Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City Engineer Brooks, Acting City Attorney Snidow, Deputy -City Clerk. Absent: City Clerk. Each member present acknowledged receipt of a written copy of the minutes of June 5, 1950• The Mayor asked if there were t any objections or corrections to sd d minutes. There being none, the minutes of June 5,,1950, were approved as written. Mr. Ward Munson addressed Council regard- ing the anticipated Fourth of July celebration and asked for cooperation of City departments in making the occasion a success. Fire Chief Madison spoke of the necessity of obtaining a combination patrol, fire- fighting and rescue truck and mentioned the possibility of disposing of one of the crash trucks the Department has little use for, applying the proceeds upon the new truck. Moved by Councilman Seltzer, seconded by Councilman Ortuno the City Clerk be authoriz- ed to advertise for bids for the sale of No. 4 crash truck, bids to be opened July 17, 1950. Carried by the following vote of Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None ' Supt. Virgil Smith reported upon pipeline requested by the Lutheran Church, stating that a 20 pipe would be sufficient for in- surance purposes but explaining the advantages of installing a 69 line for future use. Supt. Smith was asked to draw up estimates of installation and notify the Church of their share. The Clerk announced that three bids had been received in answer to Notice Inviting Bids for gas engine and pump, alternate gas engine and an electric motor and pump. Moved by Councilman Memmesheimer, seconded by Councilman Jackson the bids be now opened, examined and publicly declared. Carried by the following vote of Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. A letter from the Azusa City Planning Commission recommending a zoning variance from R-2 to °P° Zone for the Safeway Stores, °P" ZONE VARIANCE was read. GRANTED SAFEWAY STOP_ Moved by Councilman Ortuno, seconded by Councilman Jackson the recommendation of the Planning Commission be accepted, with the stipulation that the San Gabriel Avenue property involved be retained for parking purposes in conjunction with the market property. Noes: None Absent: None A resolution adopted by the Azusa -Glendora REALTY BOARD Realty Board relative to request to amend REQUEST ZONING the present City ordinance governing size AMENDMENT of residences was read. Noes: None Absent: None A letter from the American Construction Company was read requesting annexation to REQUEST FOR the City of Azusa. A map (tentative) was ANNEXATION also presented for approval. Moved by Councilman Ortuno seconded by Councilman Jackson this matter be referred to City Engineer Brooks, Acting City Attorney Snidow mid the Planning Commission for study and recommendation. Warnock requested Council to take action on securing stop signals on Virginia and Vernon Avenues at Foothill Blvd. After general discussion of other signal needs, it was moved by Councilman Ortuno, STOP SIGNALS seconded by Mayor Jones the Acting City Attorney be authorized to write the High- way Department regarding signals for the above-mentioned crossing as well as the intersection of Pasadena Avenue and Foot- hill Blvd, expressing the City's willing- ness to contribute its share of the In- stallation. Dawe, Supt, of the AZUSA CITY SCHOOLS Azusa City Schools, was read, requesting (REQUEST FOR USE OF permission to lease the City -owned quarters IE GION HALL) now used by the American Legion in the event the premises are vacated._ Moved by Councilman Memmesheimer, seconded by Councilman Ortuno Mr. Dawe's letter be filed with the understanding that this re- quest, along with others on file, be given serious consideration should the vacation of the building occur. Wooley, President of the Azusa Motor AZUSA MOTOR BUS CO. Bus Company, requesting postponement of taxes and certain changes in Ordinance #396. Moved by Councilman Seltzer, sedonded by Councilman Jackson the Azusa Motor Bus Company file a financial report with the City Clerk and the matter be held over for action after report is presented to Council. Noes: None Absent: None A letter from the Azusa City Planning Commission was read wherein that group informed Council of a request by Henry Rostel to erect a dwelling at 1059 W. Third Street which would contain 760 sq. HENRY HOSTEL ft. The Commission recommended that Mr. REQUEST Rostel increase the square footage to 800 feet before approval is given. ' Moved by Councilman Ortuno, seconded b Councilman Memmesheimer the recommendation of the Planning Commission be accepted and the City Clerk be instructed to advise Mr. Rostel of the necessity of increasing the square footage to 800 feet. Absent: None The Planning Commission also recommended granting a request of Wm. H. Schmidt to WM. H. SCHMIDT erect an 826 sq. ft. residence on the S.E. REQUEST GRANTED corner of 2nd Street and Soldano Avenue. Moved by Councilman Ortuno, seconded by Councilman Memmesheimer the recommendation of the Planning Commission be accepted. Noes: None Absent: None ' The Planning Commission Council grant permission to move a dwelling from and San Gabriel Avenues Sunset Avenue just below (Block 39, Lot 9). recommended that to Catilina Garcia the corner of 6th to vacant lot on Foothill Blvd. Moved by Councilman Ortuno, seconded by Councilman Jackson Council accept the recommendation of the Planning Commission. Noes: None Absent: None 7:30 P.M. 473 MIKE PEREZ GIVEN PERMISSION TO MOVE HOUSE CATILINA GARCIA TO MOVE DWELLING Granting permission to the Shell Oil Company SHELL OIL REQUEST to rebuild their service station at Angeleno GRANTED Avenue and Foothill Blvd., bringing the building to -within 10 feet of the property line, was recommended by the Azusa City Planning Commission. Moved by Councilman Jackson, seconded by Councilman Ortuno this recommendation be ' approved. Carried by the following vote of Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer. Noes: Councilmen: Seltzer, Jones. Absent: None. Council was presented with an extensive re- port from the Azusa Police Department on the extent and hours of noise emanating from FABRISTAMP the Fabristamp plant. Mr. V. Vaskov of that firm discussed the subject with Council, and the Clerk was instructed to check minute books to see if any restrictions were noted in connection with the variance granted that group. Councilman Ortuno offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOIS ANGELES COUNTY, CALIFORNIA, APPOINTING EDWIN MENDENHALL ASSISTANT CHIEF OF THE'FIRE DEPARTMENT. Moved by Councilman Seltzer, seconded by ' Councilman Jackson this resolution be adopt- ed as read and numbered Resolution No. 2420. RESOLUTION NO. Pass: Councilman Jackson Noes: Councilman Memmesheimer ' Absent: None Councilman Ortuno offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,-LOS ANGELES COUNTY,.CALIFORNIA, PROHIBITING_DRUNAF.=SS_IN THE CITY OF AZUSA AND PRESCRIBING PUNISHMENT THEREFOR AND RE- PEALING AS OF AUGUST 5, 1950, ORDINANCE #22 ORDINANCE READ OF THE CITY COUNCIL OF THE CITY OF AZUSA. FIRST TIME to be placed upon its first reading. The title of the ordinance was then read for the first time. MW or Jones discussed with Council the L. A. County.Fire Code,and each member was given COUNTY FIRE CODE a copy of the code for study. Matter was referred to the Fire Chief and Fire Commissioner to work with the -Acting City Attorney in choosing the sections of the code applicable to the City of Azusa. The expiration of various terms on the Library Board, Planning Commission and the Park and Recreation Commission were discussed. BOARD AND The Mayor advised Council that the matter COMMISSION APPOINT - would be given consideration at the next MENTS regular meeting. With reference to the Park and Recreation Commission, due to the fact that terms had not previously been set, it was moved by Councilman Seltzer, seconded by Councilman Jackson the City Clerk be instructed to write said Commission asking that group to assign terms of office and notify Council of expirations of same. Absent: None The Mayor announced that the committee appoint- ed to investigate curbs and gutters desire to meet with Council, the City Engineer and CURBS & GUTTERS the Department Heads. -,No action was taken on this matter. Councilman Ortuno requested that Robert Ayon be placed on resolution and was advised that the Department Head should notify the City Clerk in writing to that effect. Councilman Jackson inquired about the existence of an ordinance covering use of air guns and AIR GUN ORDINANCE suggested the possible adoption of one if REQUESTED not now covered. Councilman Ortuno excused himself from the meeting and left the Council Chambers. City Engineer Brooks presented a progress report on the Slauson Memorial Swimming Pool alterations and a_general discussion ensued relative to filters for same. Moved by Councilman Jackson, seconded by Councilman Seltzer the City Engineer be authorized to survey the market and obtain price of filters. Carried by the following vote of Council: Ayes: Councilmen: Jackson, Seltzer, Jones. Noes: Councilman Memmesheimer. Absent: Councilman Ortuno. Acting City Attorney Snidow reported find- ings of his investigation on obtaining roperty on Angeleno Avenue between 3rd and }th Streets for the purpose of widening the ' street, and City Engineer Brooks was instruct- ed to draw up estimates of improving the street before any further action is taken. Supt. Virgil D. Smith advised Council of the need for three transformers, and upon a motion made by Councilman Seltzer, seconded by Councilman Memmesheimer, the City Clerk was authorized to advertise for bids for said transformers. Smith also informed Council that a new amplifier was needed to replace old one at the ball park and was authorized to purchase same.
