The City Council of the City of Azusa
met in regular adjourned session at the
above time and place.
Present at roll call:
Seltzer, Memmesheimer,
Snidow and City Clerk.
Ortuno.
Councilmen: Jackson,
Jones, City Attorney
Absent: Councilman:
The City Clerk reported twelve bids had
been received in answer to the Notice In-
viting Bids on the construction of a reservoir.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson the bids be now opened,
examined and publicly declared.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Seltzer,
Memmesheimer, Jones.
Noes: None Absent: Councilman Ortuno.

Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the bids be re-
ferred to the City Engineer and the Supt.
of Water Department for checking and to re-
port back"at the next regular meeting of
Council.
Carried by the following vote of the Council:

Noes: None Absent: Councilman Ortuno.
The Clerk announced that one bid had been
received in answer to the Notice Inviting
Bids on an iddressograph and graphotype machine.
Moved by Councilman Jackson, seconded by
Councilman Seltzer the bid be now opened,
examined and publicly declared.

Mr. Nelson of 111 S. Angeleno Avenue
addressed Council protesting the grant -
Ing of Mr: George Leach's request to
divide Lot 24 in Tract #13963 into three
lots facing on First Street. The follow-
ing named persons were present in protest
of the change: H. G. Nelson, 111 S. Angeleno
Avenue; C. R. Whetzel, 142 S. Angeleno Avenue

A letter addressed to Council and signed
by Louise K. Culver, member of the Planning
Commission, who contacted Mr. and Mrs. Nelson,
was read.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer this matter'be re-
ferred back to the Planning Commission and
the City Clerk instructed to provide the
Planning Commission with a list of names
of the persons attending council meeting
in protest of this division of property.
Carried by the following vote of the Council:

Memmesheimer, Jones.
Noes: None Absent: Councilman Ortuno.
' Mayor Jones reported the illness of Captain
Fred Williams and requested, on behalf of
the Chief of Police, an additional sick
leave for Captain Williams.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the recommendation of
the Chief of Police be granted and Captain
Williams be given an additional disability
leave up to thirty days, and, if at that time
he is unable to resume his duties, the Chief
be instructed to make further recommendations.
Carried by the following vote of the Council:

Memmesheimer, Jones.
Noes: None Absent: Councilman Ortuno.

Mayor Jones offered a "CERTIFICATE OF
COOPERATION" awarded the Lucky Lager -Brewing
Company by the Economic Cooperation'Administration
for conservation of water.
Moved by Councilman Memmesheimer, seconded by LUCKY LAGER BREWING
Councilman Seltzer the Mayor be authorized and
instructed to make the formal presentation of COPT -ANY AWA RD
' this Certificate at the next regular meeting
of Council.
Carried by the following vote of the Council:

Memmesheimer, Jones.
Noes: None Absent: Councilman Ortuno.
A request to use the Azusa Civic Park to
hold the All Breed Dog Show on August 12, SAN GABRIEL VALLEY

Moved by Councilman Memmesheimer, second-
ed by Councilman Seltzer this matter be
referred to the Park and Recreation
Commission with request that no exclusive
concession rights be granted the Kennel Club
and that the Club contact proper authorities
for necessary requirements of the City.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Seltzer,
Memmesheimer, Jones.
Noes: None Absent: Councilman Ortuno.
' A recommendation from the Personnel Board
approving Street Superintendent Art-Wolfe's
recommendation that Wayne Loyd be placed -
on the third step of the pay plan with a
salary of $231.00 per month, was read.
Moved by Councilman Memm3sheimer, seconded
by Councilman Jackson the City Clerk be
instructed to advise Mr. Wolfe and the
Personnel Board that Council feel that in
all fairness to city employees they must
adhere to the approved Classification'and
Pay Plan adopted for certified city employees
and in the case of Wayne Loyd the second step
or a salary of $218.00 per month would apply.

A recommendation from the Personnel Board
approving Chief of Police Kendrick's re-
commendation that Mrs. Margaret Masters be
raised from the second step to the third
at in the salary range with a salary of
$21}.00 per month effective April 1, 1951,
was read.
A recommendation from the Personnel Board
approving City Clerk M. A. Hynes' re-
commendation that Mrs. Marjorie P. Hunter
and Mrs. Elsie Foska tt be raised from the
second step to the third step in the salary
range with a salary of $244.00 per month, each
effective April 1, 1951, was read.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson the City Attorney be
instructed to draw a resolution employing
Wayne Loyd, Maintenance Man, at a salary of
$218.00 per month, Mrs. Margaret Masters,
Stenographer -Clerk at a salary of $244.00
per month, Mrs. Marjorie P. Hunter,Steno-
grapher-Clerk at a salary of $244.06 per
month and Mrs. Elsie Foskett,•Account Clerk
at a salary of $244.00 per month, effective
April 1, 1951.

Noes: None Absent: Councilman Ortuno.
The City Clerk was instructed to advise the
Personnel Clerk to notify the Heads of De-
partments when an employee becomes eligible
for the next step in the approved pay plan
so that the Department Head can make proper
recommendation to the Personnel Board.

Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the City Clerk
be instructed to acknowledge receipt of MR. WOOD REQUESTED A 10%

City Attorney Snidow reported that the
City had received the Policy of Title
Insurance on the new well site and a check REPORT ON ESCROW
in the amount of $79.25, also that Pre-
liminary Title report on the Davis property
had been delivered to him.

Moved by Councilman Seltzer, seconded by
Councilman Jackson the City Attorney be
instructed to draw a resolution support-
ing the League Program on A. B. 3217 and
A. B. 1117 and to draw a resolution support-
ing the League Program on S. B. 769. CITY ATTORNEY TO DRAW

Councilman Seltzer reported on the meeting
of the Park and Recreation Commission and PARK AND RECREATION
made the following suggestions to save time COMMISSION
and labor:
1. After Mr. Dawe has mailed a copy of
the Commission's minutes to the City
Council, Councilman Seltzer will note
in the margin the Commission's re-
commendations.
2. City Clerk instructed to advise the
Commission of City Council's action on
recommendation.
3. Councilman Memmesheimer suggested that
Councilman Seltzer, who represents Council
on the Park and Recreation Commission,
contact the Chairman of Finance in the
matter of minor expenditures incurred
by the Commission.
' Councilman Seltzer reported that the Park
and Recreation Commission had recommended
the removal of a tree in front of the RMOVAL OF TREE REFERRED
Lutheran Church. TO STREET SUPT.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer this matter be re-
ferred to the Street Superintendent with
power to act.

Councilman Seltzer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA APPROVING CONSUMER'S_AGREE-
MENT AND APPLICATION FOR INSTALLATION OF
WATER MAIN BETWEEN THE CITY OF AZUSA AND
DE ROY F. COBB AND AUTHORIZING THE MAYOR
TO SIGN.AND THE CITY CLERK TO ATTEST SAME.
Moved by Councilman Memmesheimer, second-
ed by Councilman Jackson this resolution
' be adopted as read and numbered Resolution
No. 2499.

Superintendent V. D. Smith discussed with
Council the purchase of a government docu-
ment containing all the new regulations
concerning public utilities, also the
purchase of an alternator for installation
in the utility cars.
Councilman Jackson reported on the progress
made in securing the services of a Humane
Society and said that he would soon be in
a position to make a recommendation to Council.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson the following bill
be allowed and.a warrant drawn upon the
Treasury for the same:
