HUNT, CHIEF OF POLICE/ACTING CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: AUGUST 21, 2017 SUBJECT: AUTHORIZE EXECUTION OF ASSURANCES AND UNDERSTANDINGS REGARDING RECEIPT AND USE OF MEASURE M LOCAL RETURN FUNDS SUMMARY: The Los Angeles County Metropolitan Transportation Authority (LACMTA) expects Los Angeles County to grow by 2.4 million people by 2057. As a result of this population increase, LACMTA is proactively updating its Long Range Transportation Plan (LRTP) to enhance mobility and quality of life for Los Angeles County to position the region for future growth and meet transportation needs. To fund the project and programs identified in the LRTP, LACMTA placed Measure M on the November 2016 ballot, which would augment the current Measure R tax initiative with a new half-cent sales tax and extend the current Measure R tax rate. Measure M was approved by the voters and executing the Assurances and Understandings regarding Receipt and Use of Measure M Local Return Funds (Assurances and Understandings) is required in order for the City of Azusa to receive and utilize the tax revenues. The proposed action approves the assurances and understanding and authorizing the Acting City Manager to execute the assurances and understanding. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approve the Assurances and Understandings; and 2) Authorize the Chief of Police/Acting City Manager to execute the Assurances and Understandings with LACMTA for receipt and use of Measure M Local Return funds. DISCUSSION: LACMTA predicts Los Angeles County population will increase by 2.4 million people by 2057. To prepare for the influx of people and the impact it will create on the County’s transportation system, APPROVED CITY COUNCIL 8/21/2017 Approval of Measure M Assurances and Understandings August 21, 2017 Page 2 LACMTA is in the process of updating its LRTP to enhance mobility and quality of life in Los Angeles County. A draft Expenditure Plan identifies nine categories of funding for the variety of transit related infrastructure and programs needed to build and operate a balanced multi -modal transportation system. To aid in funding these projects, LACMTA voted to place Measure M on the November 2016 ballot. Measure M augments the current Measure R with a new half-cent sales tax and also extends the current Measure R tax rate to 2057. Measure M was approved by the Los Angeles County voters with the following intended goals:  Ease traffic congestion, improve freeway traffic flow, and reduce bottlenecks.  Expand rail and rapid transit system; accelerate rail construction and build new rail lines; enhance local, regional, and express bus service; and improve system connectivity.  Repave local streets, repair potholes, and synchronize signals; improve neighborhood streets and intersections, and enhance bike and pedestrian connections.  Make public transportation more accessible, convenient, and affordable for seniors, students, and the disabled; and provide better mobility options for our aging population.  Earthquake-retrofit bridges, and keep the transit and highway system safe and in good working condition.  Embrace technology and innovation; incorporate modern technology, new advancements, and emerging innovations into the local transportation system.  Create jobs, reduce pollution, and generate local economic benefits; increase personal quality time and overall quality of life.  Provide accountability and transparency; protect and monitor the public’s investments through independent audits and oversight. Collection of the tax began on July 1, 2017. Sixteen percent (16%) of the Measure M tax is designated for the Local Return Program to be used by cities and the County of Los Angeles. LACMTA allocates and distributes Local Return funds monthly to jurisdictions on a per capita basis. Azusa is scheduled to receive an estimated partial allocation of $583,074 in FY 2017/18 and a full allocation of approximately $702,200 in subsequent years. The partial allocation is a result of the delay in the receipt and process of tax revenues. Execution of the Assurances and Understandings is required by LACMTA’s Measure M Local Return Guidelines in order for the City of Azusa to receive and utilize the tax revenues FISCAL IMPACT: There is no fiscal impact associated with the recommended actions.
