The City Council of the City of Azusa
met in regular session at the above time
and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones,
Acting City Attorney Snidow, City Engineer
Brooks, Street Supt. Wolfe, Deputy City
Clerk. Absent: City Clerk. .
Each member present acknowledged receipt
of a written copy of the minutes of May
15, 1950. The MsBor asked if there were
any objections or corrections to said
minutes. There being none, -the minutes
of May 15, 1950, were approved as written.
Mayor Jones advised Council that due to
ill health Mr. Norman Brownyard had re-
signed from the Personnel Board of the Civil
Service Commission aid asked that new
nominations be made to replace him.
Councilman Jackson requested that his
former nomination of Mr. C. S. Reed be
again considered, and Councilman Seltzer
nominated Mr. Ray Petracek, with a second
by Mayor Jones.
Thereupon the following votes were cast:

Acting City Attorney Snidow and Fire Chief
Madison discussed with Council the possibility
of adopting unified fire codes and Mr. Snidow UNIFIED FIRE CODE
was authorized to provide each member of Council
with a copy of the County Code for study.
The matter of appointing an Assistant Fire
Chief was discussed and Fire Chief Madison
was requested to make suggestions for filling
that vacancy. Mr. Madison recommended that
Edwin Mendenhall be considered end that John
Sitton be made Captain to replace Mendenhall EDWIN MENDENHALL
in that capacity. APPOINTED ASSIT.
FIRE CHIEF
After discussion, unanimous approval of the
recommendation of Mendenhall was expressed
but the advisability of having Sitton serve
In his present capacity of Engineer and also
as a Captain was discussed.
Moved by Councilman Ortuno, seconded by JOHN SITTON
Councilman Seltzer the recommendation of APPOINTED FIRE
' Fire Chief Madison be accepted. CAPTAIN

The Clerk presented affidavits of posting
and mailing as required under the 1911 Street
Improvement Act for Assessment Districts No, 1911 STREET

The Clerk announced that no bids had been
received for the work under these assess-
ment districts, and Council was advised by
Mr. Franklin Hamilton of O'Melveny & Meyer
' that advertising could be repeated.
Mr. Brooks suggested that legal advertising
be repeated in the Azusa Herald and given
other papers as a news item.
Moved by Councilman Memmesheimer, seconded 1911 STREET
by Councilman Jackson the City Clerk be IMPROVEMENT ACT
authorized and instructed to readvertise
for bids in the Azusa Herald and that the
Daily Construction Service and the Green
Sheet be notified of the project. Open-
ing date for the bids was set for July
3, 1950.

The matter of Firework Permits was discussed FIREWORK PERMITS
and it was unanimously agreed that the Fire
Department should supervise their issuance.
A new ordinance affecting City Court
' jurisdiction over drunk cases was presented
to Council for consideration. After dis-
cussion, members of Council were given copies
of the proposed ordinance for further study DRUNK ORDINANCE
before any action is taken.
Relative to Judge Durrell's illness, it
was moved by Councilman Seltzer, seconded
by Councilman Ortuno that the Clerk be in;.
structed to write letters of appreciation
to Judge Reed and Judge Burnhardt for serving
during said illness.

Seltzer, Memmesheimer, Jones.
Noes: None Absent: None
Mayor Jones spoke regarding the zoning law
covering certain retail businesses conducted
in R-1 Zones. Lengthy discussion of inter-
pretations of wording of the zoning ordinance ZONING ORDINANCE
ensued. Mayor Jones announced that he would
investigate practices in other cities and
report back.
' The matter of purchasing a new car for the
Police Department was introduced. Mr. Snidow
presented an auditorts report of condition
of funds for that department.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the City Clerk be
instructed to advertise for bids for a car, POLICE CAR
bids to be opened July 3, 1950. ADVERTISING

The Clerk was instructed to notify
department heads to begin preparing
financial statements for their de-
partments in preparation for budget
requirements for the coming year.
Acting City Attorney Snidow advised
Council that a resolution would be
presented at a later date relative
to the Spreading Corporation easement
and that the work presently being done
has been authorized by letter from
' that group until such a time as their
Board meets.
City Engineer Brooks recommended that
the City advertise for bids for both
gas engine and electric motor and decide
at a later date rich would be most
adaptable for use.
Moved by Councilman Seltzer, seconded
by Councilman Memmesheimer that City
Engineer Brooks and Sult. Virgil D. Smith
be authorized to prepare specifications
for bids for a gas engine and pump, an
alternate gas engine and an electric
motor and pump, and that the City Clerk
be instructed to advertise for bids for
the above-named items.

Councilman Ortuno offered a resolution
entitled:

Moved by Councilman Memmesheimer, seconded
by Councilman Jackson this resolution be'
adopted as written and numbered Resolution
No. 2416.

A meeting of the committee previously
appointed to investigate the advisability
of appointing a City Administrator was
called for Tuesday, June 13, 1950, with
other members of Council invited to attend.
Mayor Jones opened a discussion of the
noise being caused by the operation of the
' Fabristamp plant on North Azusa Avenue.
Acting City Attorney Snidow advised Council
of a meeting held with the manager of that
plant at which time he was advised that
the company was operating under a variance
granted for its operation. Councilman
Seltzer suggested that the Police Department
check the extent of noise, hours of same,
and any possible restrictions contained in
the variance granted, end report back.

A progress report of the committee
appointed to investigate curb and
gutter installation was made by Chair-
man W. Kloepfer. He presented a
letter from the State of California
Department of Employment outlining
possible use of unemployed persons
for this project. The Committee was
assured that City would cooperate in
following previous practices of join-
ing pavement as availability of Rands
would allow.
' A letter from the Azusa City Planning
Commission was read relative to a
request from John G. Gonlag, General
Contractor, for the rezoning of a portion
of Tract #8507 from M-2 to R••1 zone,
with the recommendation that the request
for rezoning be denied, and advising legal
steps which must -be followed by Mr. Gon-
lag's group before rezoning can be done.
Moved by Councilman Memmesheimer,
seconded by Councilman Jackson the
recommendation of the Planning
Commission be accepted and the Attorney
be authorized to advise Mr. Gonlag of
the rejection of his request for rezoning.

A communication from the Azusa City
Planning Commission relative to a pro-
posed subdivision plan submitted by
Mr. Davis, was read. A tentative map
was submitted showing the location of
the proposed subdivision, ]ot and house
sizes.
Moved by Councilman Jackson, seconded
by Mayor Jones that Council accept the
tentative plans, providing finished plans
conform and house sizes of 1100 sq. ft.
are incorporated therein.

The Clerk announced that one bid had
been received in answer to Notice Inviting
Bids for welded steel pipe.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the bids be now opened,
examined and publicly declared.

by the Girl Scouts for the purpose of

referred to the Park and Recreation
Commission with Power to Act.
A communication from the Chamber of
Commerce relative to the use of Civic
Park for the purpose of conducting a dog
show Sponsored by the San Gabriel Val ley
Kennel Club, was read.
Moved by Councilman Memmesheimer, seconded
by Councilman Jones this matter be referred
to Park and Recreation Commission with
request that no exclusive concession rights
be granted the Kennel Club and that the
Club contact proper authorities for necessary
requirements of City.

A letter from the Hazel Hurst School
for the Blind regarding the traffic con-
ditions on Foothill Blvd., was read.
Moved and duly carried Acting City Attorney
Snidow be instructed to investigate in-
stallation of stop signal on Virginia Avenue
and Foothill Blvd.
Mr. Grandin addressed Council relative to
paving on Paramount Avenue, City Engineer
Brooks advised that paving would be done
when funds are available from Los Angeles
County.
City Engineer Brooks presented progress re-
port on the Slauson Memorial Pool alterations
and discussed with Council various phases
of the work.
Mr. Brooks presented a large complete map
of the City of Azusa for Council study,
and a general discussion of a possible
master subdivision plan ensued.
' A letter from the County of Los Angeles
Health Department relative to the renewal
of their contract with the City of Azusa
was read.
Moved by Councilman Jackson, seconded by
Councilman Seltzer the Mayor be authorized
to sign this contract and the City Clerk to
attest same.

A letter from Charley Sargent of Scheel
Motors relative to the resumption of use
of the motorcycle by the Police Depart-
ment, was read, suggesting that John C.
Mosley serve as the motorcycle officer. MOTORCYCLE OFFICER
Mayor Jones announced that the motor had
already been replaced in service with
Officer Warren riding.

by Councilman Ortuno the matter be re-
ferred to the Police Commissioner and
the Chief of Police for investigation.

City Attorney Snidow for checking.
A letter from the Planning Commission relative
to the clarification of height of fences, FENCE HEIGHT
was read.
Moved by Councilman Ortuno, seconded by
Councilman Seltzer this matter be referred
back to the Planning Commission for
recommendation and the City Clerk be
instructed to write a letter to the
Commission asking for clarification of
their request.
A communication from the League of California
Cities relative to the adoption of a resolution
concerning assessments of personal property was
presented and ordered filed.
Council was presented a request for financial
assistance from the Los Angeles County X -Ray L. A. COUNTY X-RAY
' Survey Foundation, FOUNDATION
Moved by Councilman Ortuno, seconded by
Councilman Seltzer the request be tabled
and the Acting City Attorney be instructed
to write the Foundation advising them that
the requested sum of $1,292.00 would not
be sent.

The matter of the Cityls'tire service
was discussed and the matter was tabled TIRE SERVICE
temporarily.
Councilman Seltzer introduced the sub-
ject of use -of the baseball diamond BASEBALL DIAMOND
at Memorial Park.'
Moved by,Councilman Seltzer, seconded
by Councilman Memmesheimer that Supt.
Art Wolfe be axthorized to prepare another
baseball diamond at the south of the park
' for alternate play, using materials on
hand as far as possible.

Councilman Seltzer also asked about the
Improvement of the mound at the ball
park and was advised by Councilman Ortuno
