The City Council of the City of Azusa
met in regular session at the above
time and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones,
City Attorney Snidow and City Clerk. Absent:
None.
Each member present acknowledged receipt
of a written copy of the minutes of February
199 1951. The Mayor asked if there were
any objections or corrections to said
minutes. The minutes of February 19, 1951
were approved with the following correction:
"The Pacific Electric Railway Company re-
quested permission to construct a track
across Irwindale and Motor Avenue and the
alley between Irwindale and.Motor Avenue.n
Mr. T. L. Wagenbach of the Pacific Electric
Railway.Company addressed Council and presented
three copies of an application for a franchise
to construct, maintain and operate standard
gauge drill and spur track across Motor Avenue
and Irwindale Avenue and a twenty foot alley
between those highways in the City of Azusa.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the qDplication be granted.
Carried by the following vote of the Council:

Memmesheimer, Jones.
Noes: None Absent: None
A communication signed by Albert L. Kendrick,
Chief of Police, stating that he could see
' no reason why the permit to operate a "Kiddy -
land" should not be granted to the Veterans
of Foreign Wars, was read.
Moved by Councilman Memmesheimar, seconded
by Councilman Ortuno a city license be granted
J. D. Kemmerling and Margaret Kemmerling and
the -Veterans of Foreign Wars, Post No. 6070,
providing they keep on file with the City of
Azusa proof of continuous Liability Insurance
in the am of not less than twenty thousand
dollars.

Mr. Bepristiss addressed Council relative to
the petition filed with Council concerning
the noise created by the Azusa Rock and Sand
Company. Mr. Snidow said that he would report
On this matter as soon as he could arrange a
meeting with Mr. Bender and Mr. Miller.
The Hazel Hurst Foundation requested a permit
.to hold a Fun Fair, the money derived from
this Fair to be used to finance the neat
class -of students.
Moved by Councilman Ortuno, seconded by
Councilman Seltzer this request be granted.

Azusa Armory by the 375th Military Police
Company, was read.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer this matter be re-
ferred to the City Attorney for investigation
and report.

A letter signed by J. T. Carriel complaining
about the Police Department policy was read
and referred to the Chief of Police for in-
vestigation and report.
A letter concerning the Horse Fair and Stock
Show to be held in Salinas was -read and re-
ferred to the Chamber of Commerce.
A letter and two copies of a proposed contract
relative to the Metropolitan Transportation
Engineering Board was presented by Mayor Jones.

Councilman Ortuno this matter be referred to
Mayor Jones for study and report.

A communication from the League of California
Cities advising Council that the costs of
League operation -are higher and the Board
voted to ask for a voluntary special assess-
ment of 15% of the regular league does, was
offered.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno that the City Clerk be
instructed to draw a demand upon'the General
Fund made in favor of the League of California
Cities in the amount of $43.50.

Mr. Russell P. Smith requested a business
license to operate a trailer court at #753
Loren Avenue on property described as Lot

by Councilman Seltzer that Mr. Smith be grant-
ed a business license with the provision he
' complete the trailer court within 120 days
and if for some reason he has not been able
to complete it within the given time that he
report back to Council and state the reason.

The matter of garbage disposal units was dis-
cussed and no action taken.
The matter of legal holidays to be observed
by the city employees was discussed.

the eleven holidays and State-wide election HOLIDAYS REFERRED TO CITY

Councilman Memmesheimer withdrew his second
to this motion and the motion failed for
lack of a second.
Councilman Memmesheimer suggested the City
Attorney be authorized to contact the League
of California Cities and ascertain the -holidays
recognized by the cities and their various
departments, in the State.
