HUNT, CHIEF OF POLICE/ACTING CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: AUGUST 21, 2017 SUBJECT: AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH THE COUNTY OF LOS ANGELES DEPARTMENT OF PUBLIC WORKS TO CONTINUE PROVIDING PARATRANSIT SERVICES TO COUNTY UNINCORPORATED AREAS OF AZUSA SUMMARY: Azusa Transit has historically provided paratransit services to disabled and elderly persons, sixty (60) years and older, who reside in the unincorporated County areas of Azusa. The County will reimburse the City of Azusa for all costs associated with the services, including employee compensation, operating expenses, vehicle maintenance, fuel, and administration. This action authorizes the Chief of Police/Acting City Manager to execute a three (3) year agreement with the County of Los Angeles Department of Public Works to continue providing paratransit services to disabled and elderly persons who reside in the County unincorporated areas of Azusa. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approve an Agreement between the City of Azusa and the County of Los Angeles Department of Public Works to provide paratransit services to disabled and elderly persons who reside in the County unincorporated areas of Azusa; and 2) Authorize the Chief of Police/Acting City Manager to execute the Agreement, in a form acceptable to the City Attorney, on behalf of the City. DISCUSSION: Azusa Transit has historically provided paratransit services to disabled and elderly persons (60 years and older) who reside in the County unincorporated areas of Azusa. The County has and will continue to reimburse Azusa for all costs associated with the service (including employee compensation, operating expenses, vehicle maintenance, fuel, and administration). APPROVED CITY COUNCIL 8/21/2017 Paratransit Services Agreement August 21, 2017 Page 2 Azusa Transit provides a valuable service to residents who reside in unincorporated County area s surrounding the City of Azusa. Approximately 15-18% of Azusa Transit Dial-A-Ride patrons are from unincorporated areas. Execution of the agreement will authorize Azusa Transit to continue providing these important paratransit services to unincorporated residents for an additional three years. FISCAL IMPACT: There is no fiscal impact associated with the recommended actions since the County will reimburse the City for all costs associated with the services. Los Angeles County’s maximum obligation under this agreement is $120,000 for FY 2017-18, $122,000 for FY 2018-19, and $124,000 for FY 2019-20. Once the service agreement is fully executed and receives City Council approval, Staff will prepare a budget amendment to establish the appropriation limit.
