Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City Engineer Brooks, Acting ROLL CALL City Attorney Snidow,.Deputy City Clerk, Absent: City Clerk. Each member present acknowledged receipt of a written copy of the ' minutes of May 8, 1950. The Mayor asked if�there were any objections MINUTES APPROVED or corrections to said minutes. There being none, the minutes of May i, 1950 and May 80 1950 were approved as written. Mayor Jones again presented a letter from A. L. Kendrick relative to the appoint- ment of Louis E. Menard as Poundmaster and LOUIS E. MENARD requested that letter be held over for further investigation. The Mayor requested that the matter of investigating the advisability of appointing a City Administrator be re- opened for discussion after having been CITY ADMINISTRATOR tabled by Council on May 1, 1950. Moved by Councilman Seltzer, seconded by Councilman Ortuno that Council reconsider the matter and consider the appointment of a committee for investigating the possibility of appointing a City Administrator. Carried by the following vote of Council: Ayes: Councilmen: Ortuno, Seltzer, Jones. Noes: Councilmen: Jackson, Memmesheimer. Absent: None The following Councilmen were appointed by the Mayor to serve on said committee: Arthur Z. Seltzer, Louis G. Memmesheimer, Karl J. Jones. A written report was presented by Mayor Jones relative to a meeting with the Spreading Corporation concerning an ease- SPREADING CORPORATIONI ment. The report was placed on file. Mayor Jones spoke in regard to the possibility of unification of police end fire activities and mentioned a traffic code suggested by the 7,eague of California POLICE, AND FIRE Cities, Acting City Attorney Snidow was UNIFICATION requested to investigate certain ordinances and report back. The Mayor addressed Council regarding the temporary appointment of a Spanish-speaking officer on the police force until such a ' time as the Civil Service system is set up for examinations. Acting City Attorney Snidow stated that a temporary appointment APPOINTMENT OF could be made, subject to appointee taking SPANISH -SPEAKING Civil Service examination with all other OFFICER eligible applicants. The Mayor spoke to Council relative to setting a salary for the newly appointed Fire Chief and suggested that said salary should be FIRE raised to,$100 per month. After general discussion, Councilman Seltzer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY. OF AZUSA, LOS ANGEJE S COUNTY, CALIFORNIA, FIXING THE SALARY OF THE CRIEF OF THE -FIRE DEPARTMENT. Moved by Councilman Ortuno, seconded by Councilman Jackson this resolution be adopted as read and numbered Resolution No. 2422. - RESOLUTION NO. Carried by the following vote of Council: 2412 ADOPTED Ayes: Councilmen: Jackson, Ortuno, Seltzer, Jones, Noes: Councilman: Memmesheimer, Absent: None A request for clarification of the boundaries of property to be used by the Girl Scouts Association was made GIRL SCOUTS by Mrs. Gladys Pierce, and the matter was referred to City Engineer Brooks to report back. Councilman Ortuno offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGMS COUNTY, CALIFORNIA, FIXING THS SALARY OF THE ACTING CITY ATTORMff. Moved by Councilman Seltzer, seconded by Councilman Jones this resolution be adopted as read and numbered Resolution No, 2413, RESOLUTION N0. Carried by -the following vote of Council: 2413 ADOPTED Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mayor Jones requested that the members of Council make suggestions for the appointment of two members to the Personnel Board of the Civil Service Commission. Thereupon the Mayor suggested CIVIL SERVICE the names of Jeps O'Malley and Norman Brownyard, Councilman Jackson requested that C. S. Reed be considered and Council- man Memmesheimer seconded the nomination of Mr. Reed and also spoke favorably of Jess O'Malley. The Mayor announced that the above-- named would be considered in the order Of nomination and the following votes were cast: Jess OfMalley: Ayes: Councilmen: Jackson, Ortuno, PERSONNEL BOARD Seltzer, Memmesheimer, Jones. A letter of appreciation from the American Legion Auxiliary was -read and ordered filed. A communication from Canyon City Post #180, American Legion, relative to a request for diagonal parking,on Dalton DIAGONAL PARKING ' Avenue, was read and referred to -the REQUEST Police Department for checking and re- commendation. An announcement of the regular meeting of the League of California Cities was read and ordered filed. Portions of a news letter from the League were read.relative to an institute for new councilmen to be held by that group. No action taken on this matter. A letter addressed to Mayor Jones from A. Bepristis, 443 W. First Street, relative to early morning industrial noises, was read. INDUSTRIAL NOISE COMPLAINT Moved by Councilman Jackson, seconded by Councilman Ortuno the letter be placed on file. Carried by the following vote of Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Noes: Councilman Jones. Absent: None A communication from the Jones Decorating 1 Company requesting the use by the City of community decorations for the coming Shriner's Convention was read and ordered filed. A request of the Concordia Lutheran Church for the installation of certAin pipe lines CONCORDIA LUTHERAN was read and referred to Virgil D. Smith for checking m d report. The Mayor asked if there was any discussion on the statement of Receipts aid Disbursements prepared by City Auditor Alfred M. Rulofson, and the report was accepted as prepared. Councilman drtuno advised Council that work on the Slauson Memorial Swimming Pool had SLAUSON POOL not progressed enough for report to be made. Mr. Sloepfer, chef rman of the committee in- vestigating curbs and gutters, was asked the progress of that group and replied that a CURBS & GUTTERS report would be made at a later date. ' With reference to the use of Recreation Hall, It was moved by Councilman Jackson, seconded by Councilman Ortuno and duly carried that a recommendation be made to the Park and RECREATION HALL USE Recreation Commission that all youth activities be given preference over other organizations for use of the Recreation H41, Virgil D.
