Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimar, Jones, City Attorney_Snidow and City Clerk, Absent: None. Each member present acknowledged receipt of a written copy of the minutes of April 2, 1951. The Mayor asked if there were ' any objections or corrections to said minutes. It was moved"and carried the minutes of April 2, 1951 be approved with the following correction: Council approved the recommendation of the Planning Commission to grant Dr. Southwell permission to erect a 960 square foot dwelling at 519 Soldaio Avenue. The City Clerk announced that seven bids had been received in answer to "Notice Inviting Bids on a Reservoir". _ Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the bids be now opened, examined and publicly declared. Bepristis requesting details of -the discussion which took place between the City Attorney and the Azusa Rock and Sand Company, was read. The City Attorney reported'to Council that he had contacted A. L. Miller, the attorney for the Azusa Rock and Sand Company, who stated that other industries create dust and noise and suggested that representatives of all industries creating such a nuisance have a meeting and ' discuss the matter. Moved by Councilman Seltzer, seconded by Councilman Ortuno the City Attorney be in- City Attorney structed to write Mr. Bepristis explaining instructed to contact the position taken by the Azusa Rock and Mr. Bepristis Sand Company. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A letter from Grover E. Travis, Commander - Elect for Azusa Post 8070, Veterans -of Foreign Wars, requesting the cancellation of their CANCELLATION OF application for a business license to operate APPLICATION a Kiddie Land" in Azusa, was read and order- ed -placed on file. _ City Engineer Brooks reported to Council that he found the Penn Construction Company the PENN CONSTRUCTION CO. lowest responsible bidder on the reservoir. LOWEST BIDDER AWARDED THE BID Moved by Councilman Seltzer, seconded by ' Councilman Ortuno the Penn'Construction Company be awarded the bid, the City Attorney authorized and instructed to prepare a contract between the City of Azusa and the Penn Construction Company, the Mayor and City Clerk authorized and instructed to execute the contract between the City and Penn Construction Company, the City Clerk instructed to advise Penn Construction Company of the award and to return all bonds submitted with the bids to the unsuccessful bidders. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mr. Oppenheim of the General Felt Company and Superintendent V. D. Smith addressed Council relative to an -electric line servicing a transformer that encroaches 81 on the Palo ENCROACHMENT ON PROPERT Construction Company property and 21 on the OXNED BY WHEEL CRAFT AN Wheel Craft Company property, stating that the PALO CONSTRUCTION CO. City did not have a lease or right-of-way to the property. ' Moved by Councilman Seltzer, seconded by Councilman Ortuno the Superintendent of Light Department be authorized to proceed with -the installation of a new line'from Foothill Blvd. along the Easterly line of the property occupied by the General Felt Company to the present sub- station, when a.R/W has been procured. Noes: None Absent: None Communications from the Canyon City News, State Compensation Insurance Fund and State Employees' Retirement System were read and ordered placed on file. A letter signed by A. L. Kendrick, Chief of Police, advising.Council of the appoint- ment of Jack J. Morley as an Emergency Patrolman, was read. Mayor Jones recommended that the appoint- ment of Jack J. Morley be approved by Council and that he be appointed as emergency patrolman and his salary set at the first step of the approved pay plan, or 4244.00 per month, effective as of April 10, 1951. Moved by Mayor Jones, seconded by Council- man Seltzer that Council approve the action of Chief of Police Kendrick in appointing Jack J. Morley as an emergency patrolman. Noes: None Absent: None 7:30 P.M -307 COMMUNICATIONS ORDERED FILED APPOINTMENT OF JACK J. MORLEY Arthur Wolfe, Superintendent of Streets, requested that Wayne Loyd be raised from ' the second to the third step of the approved pay plan. A letter from the Personnel Board WAYNE LOYDtS REgUEST recommending this request be granted, was read. FOR RAISE IN SALARY Moved by Councilman Ortuno, seconded by Councilman Seltzer the Resolution adopted April 2, 1951 employing Wayne Loyd at a salary of $218.00 per month remain in effect until such time as Mr. Loyd qualifies for the third step. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A communication from the Planning Commission recommending that Joe Garcia be granted per- mission to move a house on the property located at the corner of 8th Street and Soldano JOE GARCIA GRANTED Avenue and recommending that the request of PERMISSION TO MOVE George Leach to divide Lot 24, Tract 13963 DWELLING into three lots facing on First.Street, be rejected, was read. Moved by Councilman Memmeaheimer, seconded by ' Councilman Seltzer the recommendations of the Planning Commission be §proved. WHICH DOES NOT FACE Noes: None Absent: None ON STREET It was moved and carried this matter be brought to the attention of;the Building Inspector. ' Moved by Mayor Jones, seconded by Councilman Ortuno the proposed erection of dwellings on property located approximately 6501 north of 12th Street and west of Azusa Avenue be re- ferred to the City Attorney sad City Engineer to check possible violation of the State Sub- division Map Act. Noes: None Absent: None Moved and carried the City Clerk be instructed to advise the Planning Commission to refer to Section 3 of Ordinance No. 407 relative to holding more than one meeting each month. A *Notice" on condition of the city dump, served by -Donald Jacobs for Gordon P. Lar- son of the -Los Angeles County Air Pollution Control District, was read and referred to Councilman Ortuno. ' Councilman Ortuno reported on the investigation of the Riverside City Dump giving the cost of upkeep, type of equipment used in this work, the revenue to the city and the average cost to the taxpayer. City Engineer Brooks reported on the pro- posed dump site giving location and possible operation. Councilman Seltzer suggested that further study be made of the problem of what to dump, where to dump, amount of rubbish to be deposited, arrive at estimate of the proposed area offered by the S.G.Valley.._Spreading Corp. and hoop to operate -the -dump to the best advantage. CITY ENGINEER AND CTT) ATTORNEY TO CHECK ON PROPOSED ERECTION OF DWELLINGS PLANNING COMMISSION TO HOLD TWO MEETINGS PER MONTH REPORT ON CITY DUMP Moved and carried that Mayor Jones be instructed to attend the Hearing in Monrovia on Air Pollution. Communications from the General Electric Company, County of Los Angeles Air Pollution Control District, Conference on_Community Relations, Azusa Youth Program, California Sewage Works Association and City of Culver ' City were read and ordered placed on file. The City Treasurer's report was presented and ordered placed on file. Mayor Jones reported on a request for a new car in the Police Department. Noes: None Absent: None The matter of uniforms for both Police and Fire Departments was discussed. _ Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the City Attorney be Instructed to prepare a resolution setting ' forth the policy established for the furnish- ing of uniforms for the Police and Fire Depart- ments. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mr. Frederick R. Huggins addressed Council relative to the annexation of property described as thirty-five acres more or less of the Rancho Del Alisal, which property lies north of Foothill Boulevard and between Los Angeles Street on the west and the double Palm Drive on the east. City Engineer Brooks reported that the :City should be furnished with the plot plans of the proposed subdivision and check on county requirements before Council should act on this request. Mayor Jones suggested to Mr. Huggins that he attend the next meeting of the Azusa Planning Commission when this matter will come before that group. Mayor Jones brought to the attention of Council the subject of microfilming and storage of city records. No action taken.
