as
storage for Ci cy transit vehicles.

The property will be in public use as parking for the City's transit vehicles. No income will be derived from the site to
either the City or the Successor Agency. The property therefore has no commercial market value.
