Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City Engineer Brooks, Acting City Attorney Snidow, Deputy City Clerk. Absent: City Clerk. . Each member present acknowledged receipt of a written copy of the minutes of January 2, 1951. The Mayor asked if there were any objections.or corrections to said minutes. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried the following salary range numbers be added to the minutes of January 2, 1951. Cement Finisher: Salary Range #18 Assistant Custodian: Salary Range #11 The Minutes of January 2, 1951 were approved with the above addition. SOUTHERN PIPE AND CASING COMPANY Moved by Councilman Seltzer, seconded by Councilman Ortuno the bid of Southern Pipe and Casing Company be accepted. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The Clerk announced that three bids had been received in answer to Notice Inviting Bids for the annual supply of gasoline. ' Moved by Councilman Memmesheimer, seconded by Councilman Jackson the bids be now opened, examined and publicly declared. Noes: None Absent: None SHELL OIL COMPANY STANDARD.OIL COMPANY UNION OIL COMPANY ROLL CALL MINUTES APPROVED SALARY RANGE NUMBERS SCHOOL BOND ELECTION PACIFIC ELECTRIC RAILWAY COMPANY BID ON PIPE BIDS ON GASOLINE Wayne Beeman of the Azusa City Schools Board of Trustees spoke about the coming school bond election aid urged everyone to vote. T. L. Wagenbach of the Pacific Electric Railway invited members of Council to a groundbreaking ceremony of the new P. E. freight line. The Clerk announced that one bid had been received in answer to Notice Inviting Bidstbr pipe. Moved by Councilman Memmesheimer, seconded by Councilman Jackson the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A Treasurers Report for the month of December was ordered placed on file. A letter from the County of Los Angeles was read relative to a Civil -Defense meet- ing sponsored by the Community Coordinating Councils. The letter was ordered filed. Moved by Councilman Seltzer, seconded by Mayor Jones and duly carried a letter from the Lucky Lager Brewing Company relative to widening of Georgia Street be referred to Street Supt. Wolfe, City Engineer Brooks aid Public Works Chairman Ortuno for study and report.. A letter from Dell Trailor, President of the Azusa Merchants Association was read advising Council that the City had been given a check in the amount of $670 to apply on the cost of street Christmas decorations. The letter was ordered filed. A communication from D. T. Dawe, Secretary of the Azusa Park and -Recreation Commission was read relative to a State -conducted survey of recreation facilities which is -available and recommending that the Council request ' such a survey. Moved by Councilman Seltzer, seconded by Councilman Ortuno the City Clerk be instruct- ed to write a letter and the Mayor be authorized to sign same requesting that the State conduct a survey of recreation facilities for the City. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent:.None Council again discussed the advisability of transferring the nightball program from the sponsorship of the Azusa Youth Program to the City Park and Recreation Commission. Moved by Councilman Seltzer, seconded by Councilman Ortuno the recommendation of the Park and Recreation Commission contained in their letter of January 2nd be accepted and the nightball program be transferred from the Azusa Youth Program to the Park and Re- creation Commission. Carried by the following vote of the Council: Ayes: Councilmen: Ortuno, Seltzer, Jones. Noes: Councilmen: Jackson, Memmesheimer. Absent: None A letter from Dale Chitwood, Business Manager of "The Scepter" relative to an advertisement in_their yearbook was read and referred to the Chamber of Commerce. 7:30 P.MP� CIVILIAN DEFENSE WIDENING OF GEORGIA STREET CONTRIBUTION ON CHRISTMAS DECORATIONS PARK AND RECREATION COMMISSION NIGHTBALL PROGRAM 212 CITY HALL, AZUSA, CALIFORNIA, MONDAY, JANUARY 15, 1951 7:30 P.M -21 3. Moved by Councilman Ortuno, seconded by Councilman Memmesheimer aid duly carried a letter from Win. Heller relative to flood conditions at First and Soldano Avenues be referred to Street Supt. Wolfe and Public Works Chairman Ortuno for.action. Two communications from the office of the Director of Civil Defense were referred to Fred Becker. Mayor Jones reported on the Civil Defense ' meeting held in Sacramento and submitted a proposed ordinance relating to Civil Defense and Disasters for study by the Council. A letter from the Los Angeles County Board of Supervisors and copies of Agree- ments with reference to maintenance of prisoners were placed on file. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried a verified claim for damage to an automobile owned by Lynette Harris be referred to Acting City Attorney Snidow for study and report. Councilman Sell zer offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, REQUIRING ALL EMPLOYEES AND PROSPECTIVE EMPLOYEES TO BE FINGERPRINTED AND DIRECTING THE POLICE DEPARTMENT TO CHECK ' SAID EMPLOYEES AND PROSPECTIVE EMPLOYEES FOR CRIMINAL RECORDS AND TO REPORT THEIR FINDINGS TO THE CITY COUNCIL.AND THE PERSONNEL BOARD. to be placed on its second reading. . Noes: None Absent: None Council discussed a proposed freeway program and the matter was held over until the next meeting of Council for further study. Council discussed a raise in pay for the volunteer firemen, and it was moved by Councilman Memmesheimer, seconded by Council- man Seltzer Acting City Attorney Snidow be instructed to prepare a resolution in- creasing the pay of the volunteer fire depart- ment 50¢ per call, effective February 1, 1951. Noes: None Absent: None Moved by Councilman Memmesheimer, seconded ' by Councilman Seltzer Attorney Snidow be authorized to prepare a resolution increasing the salary of Fire Chief Marlowe Madison to $150.00 and the salary of Assistant Fire Chief Edwin Mendenhall to $75.00. Noes: None Absent: None PROPOSED FREEWAY PROGRAM SALARY FOR VOLUNTEE: FIREMEN SALARY FOR FIRE CHIEF AND ASSISTANT FIRE CHIEF CITY ATTORNEY TO REPRESENT COUNCIL IAT COURT ACTION POMONA HUMANE SOCIETY EMPLOYMENT OF A. L. SONDEREGGER CONSULTING ENGINEER Moved by Councilman Memmesheimer, seconded by Councilman Seltzer Councilman Jackson be instructed to receive all information from thPomona Humane Society relative to cost of�$censing, catching, etc., and report back. After discussion, it was moved by Councilman Memmesheimer, seconded by Mayor Jones Supt. Smith and Public Utilities Chairman Seltzer be authorized to employ A. L.
