met in regular session at the above time
and place.

Present at roll call: Councilmen: Ortuno,
Seltzer, Memmesheimer, City Attorney Snidow, ROLL CALL
City Engineer Brooks and Deputy City Clerk.
Absent: Councilmen: Jackson, Jones; City Clerk.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno and duly carried Councilman
Memmesheimer act as mayor protem. Thereupon MAYOR PROTEdi
' Councilman Memmesheimer took the chair.
Each member present acknowledged receipt of
a written copy of the minutes of March 5,
1951. The Mayor Protem asked if there were
any objections or corrections to said minutes.
There being none, the minutes of March 5, MINUTES APPROVED
1951 were approved as written.
A letter of resignation from Wilfred Holmes,
Patrolman, was read.
Moved by Councilman Ortuno, seconded by
Councilman Seltzer the resignation of
Wilfred Holmes be accepted. WILFRED HOLIES
Carried by the following vote of the Council: RESIGNATION
Ayes: Councilmen: Ortuno, Seltzer, Memmesheimer.
Noes: Councilmen: None
Absent: Councilmen: Jackson, Jones.
A letter from A. L. Kendrick, Chief of Police,
was read recommending the appointment of Neal
T. Robertson to fill the vacancy created by
the above resignation, said appointment to be APPOINTIMNT OF
' effective April 1, 1951, at salary range #3, NEAL T. ROBERTSON
full qualification rate of $273.00.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the recommendation of Chief
Kendrick be accepted.
Carried by the following vote of the Council:
Ayes: Councilmen: Ortuno, Seltzer, Memmesheimer.
Noes: None Absent: Councilmen: Jackson, Jones.
A communication from the Civil Service Personnel
Board was read recommending that Evelyne R.
Lake, Personnel Clerk, be raised from the first
step of 1218.00 under the pay plan to the second SALARY OF PERSOM EL
step of 231.00, effective April 1, 1951, due to CLERK
the completion of her probationary period.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the recommendation of the
Personnel Board be accepted.
Carried by the following vote of the Council:

Noes: None Absent: Councilmen: Jackson, Jones.
' A letter from the Personnel Board was read re-
commending that Jack Masminster, Meter Reader,
be raised to the.third step of the pay plan with
a full qualification rate of $244,00, effective SALARY OF METER READER
April 1, 1951.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the recommendation of the
Personnel Board be accepted.

A communication from the Planning Commission
was read recommending the approval of a
tentative map of Subdivision No. 17149 to be
located on Lots 3 and 4, Block B. Azusa Land
m d Water Company; subject to the approval
of the City Engineer.
Upon recommendation of City Engineer Brooks,
it was moved by Councilman Seltmr, seconded
by Councilman Ortuno the tentative map of Sub- TENTATIVEPti:P

provisions of the subdivision ordinance. APPROVED

A letter from the Planning Commission was
read recommending that permission be granted
to Cecil Romero, 338 N. Monte Vista Avenue,
to add a room to his existing home which would

Seltzer, seconded by Councilman Ortuno this

A communication from the Planning Commission
was read recommending that permission be
given to move a 960 sq. ft. house to the
southeast corner of Soldsa o Avenue and Eighth
Street.

A communication from the Planning

A letter from the County of Los Angeles, AIR POLLUTION
Air Pollution Control District, was read and
ordered placed on file.
A letter from the City of South Pasadena
relative to a meeting to be held April 4,
1951, to discuss personnel problems, salaries
and wages was read.

A letter and suggested resolution relative to
the smog problem was referred to Stuart Giles, SMOG PROBLEM
Planning Commission Chairman, who volunteered
to obtain information on the matter.
Two letters relative to Civil Defense were re-
ferred to Fred Becker.

Moved by Councilman Seltzer, seconded by
Councilman Ortuno the City Clerk be instruct-
ed to advertise for transformers per specifications
to be furnished by Superintendent Smith, bids
to be opened April 20 1951.

Superintendent Smith reported to Council
on the current water situation.
Farley Beckett requested that Council con-
sider the development of a park area on City -
owned property above Twelfth Street and a
general discussion followed. No action was
taken on the matter.
A letter from the Planning Commission was read
recommending that Joe Lechuga be given per-
mission to erect a.940 -sq. -ft. home at 542
' E. Hollyvale Street.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the recommendation of the
Planning Commission be accepted.
Carried by the following vote of the Council:
Ayes: Councilmen: Ortuno, Seltzer, Memmesheiner.
Noes: None Absent: Councilmen: Jackson, Jones.
Councilman Seltzer offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CYEY
OF AZUSA, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA, AUTHORIZING THE TRANSFER OF FUNDS
FROM THE LIGHT DEPARTMENT TO THE WATER -DEPART-
MENT.
Moved by Councilman Ortuno, seconded by
Councilman Memmesheimer this resolution be
adoted as read and numbered Resolution No.
2499.
Carried by the following vote of the Council:
Ayes: Councilmen: Ortuno, Seltzer, Memmesheimer.
Noes: None Absent: Councilmen: Jackson, Jones.
Mr. Snidow reported on his investigation of the
holidays observed by municipalities stating
that a large majority of cities observe eleven
stated days, plus state-wide election days.
After discussion it was decided that Council
would defer action for a recommendation in the
rules and regulations to be submitted by the
Civil Service Board.
City Engineer Brooks reported on major streets
and also on the possible improvement of West
Fifth Street. It was agreed that Mr. Brooks
would investigate a petition filed under the
1911 Street Improvement Act to see if the
property owners are desirous of having the
street improved.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the following requisitions
be allowed: 1967-1971 Lw; 3133-3137.
