Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City Engineer Brooks, Acting City Attorney Snidow, Deputy -City Clerk. Absent: City Clerk. . Each member present acknowledged receipt of a written copy of the minutes of ' October 16, 1950. The Mayor asked if there were any objections or corrections to said minutes. Councilman Seltzer referred to the follow- ing paragraph contained in the minutes of October 16, 1950: "Mr. Ashkenas addressed Council relative to election of Civil Service Board members by the City Employees and Acting City Attorney Snidow was request- ed to investigate the legality of such elections." Councilman Seltzer requested that the legal points to be investigated be itemized, as follows: (1) The legality of S. E. Skidmore's participation; (2) The holding of elections - by the employees;.(3) The legality of actions taken by the employees. The minutes of October 16, 1950 were then approved with this addition. Relative to action on the decontrol of rent, it was moved by Councilman Seltzer, seconded by Councilman Ortuno the matter be tabled until the next regular meeting of Council. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The City's contract with the Southern Counties -Gas Company was discussed. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the Mayor be authoriz- ed to sign said contract. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Relative to the October 16th request of R. V. Wallingford and Carl Maddock for a taxi license, it was moved by Councilman Seltzer, seconded by Councilman Ortuno the Chief of Police be given power to act upon satisfactory completion of investigation. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A notification of Alcoholic Beverage License Application for Elmer F. Bauer and Cloyd S. Bland DBA First Frontier was read and ordered placed on file. A letter from L. W. Moved by Councilman Jackson, seconded by Councilman Ortuno this matter be REMOVAL OF TREES REFERRED referred to the Planning Commission for TO PLANNING COMMISSION recommendation. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None ' A letter from Dell Trailor, President of CHRISTMAS DECORATIONS the Azusa Retail Business Association, was read relative.to the financial cooperation of the merchants on the Christmas decorations. The letter was ordered placed on file. A letter from Franklin T. Hamilton of O'Melveny & Myers was read relative to the City of Azusa 1911 Act Proceedings. A suggested resolution to confirm the employ- ment of O'Melveny & Myers as counsel for 1911 ACT PROCEEDINGS the City in the 1911 Act Proceedings was also read. It was moved by Councilman Seltzer, seconded by Councilman Ortuno that said diagram, "Diagram No. 1950-3° be approved and that the City Clerk certify the fact and date of such approval thereon, and directed that said diagram be delivered immediately to the Street Superintendent. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None ' In the matter of the construction of certain curbs, gutters and driveways and appurtenances and appurtenant work in the City of Azusa under resolution of intention, Resolution No. 2385, the diagram of the property affected or benefited by the work done under said resolution and which is to be assessed to pay the costs and expenses thereof was presented to the City Council and examined by the members thereof. Relative to the suggested resolution on the employment of O'Melveny & Myers, it was moved by Councilman -Seltzer, seconded by Councilman Memmesheimer the matter be re- ferred to the Acting City Attorney for in- vestigation and report. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Smith with instructions to investigate certain changes end report back. A Treasurer's report for October was ordered placed on file. A letter from S. E. Skidmore, License Collector, relative to the collection of dog licenses was read and tabled. Councilman Jackson introduced Clyde Blanch- ard, Insurance Broker, who discussed with Council the possibility of organizing a local insurance men's association and ex- plained the various -advantages of such an association. Council requested Mr. Blanchard to submit property damage coverages when the association is organized. A letter from the Chicago Civil Defense Committee was read and ordered placed on ' file. A resolution of the County of Los Angeles Board of Supervisors relative to smoke abatement and air pollution was read and ordered filed. A letter from the Assembly Interim Committee relative to present and future public works programs was referred to City Engineer Brooks with instructions to contact the various department heads for plans to be submitted to Council. A communication from the Office of Civil Defense relative to the distribution of the booklet "Survival Under Atomic Attack" was read and_Council discussed various methods of distribution. Moved by Councilman Ortuno, seconded by Mayor Jones 2500 extra copies of "Survival Under Atomic Attack" be purchased -for com- plete home coverage. Carried by the following vote of the Council: ' Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Copies of "Atomic Warfare,Primer" and the newspaper "Trojan in Government" -were ordered placed on file. A letter from Charles E. ' Noes: None Absent: None A communication from the Los Angeles County X -Ray Survey Foundation relative to local operation of the X -Ray units was read and possible plans were discussed. Moved by Councilman Jackson, seconded by Councilman Seltzer the matter be referred X-RAY MOBILE UNIT to Police Chief Kendrick, Mayor Jones and Supt. Virgil D. Smith with power to act in parking the mobile units and providing power connections for same. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A letter from J. A. Beek, Secretary of the Senate, State of California, was read to- gether with Senate Resolution No. 24 urging a "No" vote on Proposition No. 1 was read COMMUNICATIONS and ordered placed on file. ' A communication from Charles F. Liebrecht, Lt. Col., relative to inability to participate In Azusa Golden Days parade was read and ordered placed on file. A letter from the Pep Boys of California was read and the Clerk was requested to write a letter of appreciation to them for radio tire dedicated to Azusa Golden Days. A letter from the Research Editor of the American City relative to Garbage Grinder waste disposal units was referred to Chair- man of Public Works Ortuno. A Crusade for Freedom Proclamation from National Chairman Lucius D. Clay was ordered placed on file. . Upon recommendation of Mayor Jones, it was moved by Councilman Seltzer, seconded by RESOLUTION ON AZUSA Councilman Memmesheimer Acting City Attorney GOLDEN DAYS Snidow be instructed to prepare a resolution of appreciation for the Azusa Golden Days Committee. INCRL•<SE 130 cc 71 CITY HALL, AZUSA, CALIFORNIA, MONDAY, NOVEMBER 61 1950 7:30 P.je'i A request for a seventy foot passenger loading zone was made by the Azusa Motor Bus Company and it was moved by Council- man Seltzer, seconded by Councilman Ortuno the Acting City Attorney be instructed to prepare an ordinance setting aside seventy feet on the southeast corner of Azusa Avenue and Foothill Blvd. for said loading zone. Carried by -the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. ' Noes: None Absent: None Mr. Alexander Neary of the Community Taxi Service requested a twenty foot Taxi Zone on the corner of Azusa Avenue and Foothill Blvd. but withdrew his request after general discussion. Councilman Jackson reported to Council the results of his investigation of the pur- chase of Government Bonds with funds from the Light Department reserve fund. Moved by Councilman Seltzer, seconded by Councilman Jackson the Acting City Attorney be instructed to prepare a resolution authorizing the City Treasurer to purchase two $10,000 bonds and one $59000 bond, Series "es from the Light -Reserve Fund.
