SUBJECT: ADOPT A RESOLUTION IDENTIFYING THE VERNON AVENUE PAVEMENT
REHABILITATION FROM GLADSTONE STREET TO 6TH STREET PROJECT AS
THE PROJECT THE CITY PROPOSES TO FUND WITH ITS APPORTIONMENT OF
ROAD MAINTENANCE AND REHABILITATION FUNDS
SUMMARY:
On April 28, 2017, the Governor signed Senate Bill (SB) 1, which is known as the Road Repair and
Accountability Act of 2017, to address basic road maintenance, rehabilitation, and critical safety needs
on both the state highway and local streets systems. Beginning November 1, 2017, the State Controller
will deposit various portions of this new funding into the newly created Road Maintenance and
Rehabilitation Account (RMRA). A percentage of this new RMRA funding will be apportioned by
formula to eligible cities and counties. Prior to receiving an apportionment of RMRA funds from the
State Controller in a fiscal year, cities and counties must submit to the California Transportation
Commission a list of projects proposed to be funded with RMRA funds. The proposed action adopts
Resolution No. 2017-C64 identifying the project the City will fund with its apportionment of RMRA
funds.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Adopt Resolution No. 2017-C64 identifying the project the City will fund with its apportionment
of RMRA funds.
DISCUSSION:
The Road Repair and Accountability Act of 2017 was created by Senate Bill 1, approved by a two-thirds
majority of the Legislature, and signed by Governor Edmund G. Brown Jr. on April 28, 2017. The new
law will provide a new and much needed infusion of money to maintain and rehabilitate the state
highway and local streets system. It is projected to raise a total of $54 billion over the next ten years,
divided between state and local governments. Caltrans and other state agencies are due to receive

roughly half of that amount, $26 billion. The other half will go to local roads, transit agencies, and an
expansion of the state’s growing network of pedestrian and cycle routes. The funds will be generated by
a combination of higher gas and diesel taxes at the pump, new road improvements fess assessed on
vehicles at the time of registration, and a special fee on zero-emission vehicles.
Beginning November 1, 2017, the State Controller will deposit various portions of this new funding into
the newly created Road Maintenance and Rehabilitation Account. A percentage of the funding will be
apportioned by formula to eligible cities and counties pursuant to the Streets and Highways Code. The
City is projected to receive $279,595 in Fiscal Year 2017-2018. This amount is expected to increase in
future years to approximately $838,736 annually. Prior to receiving an apportionment of RMRA funds
from the State Controller in a fiscal year, cities and counties must submit to the California
Transportation Commission a list of projects proposed to be funded with RMRA funds. The list must
include a description, location, schedule, and useful life for each project. Staff proposes to fund the
following project with its Fiscal Year 2017-2018 apportionment of RMRA funds:
Title: Vernon Avenue Pavement Rehabilitation from Gladstone Street to 6th Street
Description: This project will rehabilitate the pavement on Vernon Avenue from Gladstone St to 6th St
Location: Vernon Avenue from Gladstone St to 6th St
Proposed Schedule for Completion: June 2018
Estimated Useful Life: 10 years without major repair work required.
Vernon Avenue from Gladstone Street to 6th Street is a 2-lane collector road with approximately 13,000
daily vehicle traffic trips, providing access to and from the 210 freeway. This project is identified in the
City’s Pavement Management System as a priority project. Specifically, this project was selected since
this segment of Vernon Avenue is beginning to deteriorate rapidly. In the last 12 months, Staff received
over 25 service requests regarding potholes on this segment of Vernon Avenue. Rehabilitating the road
at this stage before the condition of the road further decreases will not only improve the condition of the
road, but can be rehabilitated with a coldmill and overlay for a fraction of the cost compared to full road
reconstruction if maintenance is deferred.
FISCAL IMPACT:
The City is projected to receive $279,595 in Fiscal Year 2017-2018 from the Road Repair and
Accountability Act of 2017. The engineer’s estimate for this project is $550,000. The cost difference
will be funded with a combination of Measure R and Measure M Funds.

RESOLUTION NO. 2017-C64
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, IDENTIFYING THE PROJECT TO BE FUNDED WITH
ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDS
WHEREAS, the City of Azusa is eligible to receive Road Maintenance and
Rehabilitation Account (RMRA) Funds, through the California State Controller; and,
WHEREAS, prior to receiving an apportionment of RMRA funds from the State
Controller in a fiscal year, the City must submit to the California Transportation
Commission a list of projects proposed to be funded with RMRA funds; and,
WHEREAS, all projects proposed to receive RMRA funding must be included in
a city budget that is adopted by the applicable city council at a regular public meeting;
and,
WHEREAS, the following project is proposed to be funded with the Fiscal Year
2017-2018 apportionment of RMRA Funds:

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Amends the Fiscal Year 2017-2018 budget to program the Vernon
Avenue Pavement Rehabilitation from Gladstone Street to 6th Street Project.
SECTION 2. The City Clerk shall certify the adoption of this resolution.
