The City Council of the City of Azusa
met in regular session at the above
time and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzers Memmesheimer, Jones, City
Attorney Snidow and City Clerk. Absent:
None.
Each member present acknowledgedeceipt
of a written copy of April 16, 1951 minutes.
The mayor asked if there were any objections
or corrections to said minutes. There be-
ing none the minutes of April 16, 1951 were
approved as written.
Mr. Hull, Chairman of the Board of the Valley
Cities Humane Society and Mr. Thomas, Pound
Master, were introduced by Chief of Police
Kendrick. Mr. Hull and Mr. Thomas recommend-
ed to Council that Section 4 of Ordinance
#381 and Sections 7-9-11 of Ordinance #402 be
amended and outlined the method used by the
City of Pomona in the care and protection of
animals. 'Chief Kendrick recommended that
all ordinances pertaining to the control of
dogs be rescinded and an ordinance adopted
incorporating the recommendations offered by
Mr. Hull and Mr. Thomas.
Moved by Councilman Jackson, seconded by
Councilman Seltzer that the City Attorney
be instructed to prepare an ordinance
rescinding all city ordinances now in effect
regulating and providing for the control of
dogs and other animals and to prepare an
ordinance incorporating the recommendations
' of the Valley Cities Humane Society.

Councilman Memmesheimer the City Attorney
be instructed to prepare a contract between
the City of Azusa and the Valley Cities
Humane Society effective as of July 1, 1951.

Moved by Councilman Jackson, seconded by
Mayor Jones the City Attorney be instruct-
ed to prepare a resolution notifying the
San Gabriel Valley Humane Society the City
contemplate entering into an agreement with
the Valley Cities Humane Society and wiEh
to terminate their.contract with the City,
effective July 10 1951.

The City Clerk announced that two bids had
been received in answer to Notice Inviting

A letter from the Personnel Board to-
gether with a recommendation from the
Superintendent of Light and Water Department
recommending that Martha Holmes be transferred
from the classification of Typist Clerk to
Account Clerk at a salary of 244-00 per
month, was read.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno Council accept the re-
commendation of the Personnel Board and
the City Attorney be instructed to prepare
a resolution employing Martha Holmes as an
Account Clerk at a salary of $244.00 per month,
effective June 1, 1951.

The minutes of the Park and Recreation
Commission of April 25th and May 4th were
offered by Councilman Seltzer.
The following recommendations were noted:
1. That facilities be provided for three
more ball diamonds.
2. Children be allowed to play in lawn area.
3. The swimming pool be opened June 18th.
The pool be made available to the A.Y.P.
with the understanding that the A.Y.P.
pay locker room attendents for services
during morning hours.
5. The members of Park and Recreation Commission
interview prospective employees and re-
commend personnel for the operation of
the pool.
6. The City Council cooperate with the A.Y.P.
and Red Cross 1n the selection of the Life
Guard.
7. Five items were necessary to prepare the
pool for operation as follows:
1. Painting of pool.
2. Install three stalls in women's
dressing room.
3. Paint dressing rooms.
Install six benches at side of pool.
5. Install three picnic tables and
benches in park.

City Engineer Brooks recommended the
painting of the pool be postponed until
next year.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno Council accept the re-
commendations of the Park and Recreation
Commission with the exception of the paint-
ing of the pool.

Councilman Seltzer reported that the Park
and Recreation Commission had met with the
City Auditor and discussed ways and means
of balancing the budget for the coming year.
The matter of operating a concession at the
pool was discussed with no action taken.
Clifford Smith offered his resignation as
patrolman.in the Police Department.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno this resignation be
accepted.

Councilman Jackson, seconded by Councilman AS
Ortuno the City Clerk be instructed to request
the Personnel Board to report to Council the
names of those who have been certified as eligible
for the position as Park Foreman and William F.
Homer be employed on a temporary basis (until_
this information has been received) as Park Fore-
man at a salary of $24..00 per month under
Classification No. 16 of the approved Pay Plan,
effective May 1, 1951.

An invitation to attend a meeting of the
City -County Traffic Action Conference was CITY -COUNTY TX FFIC
read and ordered placed on file. ACTION CONFERENCE
A recommendation from the Planning
Commission that Council approve the
erection of a residence at #505 West
First Street, was read.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno Council accept the
recommendation of the Planning Commission COUNCIL APPROVED
upon the condition that cooking facilities be ERECTION OF RESIDENCE
removed from the house on the rear of the
lot upon completion or occupation of the
new dwelling.

The Planning Commission recommended that the
City Engineer be instructed to prepare a

from Foothill Blvd. north to Sierra Madre
Avenue.

Chief Kendrick reported the Alcoholic Beverage
License Application made by Rehberg, Labert A.
and Doyle H. Robertson was denied April 19, -
1951 -by the State Board of Equalization.
The request for use of the City auditorium LIQUOR LICENSE DENIED
by the Canyon City Post 180 was read and re-
ferred to the City Clerk.
The application of Pacific Electric Railway
Company before the Public Utilities Commission PACIFIC ELECTRIC
of the State of California was offered and RAILViAY COMPANY
ordered -placed on file. ,
Mayor Jones offered for discussion the
cost of labor on the Harry D. Jumper
Memorial.
It was unanimously agreed that the work HARRY D. JUMPER
being done by the Street and Water Depart- MEMORIAL
ments be charod to the Memorial Fund and
the said departments reimbursed for this
expense.
Mayor Jones and Chief Kendrick advised
Council they should like to invite the POMONA VALLEY POLICE
Pomona Valley Police Chiefs Association CHIEFS ASSOCIATION
to be their guests in August.

Pomona had submitted a list of proposed
changes in operations in the matter of radio
servicing, including change in charge rates
and reasons therefor.

The matter of purchasing generators for the
radio operated city equipment was discussed.
Moved by Councilman Menmesheimer, seconded
by Councilman Ortuno the Chairman of Finance
be authorized to purchase the necessary generators
to operate the radios installed in the various
city departments equipment.
