SUBJECT: BI-WEEKLY STREET SWEEPING POSSIBLE COST SAVINGS
At the City Council's FY 2010-2011 budget study session on June 1, 2010, the City Council requested
information on possible cost savings associated with bi-weekly street sweeping.
Currently, the City's streets are swept on a weekly basis. The current agreement with Athens for street
sweeping is $19.68 per curb mile x 12,898 curb miles for a total annual cost of$253,843.36. Assuming
the same cost per curb mile, it would be fair to assume we could save approximately $120,000 annually
if we sweep half as much,bi-weekly opposed to weekly.
While the funds currently used to pay for street sweeping are non-general funds (sewer funds), any
savings realized through reduced street sweeping can be used towards salaries for the engineering
division which is currently paid out of the general fund. Thus switching to bi-weekly street sweeping
could save general fund monies.
Should the City Council revert to bi-weekly street sweeping, staff would recommend maintaining the
existing street parking restrictions. It would be impossible to properly sign streets so the restriction
would be bi-weekly since some months have five weeks and others four. However, to avoid this parking
dilemma, streets could be swept on the first and third or second and fourth days of the week. Then staff
could modify the signs to restrict parking to those specific weeks. This option would reduce the number
of weeks streets are swept from 26 to 24.
The current street sweeping contract can be amended/modified if both parties agree to such
amendment/modification. In addition, the contract can be terminated by the City, with or without cause
by giving written notice to the Contractor providing at least seven days notification. The existing
contract expires on February 28, 2011.

ASSISTANCE.
RECOMMENDATION
It is recommended that the City Council consider the Azusa Chamber of Commerce's request for
funding for fiscal year 2010/11.
BACKGROUND
Staff received a request/appeal(attached)from Irene Villapania,Executive Director Azusa Chamber
of Commerce, for Council to consider restoration of funding to a 5% reduction from last year's
$88,200 rather than the 20%indicated in the"contract"and placed in the Preliminary Budget. Their
request is for$83, 700 rather than the$70,560 indicated in the Preliminary Budget document. The
attached letter was received May 31, was overlooked due to the Memorial Day holiday and not
presented at the Budget Study Session on June 1.
Funding for the Chamber would be from the Light and Water Department(L&W)budget and from
the Azusa Redevelopment Agency's (Agency) budget. For this current fiscal year the Chamber
received$52,200 from L&W and$36,000 from the Agency. Staff would allocate funds in a similar
ratio if the Council approves this request.
