The City Council of the City of Azusa met
in regular session at the above time and
place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones, Frank
0. Myers representing City Engineer Brooks, iDLL CALL
Street Supt. Arthur Wolfe, Acting City Attorney
Snidow, Deputy City Clerk. Absent: City Clerk.
Each member present acknowledged receipt of
a written copy of the minutes of July 17, 1950.
' The Mayor asked if there were any objections or
corrections to said minutes. The following MINUTES APPROVED
amendments were suggested: I YiIT11 AMENDMENTS
Moved by Councilman Seltzer, seconded by
Councilman Ortuno that certain portions of the
minutes of prior meetings relating to proceed-
ings under the Improvement Act of 1911 be amend-
ed to show the correct and complete proceedings
heretofore taken by this Council, to wit:
(1) That a portion of the resolution in the
minutes of the regular meeting of June 5, 1950
directing the City Clerk to readvertise for bids for
the construction of work in Assessment Districts
Nos. 1950-2 and 1950-3 be amended to read as
follows:
"Opening date for the bids was set for July 3,
1950 at 7:30 O'clock P. M., California Daylight
Savings Time, in the Council Chambers in the
City Hall of the City of Azusa."
(2) That the minutes of the regular meeting of
July 3, 1950 be amended by the addition of the
' following matter immediately after the motion to
publicly open, examine and declare bids for the
construction of work in Assessment Districts Nos.
1950-2 and 1950-3:
"The following two bids, which were the only
bids received by the City Clerk, were then
publicly opened, examined and declared."

A general discussion was held concerning the
following motion contained in the minutes of

Auxiliary of the Veterans of Foreign Wars
relative to a request to hold_a barbecue
at Memorial Park on September 23, 1950.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno this request be grant-
ed.

REQUEST OF VETERANS OF
FOREIGN WARS GRANTED
A letter from Mrs. Nicholas Zichichi, Hospital
Committee Secretary, relative to developments REPORT FROM HOSPITAL
towards the possibility of establishing a COEMITTEE
hospital in Azusa was read and placed on file.
A Treasurerts Report for the month ending
July 31, 1950 was read and ordered placed on
file.
Councilman Memmesheimer offered an ordinance
entitled:

requested the complete reading of the
proposed ordinance, whereupon Councilman
Seltzer withdrew his motion and Council-
man Ortuno withdrew his second.

A communication from the Azusa City Planning
Commission was read relative to the request
of A. Samarron and Julian Campa for zoning
variance from R-3 to C-2 for the purpose of
operating a cafe where beer would be served.
The Planning Commission recommended that the REQUEST FOR VARIANCE
request for variance be denied because of DENIED
overwhelming opposition voiced by adjoining
property owners. Two petitions containing
31 signatures were filed in protest of the
cafe.

Councilman Memmesheimer the recommendation
of the Planning Commission be accepted and
the request of Mr. Camps for variance be
denied.

D. T. Dawe and Laura D. Jones were thereby
elected as members of -the Park and Recreation
Commission.
In a letter from the Azusa City Planning
Commission, it was recommended that permission
be given Charlie W. Burford to remove an oak
tree from in front of 907 Soldan o Avenue when
the season is right to save the tree.
Moved by Councilman Jackson, seconded by
Councilman Ortuno this matter be referred
to Supt. Arthur Wolfe with power to act.

Relative to an office building belonging to
Aerojet Engineering Corporation extending into
a Buffer District, it was the recommendation
of the Planning Commission that the 15 feet
in the buffer strip be approved.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the recommendation of the
Planning Commission be accepted and the Acting
City Attorney be instructed to prepare a
resolution authorizing same.

The Planning Commission also recommended
granting the request of Leo and Francis
Luevanos for a variance from R -3 -to 0-2 zone
for the purpose of conducting a bakery business.
Moved by Councilman Ortuno, seconded by Council-
man Jackson the recommendation of the Planning
Commission be accepted and the Acting City
Attorney be instructed to prepare a resolution
granting the variance from R-3 to C-2 for a
bakery.

A request was received from the Park and
Recreation Commission for stationery and stamps.
Moved by Councilman Memmesheimer, seconded by
Mayor Jones the Commission be authorized to
purchase the necessary stationery and stamps.

The Park and Recreation Commission relayed a
request of the Azusa Tennis Club for certain
days of the week to be reserved for Club members
and for certain court improvements. The matter
was referred to Councilman Jackson for investi-
gation.

Relative to the Planning Commission's re-
commendation of planting wild flowers around
the underpass, it was moved by Councilman
Memmesheimer, seconded by Mayor Jones this
matter be referred to Chairman of Public
Works Ortuno, with power to act.

Council requested that the Planning Commission
be requested to clarify the kind of trees to

The City Clerk was instructed to write the
Park and Recreation Commission advising them
of progress made on previous recommendations
made by that group.
Postmaster T. B. Thomson addressed Council
relative to the newly established landing
field for the airmail helicopter service locat-
ed at the armory and advised them of existing
wires which create a hazardous condition.
Moved by Councilman Memmesheimer, seconded by
Councilman Jackson Supt. Virgil D. Smith be
authorized to make the necessary.changes in
connection with landing of the helicopter service.

' An inquiry was received relative to the City's
annual tire supply being made open to bid. -
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer the City Clerk be authorized
to advertise for bids for the annual tire
supply.

Mr. Parket of the Bell Construction Company
addressed Council requesting that action be
taken on the paving of S. * of Paramount Avenue
adjacent to Tract 15711 as per a previous agree-
ment in which the Bell Construction Company agreed
to construct curbs, gutters and sidewalks and
the City would grade and pave the roadway.
Thereupon Councilman Memmesheimer offered a
resolution entitled:

A request of Jack Linn of Monterey Park
to operate a concession at the dog show
was referred to the City Clerk with in- PERMISSION TO OPERATE
structions to advise Mr. Linn of the A DOG SHOW
necessity of obtaining a city license.
Mrs. Mary White, 510 Sunset Avenue, request-
ed permission to hold a "block party" in the
street between 5th and 6th Streets, necessitating
the blocking of Sunset Avenue.

referred to Mayor Jones, Chief Kendrick
and Supt. Wolfe with power to act.

A notice of hearing on protest against the
issuance of Veterans Club license to the
American Legion Post #180 was referred to
Police Chief Kendrick.with instructions to
notify the Board of Equalization that a:•re-
quest for variance made by that group had
not been granted.
Acting City Attorney Snidow discussed with
Council a new type of coverage available for
policemen and firemen under the State Compensation
Insurance. The matter was held over for further
discussion.
Supt. Virgil D. Smith advised Council of the
need of a new_piokup truck for use by the
Water Department and various sizes were dis-
cussed.
Moved by Councilman Jackson, seconded by
Councilman Seltzer the City Clerk be instructed
to advertise for bids for a J. a 1 and a 2 ton
truck.

change in swimming pool rates and it was
