The City Council of the City of Azusa met
in regular session at the above time and
place.
Present at roll call: Councilmen: Jackson,
Seltzer, Jones, City Engineer Brooks,
Acting City Attorney Snidow, Deputy City
Clerk. Absent: Councilmen: Ortuno, Mem-
mesheimer, City Clerk.
Each member present acknowledged receipt
of a written copy of the minutes of
' August 21, 1950. The Mayor asked if there
were any objections or corrections to said
minutes.
Councilman Jackson requested the following
be incorporated as an omission to the
minutes of August 21, 1950. Councilman
Jackson went on record as objecting to the
parliamentary procedure used in the manner
action was taken when the matter of City
Coordinator was taken before Council.
Councilman Seltzer stated that a resolution
which was conclusive as to placing it on
the ballot was offered and not a motion
which is not conclusive.
Councilman Jackson objected to this state-
ment.
The minutes of the meeting of August 21,
1950 were thereupon approved with the' -
above additions.
A letter from the Azusa City Planning
Commission was read recommending the grant-
ing of a zoning variance from R-1 to C-2
to the Valley Theater Guild of Azusa on
the North 1251 of the West 180, of the
East 3301 of Lot 9 in Block "C", Sub. No. 1,
Lands of -the Azusa Land and Water Company.
Moved by Councilman Jackson, seconded by
Mayor Jones the recommendation of the
Planning Commission be accepted and the
Acting City Attorney be instructed to pre-
pare a resolution granting a variance from
R-1 to C-2 for theater purposes.
Carried by the following vote of the Council:

Absent: Councilmen: Ortuno, Memmesheimer.
Mr. Charles A. Anderson requested that
permission be given the Salvation Army to
conduct open air meetings on street corners
in Azusa.
Moved by Councilman Seltzer, seconded by
Councilman Jackson this request be referred
to the Police Chief and the Police Commission-
er with power to act.
Carried by the following vote of the Council:

A communication from the Planning Commission
was read relaying a request from George
Blazer to build two cement block buildings

on Lot 25, Block 27 with 28 feet park-
ing space behind the buildings. The
Planning Commission recommended that
the West side of San Gabriel Avenue
between Foothill Blvd. and Santa Fe
Avenue be rezoned to allow the same
building and parking area as the East
side of the street.
This matter was referred to the Act-
ing City Attorney with instructions to
prepare a change of zoning ordinance to
' be presented to Council at an adjourned
meeting to be held September 11, 1950.
A letter from the Planning Commission
was read recommending the adoption of
a tentative plan for realeignment of the
Little Dalton Wash between Azusa Avenue
and Los.Angeles Street, subject to the
approval of City Engineer Brooks.

Julian Camps presented Council with a
petition favoring the opening of a cafe
at 231 Soldano Avenue, Azusa, where no
alcoholic beverages will be served. A
notice of surrender of liquor license to
the office of Liquor Controller was also
presented.

commending the employees on their stand
on a voluntary basis.

Councilman Jackson presented Council with
a similar Loyalty Pledge and suggested
that the members of Council sign same.
The Oath was then signed by those members
of Council present.
A letter from W. A. Smith, Chairman of
the Los Angeles Board of Supervisors was
read -urging Council to aft t ordinances
which will require all communists and per-
sons belonging to certain organizations of
doubtful loyalty to our American form of
government, to register with the Sheriff's
office, suggesting that the County ordinam es
be used as a pattern for drafting similar
ordinances for adoption by the Azusa City
Council. The request was referred to Act-
ing City Attorney Snidow with instructions
to prepare such an ordinance.
Councilman Jackson inquired about the
possibility of having City employees
fingerprinted.
Moved by Councilman Jackson, seconded by
Councilman Seltzer the Civil Service
Commission be requested to study requiring
new employees to be fingerprinted.

A monthly Treasurer's Report was read and
ordered placed on file.
An announcement of the regular monthly meet-
ing of the League -of California Cities was
read and ordered filed.

Two requests for Military Leave of Absence
were read from Jerry Warren of the Police
Department and Carlos Ruiz of the Street
Department.
Moved by Councilman Jackson, seconded by
Councilman Seltzer Council grant a leave
'
of absence for military duty to Jerry Warren
and Carlos Ruiz and their jobs be held for
them pending release from military service,
and the City Clerk be instructed to so ad-
vise them.

A letter from Chief Kendrick relative
to the completion bf.six month's pro-
bation period by Robert B. Edborg,
patrolman, was referred to the Civil CHIEF KENDRICK'S

Upon a motion by Councilman Seltzer,
seconded by Councilman Jackson and
unanimously carried a statement for
hospitalization for a prisoner was re-
ferred to the Acting City Attorney for
investigation and report of validity
' of the claim.
A letter from A. J. Hartzell, Chairman
of Christmas Decorations Committee,
was read relative to a request for under-
writing of the project.
Moved by Councilman Seltzer, seconded
by Councilman Jackson the matter of
Christmas Decorations be held over until
September 11th for investigation.

A letter from the First Church of Christ
requesting use of the Civic Auditorium
on Sunday afternoon, November 26, was read.
Moved by Councilman Seltzer, seconded by
Mayor Jones said request be granted and
that group be requested to make direct
arrangements with the custodian for services.

A letter from Jehovah's Witnesses request-
ing use of the park for services on
September 10th and 24th was read.
Moved by Councilman Seltzer, seconded by

to the Park and Recreation Commission with
power to act and the City Clerk be instruct-
ed to notify the Commission.

Councilman Jackson offered an ordinance

JULY 1, 1950.
Moved by Councilman Seltzer, seconded by
Mayor Jones this ordinance be adopted as

After general discussion the Acting City
Attorney was instructed to prepare a
resolution setting forth the position that
will be held by the City providing that funds
derived from unsecured personal property are
not forthcoming As a result of the passing
of Proposition No. 1 on the November ballot.
City Engineer Brooks presented Council with
the final tract map for Tract No. 16298,
together with a check in, the amount of
$1500 for waterlines.
Moved by Councilman Seltzer, seconded by
Councilman Jackson the final map of Sub.
No. 16298 be accepted upon condition -it
meets with the provisions of all subdivision
ordinances.

-After discussion it was moved by Council-
man Seltzer, seconded by Councilman Jackson
the City Clerk be instructed to write the
County Road Department requesting the ap-
proriation of gas tax money in the amount
of 11,000.
