SUBJECT: CONSIDERATION OF A SECOND PROFESSIONAL SERVICES AGREEMENT
AMENDMENT WITH CSG CONSULTANTS INC. AND ONE YEAR (1) CONTRACT
EXTENSION
SUMMARY:
On September 8, 2015, the City Council authorized the City Manager to enter into a Professional
Services Agreement (PSA) amendment with CSG Consultants, Inc. in an annual amount not-to-exceed
$100,000.00 for as needed outside building plan check and inspection services. The City Council also
amended the agreement to allow for the contract to be extended with mutual consent of both parties.
The proposed action, authorizes the City Manager to extend the contract with CSG Consultants, Inc. for
one year, and to increase the amount not-to-exceed to $150,000.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1) Authorize the City Manager to execute an amendment to the Professional Services Agreement
with CSG Consultants, Inc., in a form acceptable to the City Attorney, on behalf of the City.
DISCUSSION:
On September 8, 2015, the City entered into a Professional Services Agreement (PSA) with CSG
Consultants, Inc. to provide building plan check services. The initial agreement was for a two year
period, with further extension to be by mutual consent of both parties. The consultant has performed
well during the past 4 years. During the last fiscal year the City Manager was required to authorize
“Extra Work”, as defined in section 3.3.4 Extra Work of the agreement. This extra work was due to the
increased work load in the Building and Safety Division. We anticipate the work load to be similar to
that of the previous year and are asking the City Council to amend Section 3.3.1 Compensation to a not
to exceed dollar amount of one hundred and fifty thousand dollars ($150,000) for plan check services.

Not all plan checking is done by the outside consultant. The Building Official currently does the routine
and minor plan checks for projects such as room additions, walls, and patios. During the past year the
Building and Safety Division collected approximately $250,000 in plan check fees which covered the
outside plan checking and in-house plan check services.
FISCAL IMPACT:
There will be no fiscal impact associated with this action as building plan check and inspection fees
collected by the City pay the entire cost of this contract.

PROFESSIONAL SERVICES AGREEMENT
SECOND AMENDMENT TO AGREEMENT
FOR PLAN REVIEW AND INSPECTION SERVICES
This Second Amendment to the Professional Services Agreement with CSG Consultants
Inc. is made and entered into this 21st day of August, 2017, by and between the CITY OF
AZUSA, a municipal corporation ("City") and CSG Consultants Inc. ("Consultant") and amends
that certain "Professional Services Agreement with CSG Consultants Inc. " (the "Agreement")
dated September 8, 2015, between the same parties.
R E C I T A L S
A. On or about September 8, 2015, City and Consultant entered into a “Professional
Services Agreement” pursuant to which Consultant agreed to provide a Plan Review and
Inspection Services (“Project”).
B. On or about September 12, 2016, City and Consultant entered into the First Amendment
of the “Professional Services Agreement” to modify the length of the term.
C. City and Consultant desire to amend the Agreement to increase the contract
compensation, not to exceed dollar amount.
A G R E E M E N T
The Agreement is hereby amended as follows:
1. 3.3.1 Compensation. Consultant shall receive compensation, including authorized
reimbursements, for all Services rendered under this Agreement at the rates set
forth in Exhibit “C” attached hereto and incorporated herein by reference. The
total compensation shall not exceed One Hundred Fifty Thousand Dollars
($150,000.00) annually without written approval of the City’s Manager. Extra
Work may be authorized, as described below, and if authorized, will be
compensated at the rates and manner set forth in this agreement.
2. Except as expressly provided herein, all other terms and conditions of the
Agreement shall remain in full force and effect.
IN WITNESS WHEREOF, the parties hereto executed this Amendment to be
effective as of the Date first written above.
