HomeMy WebLinkAboutE-14 Leave of Absence Without Pay - CSOCONSENT ITEM E-14 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: DON PENMAN, INTERIM CITY MANAGER FROM: TANYA BRAGG, DIRECTOR OF HUMAN RESOURCES AND RISK MANAGEMENT DATE: SEPTEMBER 18, 2017 SUBJECT: REQUEST FOR LEAVE OF ABSENCE WITHOUT PAY – COMMUNITY SERVICE OFFICER SUMMARY: An employee serving as a Community Service Officer has been off work on approved family medical and disability leave since February 27, 2017. Their 12 weeks of approved leave under the Family and Medical Leave Act (FMLA) ended on May 22, 2017; however, the employee continues to be off work on short-term disability until September 12, 2017, or until such time the employee is released to work from their doctor. At this time, the employee has exhausted all leave balances and the employee is requesting a leave of absence without pay as provided for under Azusa Civil Service Rules, Section 6.8.2. This action authorizes a leave of absence without pay. RECOMMENDATION: Staff recommends the City Council take the following action: 1) Approve an employee’s request for a leave of absence without pay through no later than February 27, 2018, in accordance with Azusa Civil Service Rules, Section 6.8.1. DISCUSSION: A Community Service Officer has been off-work on extended leave. This employee has exhausted all available leave balances and is requesting an unpaid leave of absence. In accordance with Azusa Civil Service Rules, Section 6.8.1., the City Manager may grant a leave of absence without pay to any employee, upon recommendation of the Department Head, for a period not to exceed five (5) days. The City Council, upon recommendation of the City Manager, may grant a leave of absence without pay for a period not to exceed one year. Employee has submitted the appropriate written request with the Human Resources Department to continue leave of absence without pay.
