The City Council of the City of Azusa
met in regular session at the above
time and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones,
City Attorney and City Clerk. Absent: None ROLL CALL
Each -member present acknowledged receipt
of a written copy of the minutes of the
regular meeting of January 15, 1951 and the
adjourned meeting of January 24, 1951. The
' Mayor asked if there were any objections or MINUTES APPROVED
corrections to said minutes. There being
none, the minutes of January 15, 1951 and
January 24, 1951 were approved as written.
Milo Hawkins addressed Council relative to
the Harry Jumper Memorial, offering a letter
signed by I. R. Calvert, Chairman of the
Park and Recreation Commission, recommending
that the Memorial be erected near the bleachers HARRY JUMPER
and that the Committee be given the privilege MEMORIAL
of selecting the site.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the recommendation of
the Park aid Recreation Commission be accepted
and the City Engineer aid Supt. of Parks be
instructed to cooperate with the Harry Jumper
Memorial Committee and the Park and Recreation
Commission in selecting the site.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Memmesheimer, Jones.

' It was also agreed that Mr. Wolfe be instruct-
ed to supervise the construction end Emile
Gipp to do the work.
The City Clerk announced that two bids had
been received in answer to Notice Inviting BIDS ON DRILLING
Bids on the drilling of certain wells. WELLS
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno that the bids be now
opened, examined and publicly declared.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Memmesheimer, Jones.
Noes: None Absent: None
BARBER BRIDGE DRILLING CORPORATION
ROSCOE MOSS COMPANY
It was unanimously agreed that the two bids
be referred to the City Engineer and Water
Supt. for study and report on wells #5 and #7.
The Clerk announced that five bids had been
received in answer to Notice Inviting Bids
on pumps and appurtenances.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson the bids be now opened,
examined and publicly declared.
Carried by the following vote of the Council:

Moved by Councilman Seltzer, seconded by
Councilman Ortuno the bids be referred to
the City Engineer and Supt. of Water for
study and report at the next regular meeting
of Council.
Carried by the following vote of the Council:

Councilman Seltzer and Mr. Smith reported
on well sites, recommending a location offered
by Mrs. Cohn on the S. E. corner of Aspen and
Third Streets. M%Dr Jones offered a letter
from A. L. Sonderegger, Consulting Engineer,
recommending the S. E. corner of Aspen and
Third Street as a suitable well site.
Moved by Councilman Seltzer, seconded by
Councilman Jackson the City Attorney be in-
structed to negotiate the purchase of the Cohn
property including a satisfactory easement
from the property to the City's 10" line at
the corner of Third Street and Virginia Avenue.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno, Seltzer,
Memmesheimer, Jones.
Noes: None Absent: None
Mr. Tom Feld, representing the Chamber of
Commerce, addressed Council requesting a
' pedestrian crossing in the center of the
block north of Foothill Blvd. and the center
of the block just south of Foothill Blvd., a
trip light be installed at the intersection of
San Gabriel Avenue and Foothill Blvd., one at
the intersection of Virginia Avenue and Foot-
hill Blvd. and also additional street signs.
It was explained to Mr. Feld that the State
had objected to the pedestrian crossing and
the installation of crossing lights; however
they had agreed to conduct another survey in
the very near future.
George Trost requested Council to take action
in the matter of removal of a pile of scrap
metal located on the property near his home.
Mayor Jones assured Mr. Trost he would take
this matter up with Mr. Stein.
A petition with 38 signatures of property
owners attached thereto protesting the grant-
ing of zone variances within the one -hundred
and two -hundred blocks -on South Azusa Avenue,
' was read.
A letter from the Planning Commission was offer-
ed, recommending the request of Ruth'Lee for
a zone variance from an R-1 to a C-2 zone on
property described as Lot 11, Block C. Aaxsa
Land and Water Company, be denied.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer the recommendation of the
Planning Commission be accepted.

A letter from the Planning Commission
recommending that Harry W. Easton be
granted permission to erect a 774 sq. ft,
residence at 736 W. Second Street, was read.
Moved by Councilman Jackson, seconded by
Councilman Seltzer Council accept the re- RECOMMENDATIONS RROM
commendation of the Planning Commission.

' A letter from the Planning Commission recommend-
ing that Dr. Larus be granted a zone variance
from an R-2 to a C-2 zone on property des-
cribed as Lots 35 and 36, Block 53, was read.
Moved by Councilman Jackson, seconded by
Councilman Ortuno this matter be held over
and the City Clerk be instructed to contact
Mr. Decker, who represents Dr. Larus, to
supply Council with information -concerning
the specific use.

Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
' OF AZUSA,.LOS ANGELES COUNTY, CALIFORNIA,
ESTABLISHING A POLICE RESERVE CORPS FOR THE RESOLUTION NO. 2483
PURPOSE OF EMERGENCY AND RELIEF AS REQUIRED ADOPTED
BY THE POLICE DEPARTMENT. _
Moved by Councilman Jackson, seconded by
Councilman Ortuno this resolution be adopted
as read and numbered Resolution No. 2483.

Councilman Seltzer passed.
A letter'from Ethel M. La Rew of the La Row
School for Girls -9 requesting permission to
transfer the name on the sign presently locat-
ed on Highway 66 from La Rew School for Girls CHANGE OF NAME ON
to the Brown School for Girls, was read. SIGN
Moved by Councilman Jackson, seconded by
Councilman Ortuno permission be granted.

City Engineer Brooks and Water Supt. Smith
reported that Roscoe Moss Company was the
low bidder on drilling wells No. 5 and No. 7.
REPORT OF DRILLING
Moved by Councilman Seltzer, seconded by WELLS
Councilman Ortuno Council award the bid to
Roscoe Moss Company on Schedule "An and
Schedule "D" and that Schedules °Bn and nCn
be rejected.

A letter from Evelyne R. Lake, Personnel
Clerk, and a copy of the minutes of the
meeting of the Azusa Personnel Board, were
offered.
Councilman Jackson reported that Mr. Miller
had asked him to provide legal counsel for
LEGAL COUNSEL FOR
the Personnel Board in the proposed action
PERSONNEL BOARD
between the City and Personnel Board aid
others. No action was taken.
A letter from Clyde A. Blanchard and one
from the Pacific Electric Railway Company
were read and ordered placed on file.
COMMUNICATTONS
ORDERED PLACED ON
The matter of providing the Civilian Defense
FILE
Organization with office space and clerical
assistance was referred to Councilman Jackson
to contact Mr. Becker and then report to Council.
Mayor Jones reported on the bill for use of
the Armory by the Police Reserve corps.
Mayor Jones also reported that the Mayor of
Covina would like to hare a joint meeting
with the Covina council and the Aaxsa Council
to talk over problems and to make plans for

future meetings with the city of Glendora

and West Covina. Tentative date of February

A telegram on price stabilization was read.

Councilman Seltzer offered a resolution entitled:

VENIENCE REQUIRE THAT CERTAIN STREETS WITHIN
' SAID CITY BE IMPROVED FROM GAS TAX FUNDS TO
BE APPORTIONED BY LOS ANGELES COUNTY TO SAID
CITY FOR THE 1950-51 FISCAL YEAR.

City Attorney Snidow reported that the Hearing
on new rates to be set for the Associated
Telephone Company is being contested by cer-
tain cities in this area and Azusa has been
invited to participate.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer the City Attorney be in-
structed to advise David S. Locker of the City
Council's willingness to join with the other
cities in this matter to the extent of $61.29.

Councilman Ortuno reported on the condition
of the alleys between Third and Fifth Streets
on both sides of Barbara Avenue..
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the Street Supt. be authorized
and instructed to improve the alleys with money
derived from the Los Angeles County Fund.
