HomeMy WebLinkAboutMinutes - April 2, 1951 - CC (2)CITY HALL, AZUSA, CALIFORNIA, MONDAY, APRIL 2, 1951 The City Council of the City of Azusa met in regular session at the above time mid place. Present at roll call: Councilmen: Jackson, Ortuno, Memmesheimer, Jones, City Attorney Snidow and City Clerk. Absent: Councilman Seltzer. Each member present acknowledged receipt of a written copy of the minutes of the regular meeting of March 19, 1951 and the adjourned meeting of March 27, 1951. The Mayor asked if there were any objections or corrections to said minutes. There be- ing none, the minutes of March 19, 1951 and March 27, 1951 were approved as written. Mayor Jones addressed the members and employees of the Lucky Lager Brewing Company commending them for the -cooperation given the Marshal Plan in the conservation of water and presented to Mr. Henry E. Heniva a Certificate of Award. Mr. Heniva responded to Mayor Jones remarks and paid tribute to Mr. Schneider, V. D; Smith and Members of the City Council for their efforts in making the project a success. Councilman Seltzer entered the meeting and took his seat at the Council table. The City Clerk announced that three bids had been received in answer to Notice In- viting Bids on a 250 SVA Transformer. . ' Moved by Councilman Memmesheimer, a econded by Councilman Ortuno the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None COOS-NICHOLS WESTINGHOUSE ELECTRIC SUPPLY MAYDWELL AND HARTZELL Moved by Councilman Seltzer, seconded by Councilman Jackson the bids be referred to V. D. Smith, Superintendent of the Light Department, for consideration and to report back at the next regular meeting of Council. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The Clerk announced that one bid had been received in answer to Notice Inviting Bids on a Detector Meter. ' Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the bid be now opened, examined and publicly declared. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno Council accept the bid of Hersey Manufacturing Company. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, M®mesheimer, Jones. Noes: None Absent: Councilmen: None City Engineer Brooks reported on the bids ' for the construction of a reservoir referred to the Superintendent of Water Depw tment and the City Engineer for study at the regular adjourned meeting of Council held Mar ch 279 1951. A letter from the Construction Engineering Company requesting that they be granted per- mission to withdraw their bid due to an error in figuring the cost of construction of the reservoir, was read. Mr. E. Levine addressed Council end explained how the error had ccurred. City Attorney Snidow advised Council they could do one of three things: 1. Award the bid to the lowest responsible bidder. 2. Reject all bids and readvertise. 3. Reject all bids and purchase in the open market. t City Engineer Brooks reported to Council that he had checked all of the bids sub- mitted and found the Construction Engineering Company the lowest responsible bidder. After further discussion it was moved by Councilman Jackson, seconded by Councilman Seltzer that Council reject all bids and re - advertise for bids for the construction of a reservoir, bids to be opened on April 169 1951, and the City Clerk instructed to re- turn all bid bonds and checks. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Seltzer, Memmesheimer, Jones. Noes: Councilman Ortuno. Absent: None A letter from D. T. Dawe, Secretary for the Azusa Park and -Recreation Commission re- lative to the budget set by the Commission for the summer program, was read. Mr. Ira Calvert, Chairman of the Commission, addressed Council relative to the items mentioned in the proposed budget. After some discussion, it was moved by Councilman Seltzer, seconded by Councilman Ortuno the City Clerk be authorized to draw a warrant made payable to the Park and Re- creation Commission in the amount of $150.00 to set up a petty cash fund for use in the night ball game program. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Moved -by Councilman Memmesheim3r, seconded by Councilman Ortuno the City Attorney be instructed to contact the State of California Department of Public Works and request a control light or stop. -sign at the inter- section of Azusa Avenue and First Street. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, ' Seltzer, Memnesheimer, Jones. Noes: None Absent: None A letter signed by Frederick R. Huggins and Ann Chandler requesting the annexation of a tract of land consisting of approximately thirty-five acres, being a part of the Rancho Del Alisal,and stating they propose to develop this property for residential purposes, the transaction made contingent upon annexation, was read. Moved by Councilman Seltzer, seconded by Councilman Ortuno the City Attorney, City Engineer and Superintendent _of Water Depw t- ment be instructed to investigate the.pro- posed annexation and report back to Council. Ayes: Councilmen: Jackson, Ortuno, Seltzer, Jones. Noes: Councilman Memmesheimer. Absent: None Councilman Jackson stated he was -not in favor of annexing property not contingent to city boundaries. Mr. Ray Malim addressed Council on the Following matters: ' 1. The planting of trees in the five acre park fust north of Twelfth Street. 2. The erection of metal street signs. 3. Extending Angeleno Avenue between Third and Fourth Streets to full width. 4. The erection of a snot a thru street" sign at intersection of Barbara and Third Street. The City Engineer was instructed to check the above items and report to Council. A letter, signed by'Herbert C. Legg, Super- visor, First District, relative -to the re- cently established boundaries for the new Municipal Court Districts necessary for Los Angeles County under the Judicial Re- form Amendment, was read and ordered placed on file. A letter from the Planning Commission re- commending that Mr. Hoxsie beanted per- mission to move a house from #631 E. 3rd Street, Los Angeles, to the corner of Soldan o Avenue and Eighth Street was read. No action was taken on this request as Council was informed that the house had been moved to this lm ation. Moved by Councilman Seltzer, seconded by Councilman Ortuno the City Clerk be instruct- ed to write the Planning Commission requesting 7:30 P.M. Noes: None Absent: None A communication from the Planning Commission recommending that Mr. G.E. Sooter be grant- ed permission to erect a 915 square foot dwelling on Lot 29, Tract 7625 was offered. Moved by Councilman Seltzer, seconded by Councilman Ortuno the recommendation of the Planning Commission be accepted and Mr. Sooter granted permission to erect a dwelling on Lot 29, Tract 7625. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones., Noes: None Absent: None A communication from the Planning Commission recommending that Dr. L. L. Southwell be granted permission -to erect a dwelling on property described as Lot 8, Block 47, was read. Moved by Councilman Ortuno, seconded by Councilman Memmesheimer that Council accept the recommendation of the Planning Commission. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mayor Jones reported that Fire Chief Madison wished to install an 8" siren on his truck. After some discussion it was agreed that this matter be taken up at the next regular meeting of Council. City Engineer Brooks reported that he had contacted the California Institute of Technology with reference to the dedication of a 40 foot strip of land on the north side of Paramount Avenue for street purposes, stating that they will dedicate the land provided the City will move the existing fence, subject to the approval of the Directors of the California Institute of Technology. The City Engineer was athorized to negotiate for the full width. of 40 feet. City Engineer Brooks reported on the proposed dump site. No action taken in this matter. ' Superintendent of Water V. D. Smith pre- sented a letter from the Glendora Irrigating Company calling Councils attention to the dust raised by City equipment passing over the road leading to the proposed site of the new reservoir. Mr. Smith was authorized to assure Mr. Ole J. Hammer, Secretary -Manager of the Glen- dora Irrigating Company, that this condition will be taken care of.
