MINUTES OF THE CITY COUNCIL
THE SUCCESSOR AGENCY TO THE
FORMER REDEVELOPMENT AGENCY
REGULAR MEETING
MONDAY, NOVEMBER 21, 2016 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order at 7:30 P.M.
ROLL CALL: Roll call was taken by City Clerk Cornejo.

Mayor Rocha called the meeting to order at 7:30 P.M.

Development Director Christiansen, Public Works Director/City Engineer Bobadilla, Chief of Police Hunt, Director of
Utilities Morrow, Police Captain Fleming.
The Pledge of Allegiance was led by Captain Sam Fleming
The invocation was given by Pastor Rick McDonald, Azusa House of Prayer.
PUBLIC COMMENT
Jorge V. Rosales stated that he was concerned that the agenda did not include the ceremonial swearing in of f Chief of
Police Steve Hunt, as well as not showing the correct start time of the regular meeting. He contends that it does not meet
the regulations of the Brown Act. He also commented on Item D-3 with regard to City Manager deferred compensation
benefits.
Carolyn Crawford thanked everyone for the Field of Glory Event. She stated it was all made possible through the Canyon
City Foundation and with the support of the City and sponsors Jan’s Towing, Grand Village, Azusa Greens, Comfort
Climate, Waste Management, Athens, Community Care Hospice, Harry and Connie Heflin, R.G. Business Associates, Dr.
Mark and Barbara Dickerson, Julie Beman, UCS Environmental, and Azusa Civilian Police
Julie Vasquezof Hope Community Church announced that they will be serving meals for the community and sent out a
general invitation to the community.. This will take place Thursday November 24, 2016, from 12:00 to 3:00p.m
City Manager Butzlaff responded that the ceremonial portion of the meeting was recorded on video tape for rebroadcast
for the community to view. He assured that they are in compliance with the Brown Act. He introduced Elizabeth Hull,
City Attorney who addressed the comment on the Brown Act.
Elizabeth Hull, City Attorney stated that, according to the Brown Act under the definition of meeting, the Act is clear that
ceremonials do not need to be stated in the Agenda.
City Manager Butzlaff, responded to Mr. Rosales, regarding Item D-3, he stated that the negotiation with the Deferred
Compensation benefits has nothing to do with the timing of his birthday which falls in January. However, it had more to
do with the scheduling and having time to meet with all of the council and discuss the benefits.
REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
Councilmember Macias thanked Field of Glory committee for allowing him to participate in the event. He commented on
Chief of Police Hunt’s swearing in ceremony “well deserved and congratulations”. He wished everyone a Happy
Thanksgiving.
Councilmember Alvarez wished everyone a Happy Thanksgiving; he also thanked the Veterans Committee and the
community for a successful event. He congratulated the new Chief of Police Hunt on his position. He commented on the
Christmas tree in front of City Hall, he requesting new LED lights for the tree to make it more visible.
Councilmember Gonzales wished everyone a Happy Thanksgiving. He congratulated new Chief of Police Hunt on his
position and is looking forward to working with him in the future. He thanked the Field of Glory Committee and the
Veterans Ceremony for a successful event. He thanked the Chamber of Commerce for helping with the successful
Brentwood concert they had a full house at the Azusa Armory. He reminded everyone with the holidays to shop locally.
Mayor Rocha announced that they will be adjourning in memory of two longtime residents Christina Rodriguez and Mike
Lee. He wished everyone a Happy Thanksgiving, and congratulated Chief of Police Hunt on his new position.
City Manager Butzlaff announced City Hall will be closed Thursday and Friday for the Thanksgiving Holiday. He
requested for Chief of Police Hunt may be excused and Captain Fleming take his place as Sargent at Arms for the night.
Mayor Rocha announced the winter shelter program for the homeless will run from December 1, 2016 through March 1,
2017. He announced the McDonald’s grand opening November 30, 2016 at 10:00a.m., December 3rd and 4th are yard sale
weekend. He announced December 4th Winter Family Fest from 9:00 a.m.to 4:00 p.m. at City Hall front lawn. He
announced December 5th at 5:30 the Tree Lighting Ceremony at City Hall front lawn.
SCHEDULED ITEMS
Public Hearing, waive further reading, and adopt Ordinance No. 2016-O8, an Ordinance of the City of Azusa
Amending Chapter 14 Azusa Municipal Code adopting the 2016 California Building Standards Code.
Moved by Councilmember Gonzales, second by Councilmember Alvarez and carried by unanimously vote of
the members present to close the public hearing.

14-53, 14-55, 14-57, 14-62, 14-201; AND 14-466; AND DELETING 14-202, 14-203 AND 14-69; AND
ADOPTING BY REFERENCE THE 2016 EDITION OF THE CALIFORNIA BUILDING
STANDARDS CODE (CALIFORNIA CODE OF REGULATIONS, TITLE 24), INCLUDING THE
CALIFORNIA BUILDING CODE VOLUMES 1 & 2 (2016 EDITION, INCORPORATING AND
AMENDING THE 2015 INTERNATIONAL BUILDING CODE); THE CALIFORNIA RESIDENTIAL

Interim Urgency Ordinance No. 2016-O11 of the City Council of the City of Azusa, California, enacted
pursuant to California Government Code Section 65858 extending for a period of ten (10) months and fifteen
(15) days the temporary moratorium on marijuana uses pending the enactment of an update to the City’s
Municipal Code.

4. The City Treasurer’s Report for the month of September 2016 was received, reviewed and filed.
5. Authorized the City Manager to execute a contract with Foster Morrison for the development of a Hazard
Mitigation Plan.
6. Waived the competitive bidding process, as authorized under Azusa Municipal Code Section 2-521 (a); and
Approved an agreement with Regional Government Services Authority (RGS) for an Interim Director of
Human Resources and Risk Management in an amount not to exceed $40,000; and Authorized the City
Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City.
7. Receive, review, and file the first quarterly financial report ending September 30, 2016.
