The City Council of the City of Azusa
met in regular adjourned session at the
above time and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Jones, City Engineer Brooks,
Acting City Attorney Snidow, Deputy City
Clerk. Absent: Councilman Memmesheimer, ROLL CALL
City Clerk.
A letter from A. VanAlstyne, Sr. was read
requesting a business license to operate
a retail gasoline service station at 106
S. Azusa Avenue.
Moved by Councilman Jackson, seconded by
Councilman Ortuno the license be issued
providing all departments are checked to see if
requirements have been met.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Jones.
Noes: None Absent: Councilman Memmesheimer
A letter from the Valley Theatre Guild was
read requesting the installation of connect-
ions at the old Pump House on the S"aaAA W, cor-
ner of First and Virginia Avenueff7r the
purpose of storing and building scenery for
their plays.
Moved by Councilman Jackson, seconded by
Councilman Ortuno Supt. Virgil Smith be
authorized to install said tap without charge
to the Guild.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Jones.
Noes: None Absent: Councilman Memmesheimer
A letter from the City of Glendale relative
to smog problems was read and ordered plac-
ed on file.
A letter of resignation from the Park and
Recreation Commission signed by Irene
Wimberly was read.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the resignation be accept-
ed and the City Clerk be instructed to write
a letter of appreciation to Mrs. Wimberly.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Jones.
Noes: None Absent: Councilman Memmesheimer
A letter from D. T. Dawe, Superintendent of
the Azusa City.Schools, was read relative
to an invitation to an institute meeting.
The letter was ordered placed on file.
A general discussion was held relative to
various requested zoning changes and a
joint meeting with the Planning Commission
was set for September 13th for discussion
of all pending zoning matters.
A general discussion was held relative to
possible use of water from the Brewery for
irrigation purposes and action was delayed
for investigation.

City Engineer Brooks reported a hazard-
ous street condition on Paramount Avenue
and inquired about blocking the street
for safety. The Acting City Attorney
stated that the contractor may be charged
for whatever the City might have to do to
make the street safe during construction.
Mr. Brooks also inquired about permits
for installation of gas lines, poles,
etc. and the matter was referred to City
Engineer Brooks and Acting City Attorney
' Snidow for recommendation.
A discussion was held relative to a
petition previously filed for curbs and
gutters under the 1911 Street Improvement
Act and the matter was held over until the
next meeting of Council.
Moved by Councilman Jackson, seconded by
Councilman Ortuno the meeting be adjourned
for a public hearing on Rent Decontrol,
meeting to reconvene immediately after
the close of the hearing.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Jones.
Noes: None Absent: Councilman Memmesheimer
Members of Council present for a public

Approximately twenty-five people were
present in the audience for the hearing.
Mayor Jones opened the hearing by intro-
ducing Lynn Gregg of the Azusa -Glendora
Realty Board. This group originally re-
quested the hearing. Mr. Gregg reported
that there are 25 known rentals available
within the City.
A general discussion ensued relative to
availability, cost of available rentals,
etc. between members of Council and various
members of the audience including firs.
Winifred Blatchley and her daughter, Charles
Morgan, Farley Beckett, Victor Jabson, Thos.
Munson, George Blazer mid others.

CONTROL
Councilman Seltzer gave a summary of
information received in a report from the
Rental Control office, including the number
of listed registered rentals under control -- 911.
Mayor Jones asked for a showing of hands of
those in favor of rent decontrol. Ten hails
were raised. He then asked for those in
favor of rent control remaining in effect,
and five hands were raised.
After a thorough discussion; it was moved
by Councilman Ortuno, seconded by Councilman
Seltzer the hearing on Rent Decontrol be
adjourned and Council reconvene their previous-
ly adjourned meeting.

Seltzer, Jones.

reconvened the regular adjourned meet-
ing at 9:55 P.M. COUNCIL MEETING RE-
CONVENED
Present at roll call: Councilmen: Jack-
son, Ortuno, Seltzer, Jones. Absent:
Councilman Memmesheimer.
Acting City Attorney Snidow presented
an easement with Ellsco, Inc. and it was
moved by Councilman Seltzer, seconded CITY CLERK DIRECTED TO

Councilman Seltzer offered a resolution entitled:

Moved by Councilman Jackson, seconded by
Councilman Ortuno the resolution be adopted
as read and numbered Resolution No. 21.7.

Councilman Jackson offered a resolution

Moved by Councilman Seltzer, seconded by
Mayor Jones this resolution be adopted
as read and numbered Resolution No. 2448.

A request of Robert Torrance to be transferred
to the Fire Department was held over until
the next meeting of Council.
Council discussed the possible need of
' hiring emergency help for the Police and Fire
Departments during the emergency period and
the Acting City Attorney was instructed to
prepare a resolution sa thorizLng the hiring
of such help.

POLICE AND FIRE DEPTS.
Councilman Jackson reported on his investigation
of the bid recently received on the City's
annual tire supply and recommended that the REPORT ON TIRE BIDS
bid of Leo Harlan be accepted. The Attorney
was instructed to prepare a resolution awarding
said bid. -

A letter of commendation addressed
to the Public Works Department was read
congratulating the workers of the Street

A letter from the Azusa Baseball Commission
was read requesting financial assistance
for the employment of an attendant during
the past ball season. This request was a
repeat of a similar tentative request made REQUEST MADE BY

until the amount of expenditure could be
determined. The matter was held over un-
til the next meeting of Council for investi-
gation.
A letter from Gwilliam & West, Inc., Insurance
Brokers, was read requesting permission to LETTER ORDERED PLACED
bid on future insurance policies. The letter
was ordered placed on file pending the ex- ON FILE
piration of policies.
Acting City Attorney Snidow explained to
Council a proposed change in the Employeest
State Retirement setup and advised of the -
cost of investigation of said change. The
matter was held over for study.
A letter from the Planning Commission was
read recommending that the Azasa Christian
Church be granted a change in zoning from
R-1 to R-3 on the property located at the
S. W. corner of 6th Street and Sunset Avenue.
' Moved by Councilman Jackson, seconded by
Councilman Ortuno the request for a zoning REQUEST FOR VARIANCE
variance from R-1 to R-3 be granted and the GRANTED
Acting City Attorney be instructed to pre-
pare a resolution to that effect.

Action on the question of Rent Decontrol
was held over until the next meeting of Council.

and warrants ordered drawn upon the Treasury
