Present at roll call: Councilmen: Jackson, Ortuno, Memmesheimer, Jones, City Attorney ROLL CALL and City Clerk. Absent: Councilman: Seltzer. Each member present acknowledged receipt of a written copy of the minutes of February 5, 1951. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of February 5, 1951 were approved as written. Mr. Rolla E. Clapp addressed Council relative to the request of the Pacific Electric Rail- way Company to construct a spur track across Motor Avenue to the east side of Irwindale Avenue. Moved by Councilman Jackson, seconded by Councilman Ortuno, Council defer action upon the request of Mr. Clapp on behalf of the I9cific Electric Railway Company to construct a track across Irwindale and Motor Avenues and the alley between Irwindale and Motor__ Avenues until the next regular meeting of' Council for the purpose of investigation. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman: Seltzer. Mr. Arthur J. Lauder of 610 N. Azusa Avenue informed Council that he had purchased a glass jar of relish from the Safeway Store and found a piece of broken glass _in the relish. Mr. Lauder was advised to contact the Los Angeles County Health Department. Ralph Brooks reported on bids for pumps and equipment referred to him for checking, recommending that the bid on the submersible pump and motor without electrical equipment be awarded to the low bidder, Byron -Jackson Pump Company and the booster pump be awarded to Peerless Pump Company. LAUDER REFFRREI TO COUNTY HEALTH DEPARTMENT REPORT ON BIDS A letter from the Canyon City Post ,#180, American Legion, offering the services of the members and use of the clubhouse to the Civil Defense program was read. Moved by Councilman Memmesheimer, seconded by Councilman Jackson this letter be referred to Fred Becker for further consideration. Carried by the following vote of.the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. l The Veterans of Foreign Wars requested in writing a business license to operate a "Kiddie Land" on property located on the north .side of Foothill Blvd. between Angeleno and Sunset Avenues. Mr. C. Hoage explained more fully concerning this project and he was re- quested to submit to Council the insurance policy required for such a business. Mr. Arthur J. Lauder of 610 N. Moved by Councilman Jackson, seconded by Councilman Memmesheimer the Peerless Pump Company be awarded the bid on Item #2, Alternate "C" and Alternate "E" upon the condition that the Peerless Pump Company agree in writing to authorize Council to cancel, at their discretion, Item Alternate "E" at any time prior to May 15, 1951 and that all other bids on Item #2 be rejected. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. Moved by Councilm;n Ortuno, seconded by Councilman Memmesheimer that all other bids on pumps and appurtenances be rejected and the City Clerk be authorized and instructed to return bonds and checks to the unsuccessful bidders and the Water Superintendent be authorized to purchase the balance of items on electrical equipment in the open market and the City Attorney instructed to prepare a resolution authorizing the purchase of material in the open market, Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. A letter from Mr. Bepristis relative to"the noise created by the Azusa Rock and Sand Company together with petitions, were read. Moved by Councilman Ortuno, seconded by Councilman Memmesheimer this matter be referred to the City Attorney for investigation and report. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. Mr. Farley Beckett addressed Council relative to the five acre piece of land north of Twelfth Street owned by the City and asked that the ground be leveled. Moved by Councilman Jackson, seconded by Councilman Memmesheimer this matter be referred to the Park and Recreation Commission for a recommendation at a later date. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. A letter addressed to the City Council and signed by D. T. Dawe, Secretary, Azusa Park and Recreation Commission, advising Council of the proposed survey of recreation facilities and programs in this community and of a meeting scheduled for February 26th at 8:00 P.M. to discuss the project with interested citizens BYRON JACKSON PUMP COMPANY BID ACCEPTED PEERLESS PUMP CO. BID ACCEPTED PROTEST AGAINST NOISE AND DUST CLEARING OF PARK IN NORTH SECTION OF CITY REFERRED TO PARK AND RECREATION COMMISSION PROPOSED SURVEY OF RECREATION FACILiTi PM 1 CITY HALL, AZUSA, CALIFORNIA, MONDAY, FEBRUARY 19, 1951 and the City Council, was read and ordered placed on file. Mayor Jones reported, for Councilman Seltzer, that Mr. and Mrs. Davis had granted the City a 101 easement across their property for a proposed water line. Moved by Councilman Memmesheimer, seconded by Councilman Jackson the City Attorney be authorized to procure a Title Report on the Davis property for right-of-way for water lines adjacent to the proposed well site. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. ' Mayor Jones reported for Councilman Seltzer that the San Gabriel River Spreading Corporation offered to sell the City approximately twenty acres of land in the north west section of the City to be used as a dump site for 5750.00 per acre and also offered land in the same area for 0500.00 per acre to be used as a reservoir site, also that the Azusa Agricultural Water Company had offered to sell the City certain land for a reservoir site at a nominal sum. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the City Attorney be instructed to draw the necessary papers for the purchase of a reservoir site located adjacent to the Agricultural Water Company Plant, north of Twelfth Street, for a nominal consideration. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. A letter addressed to Council and signed by Ivan D. Turner, President of the Junior College ' Baseball Tournament, requesting the City to pur- chase twenty miniature bronze baseballs and nine miniature gold balls to be awarded during the Eighth Annual Junior College Baseball Tourna- ment, was read. Moved by Councilman Jackson, seconded by Councilman Ortuno this matter be referred to the Chamber of Commerce. BALL TOURNAMENT Mayor Jones reported that escrow proceedings had been opened for the purchase of a well site near the intersection of Aspen Avenue and Third Street. ' Moved by Councilman Jackson, seconded by Councilman Memmesheimer that the Mayor be authorized to sign Escrow Instructions #1677, Bank of America, in behalf of the City at a purchase price of Two Thousand Dollars plus escrow and title charges on property described as the north 1001 of the east 330+ of the west 66o, of Lot 51, Sub. #2, Azusa Land and Water Company, --subject to matters of record. Hernandez be granted a zone variance to conduct a grocery store at 319 Soldano Avenue was read. Moved by Councilman Ortuno, seconded by Councilman Jackson that the recommendation of the Planning Commission be $)proved provided that the zone use be granted to Emilio M. Hernandez and not to the land, that no liquor be served or sold, and the variance be not transferable, also that the City Attorney be instructed to prepare the necessary resolution. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. A report from the Personnel Clerk advising Council that the Personnel Board had certified certain men as eligible for appointment as patrolmen in the Police Department, listing their names, and a letter signed by Chief A. L. Kendrick recommending the appointment of James S. Lynch as a probationary patrol- man, were read. Moved by Councilman Jackson, seconded by Councilman Ortuno that James R. Lynch be appointed as a probationary patrolman effect- ive as of March 1, 1951. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. Letters from the Assembly California Legislature, Los Angeles County Building and Safety Depart- ment were read and ordered placed on file. 7:30 PA49 EMILIO M. HERNANDEZ GRANTED ZONE VARIANCE REPORT OF PERSONNEL CLERK JAMES R. LYNCH EMPLOYED AS A PROBATIONARY PATROLMAN A communication from the Bureau of Public Roads (Highway Operations) was read -and re- ferred to City Engineer Brooks for consideration COMMUNICATIONS and report. A letter from the Metropolitan Recreation and Youth Services Council was presented and re- ferred to the Park and Recreation Commission. A tentative map of Subdivision No. 16374 was presented to Council for approval. Moved by Councilman Memmesheimer, seconded by Councilman Jackson this matter be taken under consideration until the next regular meeting of Council. Moved by Councilman Memmesheimer, seconded by Councilman Jackson this matter be re- ferred to the Park end Recreation Commission with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: None . Absent: Councilman Seltzer. A telegram addressed to the Mayor from the Director, Office of Price Stabilization, Emergency Stabilization Agency in Washington was read and ordered placed on file. Councilman Jackson reported on investigation LICENSING AND CAR; of licensing and care of dogs. Action was OF DOGS deferred. Councilman Ortuno reported on the lease for the Girl Scout Hall and the possible erection of a fence around the building. It was unanimously agreed that the City Engineer GIRL SCOUT HALL investigate this matter and report to Council at the next regular meeting.
