The City Council of the City of Azusa
met in regular session at the above
time and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones,
City Engineer Brooks, Acting City Attorney
Snidow, Deputy City Clerk. Absent: City',
Clerk.
Each member present acknowledged receipt
of a copy of the minutes of December 4, 1950.
' The Mayor asked if there were any objections
or corrections to said minutes. There being
none, the minutes of December 4, 1950 were
approved as written.
Mr. Cleveland Smith of the Decimal Codes Company
advised Council that he had studied the City
ordinances and gave. an estimate of $1,000 for
codification of said ordinances with any work
over that amount to be pro -rated. No action
was taken on the codification.
Council discussed a transfer for Martha Holmes
from the Treasurer+s Office to the Light and
Water Department as a typist clerk and dis-
cussed the possibility of a classification change
to Account Clerk when a probationary period had
been successfully served. No action was taken
on the actual transfer pending adoption of
the over-all payroll plan.
Council discussed at length the Personnel
Classification and Pay Plan as proposed by
Louis J. Kroeger and Associates, and it was

man Jackson that the Acting City Attorney be
directed to prepare a resolution adopting the
classification specifications as recommended by
the Civil Service Board and incorporated in
the proposal by Louis J. Kroeger & Associates.

After discussion, it was moved by Councilman
Seltzer, seconded by Councilman Ortuno Acting
City Attorney Snidow be directed to prepare a
resolution adopting the allocation list as
recommended by Louis J. Kroeger & Associates
as amended by action of the Civil Service Board
on December 12th, with the exception of the
change of classification of Martha A. Holmes
and the complete exclusion of Marlowe Madison
as Fire Chief, Edwin Mendenhall as Assistant
Fire Chief and S. E. Skidmore as Account Clerk,
that the Acting City Attorney be instructed to
prepare an action for declaratory relief for
' the purpose of determining the Civil Service
status of Marlowe Madison, Edwin Mendenhall
and S. E. Skidmore, and that pending a decision
of the court on the declaratory relief, Madison,
Mendenhall and Skidmore remain in the positions
that they now hold and their salary be not less
than they are receiving at the present time.

Mayor Jones recommended that the Police
and Fire Department employees receive pay
for the eleven holidays per year that the
balance of the City employees have off with
pay.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson the Attorney be in-
structed to prepare a resolution authorizing
a day's pay for the Police and Fire Depart-
ments for holidays taken by other City employees.

Mayor Jones announced that this is the time
and place fixed for hearing protests, ob-
jections or appeals concerning that certain
street work in the City of Azusa done under
the Improvement Act of 1911 and resolution of
intention, Resolution No. 2385, consisting
of certain concrete curbs and gutters and
driveways of concrete pavement and o" premix
pavement on Angeleno Avenue, San Gabriel Avenue
and First Street.
The Clerk presented affidavits of posting,
mailing and publication of notice of filing
assessment.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the affidavits be approved
and ordered filed.
Carried by the following vote of the Council:

A letter from the Azusa City Plannirg
Commission was read recommending that a re-
quest made by J. H. Henion to build a 560 sq.
ft. house in the Paramount Tract be denied.
A letter from Mr. Henion was read protesting
the recommendation of the Planning Commission
and appealing to the Council for a review HR. HEPIION�S REQUEST
and hearing, a tentative date of December DENIED
having been set at the last meeting of
Council.
Mr. Henion waived the ten day notice of hear-
ing and a general discussion followed relative
to Mr. Henion's request to the Planning Commission.
Moved by Councilman Jackson, seconded by
Councilman Memmes1simer the recommendation
of the Planning Commission be accepted and
the request of Mr. Henion to build a 560
sq. ft. house on Lot 29, Block 7, Tract
8507 be denied. _

Relative to a rental statement in the amount
of $55.00 received from the National Guard
Armory, it was moved by Councilman Jackson,
seconded by Councilman Ortuno the Acting City
Attorney be instructed to investigate the
Armory contract and be prepared at the next
meeting of Council to send a letter of pro-
test to the Adjutant General.

A letter from the Planning Commission was read
recommending that a request made by Ernest
F. Laughman to erect and operate a rabbit

Councilman Jackson the recommendation of the
Planning Commission be accepted and the re-
quest of Mr. Laughman to operate a rabbit
manure processing plant be denied.

After discussion, it was moved by
Councilman Seltzer, seconded by Council-
man Ortuno that Council authorize Mayor
Jones and Civil Defense Chairman Fred
G. Becker to attend a Civil Defense
meeting to be held by the League of
California Cities in Sacramento on January
4th and 5th with expenses of the trip allow-
ed, not to exceed $125.00 each.

Mayor Jones read a letter from Civil De-
fense Chairman Fred G. Becker explaining
plans and maps that have been prepared and
outlining immediate needs of that group.
Mayor Jones suggested that the Red Cross
room might serve as a temporary headquarters.

Franklin, emergency patrolman, was read.

by Councilman Ortuno Wallace W. Franklins
resignation be accepted.

was read requesting permission to place a pay

Moved by Councilman Memmesheimer, seconded
by Councilman Jackson the City Clerk be
authorized to advertise for bids for the annual
gasoline supply.

A letter from the Park and Recreation
Commission was read recommending certain
work to be done on the Recreation Rall.
Public Works Chairman Ortuno advised Council
that the work outlined was already well under
way and the letter was ordered placed on file.
A request to remove trees was contained in a
letter from William Rottman, 535 Orange Avenue,
and it was moved by Councilman Seltzer, Second-
ed by Councilman Ortuno and duly carried that
the request be referred to the Park and Recreation
Commission for recommendation.
A notice of stockholders meeting of the Azusa
Citrus Association was read and ordered placed
on file.
A request of the San Francisco Club of the
Coast League to hold a tryout camp at Memorial
Park was read.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson this request be referred
to the Park and Recreation Commission and they
be advised of the planting of new lawn on the
ball park.

A letter from the Planning Commission was
read recommending that a request of Robinson
Bros., Subdividers of the Ott Tract, be given
permission to decrease the width of the park-
way east of Pasadena Avenue from 16 ft. to 12
ft. in order to save some black walnut trees
and also permission to limit the sidewalk on
the south side of 11th Street, east of Pasadena
Avenue.
Moved by Councilman Seltzer, seconded by Council-
man Ortuno the recommendation of the Planning
Commission be accepted and the request of
Robinson Bros. be granted.

A letter from the Planning Commission was read
' recommending that the sidewalk right-of-way
area north of the Certified Grocery on Virginia
Avenue & Fifth Street be kept clear for
pedestrians and that car parking in that area
be prohibited.

Councilman Ortuno the recommendation of the
Planning Commission be accepted and the matter
be referred to the Police Department with power
to act in marking the parking area.

Council discussed the possibility of
the Certified Market leasing a portion REQUEST TO LEASE CITY
of City -owned property across the street PROPERTY
for parking purposes.
The Planning Commission recommended that
a request of Alfred Harris to erect a 680
sq, ft. residence on Lot 94, Tract No. 10660
near Fourth and Coney Avenues be granted.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the recommendation of the
' Planning Commission be accepted and the re-
quest of Alfred Harris be granted.

A communication from the Planning Commission
was read recommending that a request of Mrs.

A communication from the Planning Commission

of the Planning Commission be accepted and
the request of La Tolteca and Lewis Variety
Store to remove -parkway trees be granted.

The Planning Commission recommended that
Fryts Market be granted permission to re-
move pmkway trees for a distance of 150 feet
to the north of the present market building
and also asked that Council conslobr curb re-
moval for parking lot purposes.
Moved by Councilman Jackson, seconded by
Councilman Seltzer and duly carried the matter
of driveways for Fry's Market be referred to
Supt. Arthur Wolfe and Engineer Ralph Brooks
for recommendation.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno and duly carried the re-
commendation of the Planning Commission be
accepted relative to the removal of trees
at Fryls Market and permission be given for
said removal.

carried that a letter from the Department
of Building and Safety of Los Angeles DEPARTMENT OF BUILDING
County be referred to Acting City Attorney AND SAFETY
Snidow with a request to check and report.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson the Mayor be authorized
to sign a service agreement for three type-
writers, said agreement being with Stockwell
& Binney.

Mayor Jones read a letter written to the
Director of Finance, Sacramento, relative PUBLIC WORKS PROJECT
to public works projects posed by the City
of Azusa as outlined by City Engineer Brooks.
Mayor Jones was authorized to sign the letter

Commission, it was moved by Councilman Mem-
