The City Council of the City of Azusa
met in regular session at the above
time and place.
Present for roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones, City
Engineer Brooks, Acting City Attorney Snidow, ROLL CALL
Deputy City Clerk. Absent: City Clerk.
Each member present acknowledged receipt
of a written copy of the minutes of
November 6, 1950 and November 14, 1950. MINUTES APPROVED
' The Mayor asked if there were any objections
or corrections to said minutes. There being
none, the minutes of November 6, 1950 and
November 14, 1950 were approved as written.
Relative to the decontrol of rent, it was
moved by Councilman Seltzer, seconded by
Councilman Ortuno the matter of decontrol DECONTROL OF RENT
of rent be tabled until the next regular TABLED
meeting of Council.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Memmesheimer, Jones.
Noes: None Absent: None
Mr. William Holden addressed Council relative
to the advisability of conducting a city-
wide survey of volunteer workers available SURVEY OF iWORKERS
in case of an emergency. Councilman Memmesheimer
was appointed to work with Mr. Holden in formu-
lating a card to be mailed for the survey.
After discussion, it was moved by Councilman
Memmesheimer, seconded by Councilman Ortuno
the matter of necessary repairs to roofs of
' City buildings be referred to Councilmen REPAIR OF ROOFS
Jackson and Ortuno and Supt. Wolfe with power OF CITY BUILDINGS
to act.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Memmesheimer, Jones.

A letter from the Planning Commission was
read recommending that a zone variance be
granted to Midori S. Ginoza and Sumire S. ZONE VARIANCE
Ajoika changing Lots 8 and 16 of_Sub. #1, GRANTED
Azusa Land and Water Company from R-1 zone
to C-2 zone fora fruit and vegetable stand,
said produce to be raised on the premises.
Moved by Councilman Ortuno, seconded by
Councilman Seltzer the recommendation of
the Planning Commission be accepted and the
Acting City Attorney be instructed to prepare
a resolution granting said variance to the
individuals described above.

A news letter from the League of California
Cities was ordered placed on file. COMMUNICATIONS

The June,'1950 issue of Governmental News
was placed on file by Mayor Jones.
A Medical and Health Services report from

the California State Civil Defense
and Disaster Relief Plan was ordered
placed on file.
A request for a list of local City Officials
was received from the American City Magazine
and the Clerk was instructed to supply the
information desired. COMMUNICATIONS
A communication from the County d Los
Angeles Air Pollution Control District was
ordered placed on file.
' A request from Lynette Lane Harris for re-
imbursement for -damage to an automobile was
presented, said damage reportedly caused by
a faulty condition of the road.
Moved by Councilman Jackson, seconded by
Councilman Ortuno the request be referred
to the Acting City Attorney for investigation
and report.
Carried by the following vote of the Council:

A communication from the Inter -American
Municipal Organization was ordered placed
on file.
A letter from Evelyne R. Lake, Personnel
Clerk, was read containing an excerpt from
the minutes of the Civil Service Personnel
Board recommending that the Council consider
the recommendations of the Department Heads
in setting the pay of individual employees.
A general discussion of the proposed pay plan
followed and Mr. Lyman Cozad, representative
of Louis J. Kroeger and Associates, explained
the -plan in detail and answered all questions
relative thereto. After discussion, Council
set Tuesday, November 28th at 7:30 as time
for a joint meeting of Council. -Department
Heads and Civil Service Board Members for
further study of -the adoption of the pay
plan.
A communication from the Public Utilities
Commission relative to grade crossings was
ordered placed on file.
Relative to the list of recommendations
previously submitted by the Mayor, the
following conclusions were reached:
Department Heads will be requested to
' submit material requiring council action
by Friday noon, when possible.
Councilman Seltzer will investigate hav-
ing a free survey made to determine the
cost of having the city's ordinances
codified by an agency. -Council also dis-
cussed having the Acting.City Attorney
codify the ordinances.

Council will meet with City Auditor
Rulofson relative to possible im-
provements and unification of office
procedures as well as discussion of COUNCIL TO MEET
advisability of hiring a utilities WITH AUDITOR

The Clerk was requested to contact
the various commissions and request a
copy of their meeting minutes for the COMMISSIONS TO
Council box. SUBMIT MINUTES OF
MEETINGS
The Acting City Attorney was instructed
to prepare a list and summary of all CONTRACTS ETC REF -
active contracts and franchises. ERRED TO CITY
ATTORNEY
The Clerk was instructed to bring a
payroll worksheet to the next regular
meeting of Council showing a breakdown PAYROLL WORK SHEET
of regular time and overtime.
Department Heads were requested to notify
Council of any desired departmental changes.
Relative to a service contract with the Burroughs
Adding Machine Company, it was moved by Council-
man Memmesheimer, seconded by Councilman Ortuno
the Mayor be authorized to sign said service
agreement.

The Mayor reported on the financial status
of an A.Y.P.-sponsored Halloween party, stating
that the Chamber of Commerce might be request-
ed to underwrite a small balance.
Relative to statements rendered to Arnold
& Pon and Walter Lewis for equipment rental,
it was unanimously agreed that the delinquent
bills be referred to Acting City Attorney Snidow,
Councilman Jackson offered a resolution
entitled:

Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno this resolution be adopt-
ed as read and numbered Resolution No. 2465.

Councilman Seltzer offered a resolution entitled:

PER MONTH FROM THE LIGHT FUND INTO THE RESERVE

Relative to an agreement with the County of
Los Angeles for the care of prisoners, it
was moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the Mayor be authorized

Mr. Frank Ashley spoke to Council about the
need -for lights and stop signs at various LIGHTS AND
crossings. The matter of stop signs was re- STOP SIGNS
ferred to the Police Chief and Commissioner
for study and report.
After discussion, Acting City Attorney Snidow CITY ATTORNEY
was requested to submit a list -of sales tax TO SUBMIT LIST
delinquents for the Council to check. OF TAX SALE
DELINQUENTS
Councilman Memmesheimer, member of the Traffic -
Safety Committee, advised Council of a con-
ference to be held by that group in Sacramento.
Moved by Councilman Ortuno, seconded by
Councilman Jackson expenses to the conference
be allowed for either Councilman Memmesheimer COUNCILMAN
or Police Chief Kendrick, said expenses not MEMMESHEIMER
to exceed $125.00. TO ATTEND
