HomeMy WebLinkAboutD-4 Staff Report - Establish Parking Restrictions Near the APU-Citrus College Gold Line StationSCHEDULED ITEM D-4 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: DON PENMAN, INTERIM CITY MANAGER FROM: DANIEL BOBADILLA, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: NOVEMBER 6, 2017 SUBJECT: CONTINUED ITEM - DISCUSSION OF PARKING OPTIONS NEAR THE APU/CITRUS COLLEGE GOLD LINE STATION; CONSIDERATION OF THE ADOPTION OF A RESOLUTION TO ESTABLISH PARKING RESTRICTIONS ON STREETS NEAR THE APU/CITRUSS COLLEGE GOLD LINE STATION AND ADDING THESE STREETS TO THE PREFERENTIAL PARKING PERMIT PROGRAM SUMMARY: This item is a continuation from the May 30, 2017 Special Meeting of the City Council. At that meeting, Staff made a presentation on the parking impacts the Gold Line has created on public streets near the APU/Citrus College Gold Line Station. The City Council directed Staff to identify public streets in the vicinity of the APU/Citrus College Gold Line Station to implement time restrictions. In addition, Staff was instructed to add the restricted streets to the Preferential Parking Permit. The proposed action will adopt a resolution to establish time restrictions on public streets near the APU/Citrus College Gold Line Station and add these streets to the Preferential Parking Permit Program to exempt residents from the parking restrictions. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Adopt Resolution No. 2017-C71 imposing time-restricted parking on certain segments of Rosedale Avenue and The Promenade; and 2) Authorize Staff to add certain segments of Rosedale Avenue and The Promenade to the Preferential Parking Permit Program. APPROVED COUNCIL MEETING 11/6/2017 Resolution to Establish Parking Restrictions November 6, 2017 Page 2 DISCUSSION: At the May 2, 2017 Special Meeting of the City Council, Staff made a presentation on the parking impacts the Gold Line has created on public streets near the APU/Citrus College Gold Line Station. The City Council directed Staff to implement time restrictions on public streets near the APU/Citrus College Gold Line Station and add these restricted streets to the City’s Preferential Parking Permit P rogram, exempting residents from the parking restrictions. Staff met with residents to discuss the parking impacts in the community. The collaborative process produced a solution that balances the success of the Gold Line with the parking needs of residents within the community. Proposed Parking Restrictions: Under this recommendation, the following street segments will have 3-hour restrictions Monday through Friday between the hours of 6:00 a.m. to 6:00 p.m. with permits issued to adjacent residents that would exempt them from the restrictions:  Rosedale Avenue from Monrovia Place to Ninth Street  The Promenade from Azusa Veterans Way to Rosedale Avenue Resolution to Establish Parking Restrictions November 6, 2017 Page 3 Ninth Street would remain unchanged and available to both residents and Gold Line patrons. Parking is currently prohibited on all other public streets near the APU/Citrus College Gold Line Station due to street width restrictions. Preferential Parking Permit Program: The aforementioned segments of Rosedale Avenue and The Promenade will be added to the City’s Preferential Parking Permit Program. This area will be identified as Zone 3. Zones 1 and 2 were established in the Downtown area. The existing Preferential Parking Permit Program features the following components: 1. Exemptions for certain vehicles, including emergency vehicles, delivery vehicles and vehicles featuring a disabled person placard. 2. Permits will be available to residents through an on-line application process. Applications must be submitted with vehicle registration information or business information for verification of eligibility. Permits are valid for 2 years. 3. An identification of the number of permits and guest permits to be issued. a. Up to two (2) Resident Parking Permits may be issued to each residence within the designated Preferential Parking Zone. There are a total of 194 units within the zone. b. Up to two (2) 5-day Guest Permits annually to each residence within the designated Preferential Parking Zone. 4. The permit program is managed by Turbo Data Systems. They provide the Police Department with electronic ticket writing, parking citation processing, and appeals processing. Turbo Data Systems handles the processing, fulfillment, and tracking of all parking permits . Turbo Data charges $4.47 to issue a permit and track it. The City’s parking citation for a standard residential violation is currently $51. Turbo Data receives either a monthly minimum of $336 or $1.27 per ticket for citation processing, Administrative Adjudication Letters are set at $0.85 each and other collection and processing cost are applied. Schedule If approved by the City Council, Staff will perform public outreach to inform residents of the proposed parking restrictions and associated parking permit program. Parking restriction signs will be installed by the end of January 2018. Establishment of the permit program in Zone 3 will take effect in early February 2018. Similar to the Downtown parking restrictions, the Police Department will be judicious in their enforcement and issue warnings for a 60-day period in an effort to educate the public on these new restrictions. Resolution to Establish Parking Restrictions November 6, 2017 Page 4 FISCAL IMPACT: The installation of parking restriction signs will cost approximately $4,000, and the permits will cost a maximum of $3,469 ($4.47 X 776 permits) every two years including adding Zone 3 to the Preferential Parking Permit Program and issuing a maximum of 388 biennial residential permits and 388 annual residential guest permits. The $4,000 for the restriction signs will be funded with Gas Tax and is included in the FY 17/18 adopted budget under 12-55-661-000-6493, and the $3,469 permit costs are included in the FY 17/18 adopted budget under 10-20-310-000-6496. WHEREAS, the Gold Line light rail system began operation in th e City of Azusa on March 5, 2016; and WHEREAS, the residential community near the APU/Citrus College Gold Line Station is experiencing parking impacts; and WHEREAS, the City Council, taking into consideration the concerns of residents, determined that parking restrictions on public streets, as authorized by California Vehicle Code Section 22507 and 22519, including the issuance of parking permits to residents to exempt them from the time restrictions, are necessary to address the parking impacts. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby find, determine, and declare as follows: SECTION 1. The parking restrictions in the vicinity of the APU/Citrus College Gold Line Station, Zone 3, illustrated in the attached “Exhibit A”, and incorporated herein as fully set forth, are hereby adopted, and the City Manager is directed to place signs at such locations indicating such restrictions. SECTION 2. Zone 3shall be added to the Preferential Parking Permit Program. SECTION 3. This resolution shall become effective immediately upon its adoption. SECTION 4.
