The City Council of the City of Azusa
met in regular session at the above time
and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones,
City Engineer Brooks, Acting City Attorney PDLL CALL
Snidow, Deputy -City Clerk. Absent: City
Clerk.
Each member present acknowledged receipt
of a written copy of the minutes of July
3, 1950. The MeVor asked if there were MINUTES APPROVED
' any objections or corrections to sail minutes.,
There being none, the minutes of July 3,
1950 were approved as written.
The Deputy Clerk announced that three bids
had been received in answer to Notice Invit-
ing Bids for transformers. BIDS ON TRANSFORMERS
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson these bids be now
opened, examined and publicly declared.

Upon recommendation of Virgil D. Smith,
it was moved by Councilman Memmesheimer,
seconded by Councilman Seltzer that the
bid be awarded to the lowest responsible
bidder, Maydwell & Hartzell, and that the
' City Clerk be instructed to return the bid
checks of all unsuccessful bidders.

Mayor Jones read a letter from the Pacific
Coast Building Officials Conference relative
to proposed revisions to the uniform build-
ing code.
Moved by Councilman Memmesheimer, seconded COMMUNICATION ORDERED
by Councilman Ortuno and duly carried this PLACED ON FILE
letter be placed on file.
A letter from the County of Los Angeles Board
of Supervisors relative to storm drain pro-
jects was read and referred to City Engineer
Brooks for investigation and report.
A notice of the annual conference of the
League of California Cities was read and
ordered filed.
A communication from Alec Watkins, Chea rman
of the Board of Trustees of the Azusa Public ANNUAL REPORT OF
Library was read relative to the need of ex- PUBLIC LIBRARY
panding present library facilities. Attach-
ed to the letter was the Annual Report of the
Azusa Public Library.

Two representatives of the Pacific Electric
Railway Company discussed with Council an
application for a franchise for that company.
Councilman Seltzer offered the following
resolution:
IT IS RESOLVED BY THE CITY COUNCIL OF THE
CITY OF AZUSA_THAT PACIFIC ELECTRIC RAIL-
WAY COMPANY, ITS SUCCESSORS AND ASSIGNS,
HAVING FILED APPLICATION FOR A.FRANCHISE
TO CONSTRUCT, MAINTAIN AND OPERATE STANDARD
GAUGE RAILROAD TRACKS ACROSS FIRST STREET,.
SAID COMPANY IS HEREBY GIVEN ADVANCE TEMPORARY
PERMIT TO CONSTRUCT SAID TRACKS PENDING ACTION
ON SUCH FRANCHISE.
Moved by Councilman Ortuno, seconded by
Councilman Jackson this resolution be
adopted as read and numbered Resolution No.

A communication from the Azusa City Planning
Commission relative to a request of the
American Legion Post #180 for zone variance
from R-1 to 0-2 at 966 W. 3rd Street was
read recommending that the variance be
granted.
Mr. Rude F. Smith presented Council with a
petition containing 39 signatures of
property owners in this area who are opposed
to granting a variance at a location which
would permit the granting of a liquor license
in a residential area.
Moved by Councilman Seltzer, the recommendation
of the Planning Commission be accepted and
the American Legion be granted a 0-2 variance.
This motion failed for lack of a second.
Moved by Councilman Ortuno that the Legion
be granted an R-4 zone variance, permitting
them to use the property for a clubhouse.
After discussion, Councilman Ortuno withdrew
this motion.
Moved by Councilman Memmesheimer, seconded
' by Councilman Seltzer that the Council hold
a public hearing on July 31, 1950, at 7:30
p.m, relative to the request of the American
Legion for a zone variance from an R-1 to a
0-2 on property located at 966 W. 3rd Street
and that proper publicity be given said meethg.
Representatives of the American Legion advised
Council that such a meeting was not possible
due to the expiration of time on their option

and asked that Council either grant their
request for a C-2 variance or deny the re-
quest altogether as the release of their
money in escrow depended upon such action.
Thereupon Councilman Memmesheimer withdrew
his motion and Councilman Seltzer withdrew
his second.
Moved by Councilman Jackson, seconded by
Councilman Ortuno that since an offer of
' an R-4 variance had been refused by the
applicant for variance, the recommendation
of the Planning Commission be denied.

A communication from the Welfare Council
of Metropolitan Los Angeles was referred
to the Azusa Chamber -of Commerce.
Councilman Jackson offered an ordinance

OF FIREARMS, SIMULATED FIREARMS, PISTOLS

to be placed upon its second reading.
The title of this ordinance was then read.

further reading of this ordinance.

ment Act. Council was advised that the bid
of James S. Walker was the lowest responsible
bid for each project.

Item N, Section 5 of a proposed ordinance
entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AZUSA CREATING THE POSITION OF
CITY CO-ORDINATOR OF THE CITY OF AZUSA
AND PRESCRIBING THE -DUTIES THEREOF AND
DEFINING THE POWERS AND AUTHORITIES OF THE
CITY CO-ORDINATOR.
Section 5 of this ordinance was then read
' in its entirety including the suggested
amendment.

Seltzer this amendment be made a part of
the proposed ordinance.

Mayor Jones submitted the following report
from the committee assigned to investigate
the request of the American Construction
Company for annexation to the City of Azusa:
Without binding the Council in any way, if
all ordinances and verbal agreements are
kept, the committee recommends that the Council
look favorably upon the application for an-
nexation upon condition that the subdivider
bear expense of extending water lines to aid
throughout the subdivision.
A general discussion ensued relative to
additional water, police and fire protection
tthat such an annexation might involve.
Moved by Councilman Seltzer, sedonded by
Councilman Ortuno the recommendation of the
committee be accepted.

Mayor Jones advised Council that the San
Gabriel Valley Spreading Corporation had re-
quested consideration of a contribution by the
