Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Joneaf.Act- ing Attorney Snidow, City Engineer Brooks, Street Supt, Wolfe, Deputy City Clerk. Absent: City Clerk . Each member present acknowledged receipt of a written copy of the minutes of April ' 18, 1950. The -Mayor asked if there were any objections or corrections to said minutes. An omission was noted and the minutes of April 180 1950 were amended to read as follows: Moved by Councilman Memmesheimer, seconded by Councilman Jackson that Leo C. Nasser be appointed to fill vacancy on the Park and Recreation Commission. Carried by the following vote of Council: Ayes: Counoilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes:,None Absent: None Mayor Jones called Council's attention to certain audience comments which had been made a part of the minutes of April 18th meeting and asked Council to clarify what official minutes should contain. After general discussion, it was moved by Conneil- man Jackson, seconded by Councilman Ortuno that minutes shall include only Council remarks and no audience comments shall be made a part thereof. Noes: None Absent: None Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the minutes of the meeting of April 180 1950 be approved as written, including the appointment of Leo C. Noes: None Absent: None At the request of Councilman Memmesheimer, the following resolutions adopted at the meeting of April 18, 1950 were read in full: #2396, #2397, #2398, #2399• Mr. P. J. Tscharner reported to Council on acquiring an easement through the San Gabriel Valley Spreading Grounds and suggested that a committee be appointed to most with the Spreading Company to discuss this topic, and also to investigate a new dumping site. Moved by Councilman Ortuno, seconded by Councilman Seltzer that Walter Malone be named'as one of the above committee. (And Walter Malone) Robert Snyder, Chairman of the group in- vestigating swimming pool repairs, presented tentative plans and rough estimates of $12,800 for remodeling of Slauson Memorial Swimming Pool. Proposed plans would provides. permanent pool rather than temporary repairs. He stated that expenses could be curtailed with use of ' City equipment. Councilman Seltzer discussed elimination of certain work, cutting rough estimate to $6,975. Moved by Councilman Ortuno, seconded by Councilman Jackson committee be authorized to prepare plans and estimates up to $7,500 to be checked by City Enginser,Brooks•and presented to the Park and Recreation Commission for recommendation to Council. Hoes: None Absent: None Cornelius Smith, Chamber of Commerce secretary, Introduced two executives'of Reichhold Chemicals, Inc. and explained to Council the plans of this company to take over business now operated by Nobell Resin Company on Motor Avenue, and re- quested continuance of the present M-2 zoning. Mayor Jones advised that at present Council contemplates no zoning changes for that location. After discussion, it was moved by Council- man Seltzer, seconded by Councilman Ortuno that.each committee chairman be responsible for appointing two resident advisors to his committee. ' Absent: None Mayor Jones spoke regarding advisability of appointing_a City Administrator at this time. Moved by -Councilman Jackson, seconded by Councilman Memmesheimer the matter of appoint- ing a City Administrator be tabled. Absent: None Mrs. Virgil Pierce requested Council to furnish a water meterfor the use of the Girl Scouts Association. - George M. Rodeeker addressed Council with reference to Subdivision $15733 and asked Council for an expression.of their attitude toward accepting certain street specifications at no expense to the City, meeting with re- quirements of the City. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer that Acting City Attorney Suldow be authorized to write a letter 'To Whom it May Concern' regarding the street in question. Carried by the following vote of Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, ' Memmesheimer, Jones. Noes: None Absent: None Mayor'Jones spoke regarding the purchase of a public address system for the City Auditorium. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer that Virgil D. Smith be authorized to investigate the cost of a suitable public address system and report back. 7:30 P.M. 411 RESIDENT ADVISORS CITY ADMINISTRATOR GIRL SCOUTS JULY 4th CELEBRATION SUBDIVISION NO. 15733 PUBLIC ADDRESS SYSTEM Moved by Councilman Ortuno, seconded by Councilman Seltzer the City furnish a water tap for use -at the new Girl Scout building to be lasted at Memorial Park. Carried by the following vote of Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmeaheimer, Jones, Noes: None Absent: None ' Mayor Jones advised Council of a request from the A. Y. P. for financial assistance for a Fourth of -July celebration to be sponsored by that group. After discussion Council let matter rest with understanding that if money is available it could be appropriated from Music and Promotion Fund at a later date. George M. Smith be authorized to investigate the cost of a suitable public address system and report back. 7:30 P.M. 411 RESIDENT ADVISORS CITY ADMINISTRATOR GIRL SCOUTS JULY 4th CELEBRATION SUBDIVISION NO. 15733 PUBLIC ADDRESS SYSTEM 90CAa _ CITY HALL, AMA, CALIPORHIA, MONDAY, MAY 1, 1950 7230 P.M. 413 Mayor Josses requested Council to authorize the City Clerk to call a meeting of the City employees for the purpose of election of two members to the Personnel Board of the Civil Service PERSONNEL BOARD system, and was advised that the ordinance CIVIL SERVICE adopted by vote of the people had authorized the City Clerk to call such a meeting within ninety days of the adoption of said ordinance. It was also reported that such an election had been held. ' Mayor Jones appointed the following committee of citizens to investigate the possibility of obtaining curbs and gutters through: (1) loans made by local institutions or (8) grouping assessment districts covering CURBS AND GUTTERS large areas: Chairman, W. Sloepfer, Rude Smith, R. McGowan, Steve Berry, Victor Jab - son and Joe Hernandez, Rev. G. C. Henderson of the Open Bible Churches, requested use of the Recreation Hall every Sunday morning'for Sunday School RECREATION HALL purposes. Mayor Jones stated that the following committee had been suggested to him by Ray Petracek: Mrs. Lee Behrendt, John Musser and Mr. Hartzell. After discussion, however, it was moved by Councilman Jackson, seconded by Councilman Memmesheimer that the supervision and scheduling of Recreation Hall be placed with the Park and Recreation Commission. Moved by Councilman`-Ortuno, seconded by Mayor Jones that Councilman Jackson be authorized to investigate the purchase of two nets, with power to act. Army and Air Force Recruiting District for use of a portion of the Civic Center parking area, was read. Moved by Councilman Jackson, seconded by Councilman Ortuno the Mayor be authorized to sign a permit granting this use. Noes: None Absent: None Mayor Jones called -Council's attention to the operation of a ceramics studio at 1002 N. Orange Avenue, an R-1 zone. After discussion the matter was referred to Acting Attorney Snidow to investigate and report back. An assessment notice in the amount of $70 from the San Gabriel Valley Protective -Assn. was referred to Mr. Saidow for checking. A communication signed by Dale S. Richins of the California National -Guard offering target range facilities of the local Armory to members of the Azusa Police Force, was read and ordered filed. The Deputy City Clerk announced that two bids lad been received in answer to notice ' inviting bids for plant -mixed surfacing. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the bids be now opened, examined and publicly declared.
