The City Council of the City of Azusa
met in regular session at the above
time and place.
Present at roll call: Councilmen: Jack-
son, Ortuno, Seltzer, Memmesheimer, Jones,
City Engineer Brooks, Acting City Attorney
Snidow, Deputy City Clerk. Absent: City
Clerk. .
Each member present acknowledged receipt
of a written copy of the minutes of September
' 52 1950 and September 11, 1950. The Mayor
asked if there were any objections or corrections
to said minutes. There being none, the minutes
of September 5, 1950 and September 11, 1950
were approved as written.
Council discussed investing money in some
form of Government Bonds to derive interest
from the investment and Councilman Jackson
was requested to investigate various bonds
and report back.
After discussion about Rent Decontrol hearing
held September 11, 1950, it was moved by
Councilman Jackson, seconded by Councilman
Ortuno Council defer action on Rent Decontrol
until the next regular meeting of Council.

Memmesheimer, Jones.
Noes: None Absent: None
Mr. Frank Ashley requested that the curb and
gutter project on Angeleno Avenue between 5th
and 6th Streets be extended 150 feet:est along
5th Street, stating that he would pay cash for
this 150 feet and asked the City to provide
the rough grading sn d stakes. The matter was
referred to City Engineer Brooks for action.
Two Notices of Appeal from the report mid
recommendation of the City Planning Commission
were read from Mr. Leland S. Bower, Attorney
for Calbuilt Homes, Inc. and Al W. Wertz,
relative to their requests for zone changes
in Tract #8507. Mr. Bower, in behalf of his
clients, waived the 10 day Notice of Hearing.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer a public hearing be
held September 25, 1950 at 7:30 P.M. relative
to the matter of requested zoning changes in
Tract #8507.

Library. Leland S. Bower, Attorney for Calbuilt

A communication from the California State
Disaster Council was read advising that
the Western Air Defense Force will conduct
a test of the Ground Observation Corps on
September 23 and 24. Ralph Cook spoke
about the Corps and advised Council of the
need of immediate installation of telephone
service for their headquarters. The Clerk
was instructed to contact the phone company
for said installation.
A notification of Alcoholic Beverage License
' Application for the -Park Beverage Company
was read and ordered placed on file.
Relative to a proposed survey of additional
benefits under the California State Employees'
Retirement System, it was moved by Councilman-
Memmesheimer, seconded by Councilman Seltzer
the expense of said survey be authorized.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno, Seltzer,
Memmesheimer, Jones.
Noes: None . Absent: None
A letter from the Azusa Baseball Commission
was read requesting Council to underwrite
the expense of the attendant for the ball
park during the past ball season, said amount
being $225.00.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the Baseball Commission
be reimbursed from the Park Fund in the amount
of -$225.00 for the attendant at Memorial Park.
Carried by the following vote of the Council:

The Loyalty Oath which had been presented to
Council previously was placed on file with the
Clerk after having been signed by the remain-
ing two Councilmen, Anthony M. Ortuno and
Louis G. Memmesheimer, who were absent previous-
ly.
The Mayor announced that the Council would
conduct a hearing on possible protests to
the opening of a cafe at 231 Soldano Avenue by
Julian C. Campa. No protests were voiced.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer Council reconsider action
of August 7, 1950 relative to the application
for variance and grant the variance from R-3
to C-2 use for restaurant purposes only and
instructed the Acting City Attorney'to pre-
pare a resolution to that effect.

A letter from John R. Quinn, L. A. County
Tax Assessor, was read relative to Unsecured
Personal Property Tax and the Acting City
Attorney was requested to prepare a resolution
relative to the position that will be held
by the City providing that funds derived
from that source are not forthcoming after
the November election.
' The matter of Christmas decorations was
discussed and Supt. Virgil D. Smith was re-
quested to investigate the cost of decorations
and report back.
Council discussed the adoption of ordinances
requiring registration of members of certain
organizations and a letter from the County
Council was read relative to the three L. A.
County Communist Registration Ordinances,
copies of which were attached.
Councilman Jackson offered an ordinance

Councilman Seltzer stated that he was voting
for the adoption of the ordinances but request-
ed that the following statement, which he
worded, be recorded:
"In the necessary and desirable prosecution
of this ordinance due caution is taken to
protect the rights of the individual as pro-
vided in the Constitution."
' Councilman Memmesheimer stated that in his
opinion proper care would be taken by the
prosecuting authorities in protecting the
rights of citizens and that the police could
secure information from the City Attorney, the
Los Angeles County Counsel and the Counsel
for the League of California Cities to guide
them in this matter.
Councilman Memmesheimer offered a resolution

Councilman Seltzer offered a resolution

A general discussion ensued relative to
proposed changes in the fire and police
departments and as to whether Robert Torrance
would actually retain permanent status under
the Civil Service Ordinance if this resolution
were adopted.
John H. Flannery, a member of the Civil Service
Personnel Board, inquired, as a matter of record,
if Council considered that a vacancy in the
position of fire engineer exists at the present
time. A discussion followed, with no definite
answer being given to this question.
Moved by Councilman Ortuno, seconded by
Mayor Jones this resolution be adopted as
read and numbered Resolution No. 2453.

Mayor Jones advised Council of a financial
request from the Azusa Chamber of Commerce
with regard to the Azusa booth at the Los
Angeles County Fair.

writing 50% of the cost of the erection of
the fair display from the Music and Promotion
Fund.

The Mayor announced that a joint meeting
of Council and the Planning Commission MEETING WITH PLANNING
would be held Wednesday, September 20, COMMISSION ON SFPT.20t
1950 in the City Clerkts office.
A notice of an organization meeting for
Azusa Golden Days was read and ordered
placed on file.
City Engineer Brooks presented a petition
previously filed for street improvements
on South Sunset Avenue under the 1911
Street Improvement Act and was informed PETITIONS FOR STREET
by Mr. Ashkenas, a signer of the petition, IMPROVEMENT
that arrangements were being made to do
the job on a cash basis.
Councilman Jackson reported as follows
on the purchase of two trucks and a police
car, the bids having been referred to him
for action:

George Blazer addressed Council with a re-
quest for action on the zoning of San Gabriel
Avenue between Foothill Blvd . and Santa Fe
Avenue. No action was taken on the matter.
Relative to the expiration of certain in-
surance policies, it was moved by Councilman
Memmesheimer, seconded by Councilman Seltzer
various insurance agencies be contacted by
Councilman Jackson with invitation to bid
on the policies. Councilman Jackson was
also requested to investigate increasing the
liability insurance carried by the City aryl
report back. Carried unanimously.
Councilman Memmesheimer reminded Council
of an existing vacancy on the Park and
Recreation Commission and suggested that Mrs.
Bud Latta be appointed to that post. Mayor
Jones replied that he would take the suggestion
under consideration.
John H. Flannery, Commanding Officer of the
375th M. P. Division, extended an invitation
to Council to inspect the 375th before it
leaves f or active duty October 8, 1950.
Moved by Councilman Jackson, seconded by
Councilman Ortuno the following requisitions
be allowed: 1820-1850 LW; 3035-3041.
