The City Council of the City,of Azusa met
in regular session at the above time and place.
Present for roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones, City
Engineer Brooks, Acting City Attorney Snidow, ROLL CALL
Deputy City Clerk. Absent: City Clerk.
Each member present acknowledged receipt of
a written copy of the minutes of November
20, 1950. The Mayor asked if there were any
objections or corrections to said minutes.
' There being none, the minutes of November 20,
1950 were approved as written.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the matter of decontrol
of rent be tabled until the next regular
meeting.

Noes: None Absent: None
A general discussion was held between members
of Council and City Auditor Rulofson relative
to the proposed pay adjustments recommended
for the City employees by the department heads
at the suggestion of the Civil Service Board.
The matter was held over for further discussion
by Council and the auditor on December 12, 1950
at 7:30 P.M.
Mr. J. H. Henion inquired about the status of
his request to build a 560 sq. ft. house in the
Paramount Tract. He was advised that if the
' Planning Commission recommends denial of his
request, he has the right to appeal the
recommendation. After discussion, Council
tentatively set the regular meeting date of
December 18th as a hearing date if the request
is denied.
Council discussed with Clyde Blanchard and Lynn
Gregg the formation of the Azusa Insurance .
Agents Association and a letter was read from
E. E. McMahon, President, explaining the pur-
pose of the group. Councilman Jackson moved
that Council go on record as approving the
Association but withdrew his motion after Council
discussed waiting for an opinion from the League
of Calif om is Cities.
Mr. Blanchard notified Council that since the
City does not have property damage insurance,
his company would not be able to take care of
a claim made by Lynette Lane Harris for damage
to her car due to faulty -condition of a road.
The claim was referred back to Acting City
Attorney Snidow.
' Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno the Mayor be authorized to
sign a Water Department Consumer's Agreement
with Alfred C. Smith.

Kitty's Kiddie Koop Store was read
relative to unlicensed solicitors.
Moved by Councilman Memmesheimer, second-
ed by Councilman Seltzer the matter be
referred to the Police Chief and Police
Commissioner for action.

Huntington Hotel in Pasadena.
A bulletin from the Director of Civil
Defense was read relative to a Mutual Aid
Agreement.

A communication from the Planning Commission
was read advising Council that Mr. Coffeets REQUEST TO REMOVE

A letter from the Planning Commission was
read recommending the rezoning of the east
and west side of San Gabriel Avenue between
Santa Fe Avenue azd Sixth Street to C-3 zone. RE -ZONING OF EAST
AND WEST SIDE OF
Moved by Councilman Seltzer, seconded by SAN GABRIEL AVE.
Councilman Ortuno this recommendation be re-
ferred back to the Planning Commission to be
incorporated in the complete reconsideration
of Ordinance #409.

parkway trees was not -acted upon since no
recommendation had been received from the
Planning Commission.
A communication from Chief of Police Kendrick
was read recommending installation of stop
signs at a number of hazardous corners with-
in the City.
Moved by Councilman Memm sheimer, seconded
by Councilman Ortuno the recommendation of
the Police Chief be accepted and Acting
City Attorney Snidow be instructed to pre-
pare a resolution authorizing said signs.

Park and Recreation Commission was read
asking that Council officially notify that
group of expirations of their individual
terms and also to specify which employee,
under Civil Service, is responsible for the
maintenance and care of the Recreation Hall
and who is to supervise recommendations made
by the Commission on maintenance and improve-
ments of parks and parkways.
Relative to the terms of office of the in-
dividual members of the Park and Recreation
Commission, it was moved by Councilman
Memmesheimer, seconded by Councilman Seltzer
the City Clerk be instructed to inform the
Commission the following expiration dates:

A communication from Cubmaster John
L. Ogborn was read requesting permission
to use the Civic Auditorium on the last

November was ordered placed on file.
Council discussed a contract with Coates,
Herfurth and England, Consulting Actuaries,
for the investigation of certain amendments
to the California State Employees' Retire-
ment Law. The matter was referred to Act-
ing City Attorney Snidow for report at,the
next meeting of Council.

A report from the Division of Highways
was made relative to their denial of stop
signals on Foothill Blvd. and advising that
further surveys will be done in the future.
Acting City Attorney Snidow called the
attention of the Council to the fact that
no written contract of employment had been
entered employing O'Melveny & Myers as
counsel for the City in the 1911 Act Pro-
ceedings for Assessment District No. 1950-
2 and Assessment District No. 1950-3. The Acting
City Attorney advised Council that before the
proceedings were commenced it was orally agreed
between the prior City Attorney, Mr. Tscharner,
'
and O'Melveny & Myers that such services should
be rendered for a fee of 2% of the contract
cost or $250.00, whichever was greater, for
each of these two projects and was to in-
clude an examination of the dedication of
streets, an examination of the plans, speci-
fications, assessment district map, diagram
and assessment roll and assistance and instructions
in connection therewith; also the preparation
of all resolutions, notices, contracts, bond
forms and other proceedings and papers requir-
ed for the work.
Moved by Councilman Jackson, seconded by
Councilman Seltzer and unanimously carried,
the following resolution was adopted by the
City Council of the City of Azusa, to wit:

Relative to the court proceedings filed

Moved by Councilman Jackson, seconded by
Councilman Ortuno the City Clerk be instructed
to transfer $1900 from the General Fund to the
Music and Promotion Fund to cover the contract
payment to the Jones -Decorating Company for
Christmas decorations. Carried unanimously.
City Engineer Brooks notified Council of the
public hearing to be held December 18th, 1950
on the 1911 Street Improvement Act proceedings.
He also presented Council with a plan for
lighting of the Slauson Memorial Swimming Pool
and after discussion it was decided that the
plan should be studied further.
Supt. Virgil D. Smith advised Council of the
need of 6 water pipe.
Moved by Councilman Jackson, seconded by
Councilman Ortuno the City Clerk be instructed
to advertise for bids for 10,000 feet of 6"
water pipe, requiring a bid bond put in the
specifications.

Councilman Seltzer spoke about the possible
necessity of cutting down on the help in the
City Treasurer's office due to slack in certain CITY TREASURER'S
work there. Council discussed the rehire or OFFICE
transfer status of the employee to be eliminated.

man Ortuno the Acting City Attorney be instruct-
ed to prepare a_resolution eliminating the
position held by Mrs. Holmes in the City Treasurer's
office.
