PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agen as an ite►n other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (S) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. Status of development projects. D. SCHEDULED ITEMS 1. PUBLIC HEARING - AMEND FISCAL YEAR 2017-18 CITY BUDGETS FOR RETROACTIVE PAYMENTS TO EMPLOYEES FOR CHANGES IN FLSA REGULATIONS. RECOMMENDED ACTION: 1) Open the Public Hearing, receive public testimony, close the Public Hearing; and 2) Adopt Resolution 2017-C78, A Resolution of the City Council of the City of Azusa amending the budget and approving appropriations for the City for the Fiscal Year commencing July 1, 2017 and ending June 30, 2018 in the amount of $1,000,000 for retroactive payments to employees for changes in FLSA regulations; and 3) Authorize Payroll Staff to move forward with recommended retroactive payments in accordance with the calculations outlined within this report. 12/18/2017 -3 - 2. CONTINUANCE FROM THE COUNCIL MEETING OF DECEMBER 4 2017 REGARDING THE AWARD OF CONTRACT FOR CONTRACTING OF RENTALS AND CATERING SERVICES OR THE AZUSA WOMAN'S CLUB TO THE BASHFUL BUTLER. RECOMMENDED ACTION: Award a contract to The Bashful Butler for the contracting of rentals and catering services for private party events held at the Azusa Woman's Club for a three (3) year term; and Authorize the Interim City Manager to execute the contract, in a form acceptable to the City Attorney, on behalf of the City. 3. CONSIDERATION OF AMENDMENTS TO THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS JOINT- POWERS AGREEMENT TO INTEGRATE THE ALAMEDA CORRIDOR EAST CONSTRUCTION AUTHORITY. RECOMMENDED ACTION: Adopt Resolution No. 2017-79 approving the amendments to the San Gabriel Valley Council of Governments Joint Powers Agreement; or Take no action on the proposed agreement. 4. DISCUSSION REGARDING CITY STREET MEDIANS. RECOMMENDED ACTION: Discuss and provide direction to Staff. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF DECEMBER 4, 2017. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED NOVEMBER 30, 2017 THROUGH DECEMBER 13, 2017. RECOMMENDED ACTION: Adopt Resolution No. 2017-C80 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 12/18/2017 - 4 - 4. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR MEASURE H HOMELESS INITIATIVE PLANNING GRANT. RECOMMENDED ACTION: Accept the Measure H Homeless Initiative Planning Grant from the County of Los Angeles; and Authorize the Interim City Manager to enter into a Grant Agreement with the County of Los Angeles, in a form acceptable to the City Attorney, on behalf of the City. 5. CITY TREASURER'S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF OCTOBER 2017. RECOMMENDED ACTION: Receive, review, and file the City Treasurer's Report for the month of October 2017. 6. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE SIERRA MADRE AVENUE STREET REHABILITATION PROJECT — CIP PROJECT 66117H. RECOMMENDED ACTION. Accept the project improvements; and Authorize Staff to file a Notice of Completion for the Sierra Madre Avenue Street Rehabilitation Project No. 66117H. 7. CONTRACT AGREEMENTS EXECUTED BY CITY MANAGER FOR OCTOBER 2017. RECOMMENDED ACTION: Receive and file the list of agreements executed by the City Manager for the month of October 2017. 8. INTEROPERABLE RADIO CONSOLE BASE STATIONS PURCHASE. RECOMMENDED ACTION: Waive the competitive bidding process as authorized under Azusa Municipal Code Section AMC Section 2- 520 (b)(2), which provides exceptions for sole source providers of commodities which have specific compatibility components with existing city products; Authorize the purchase of 1 Motorola MCC7500 Dispatch Console Radio and 1 Motorola APX 7500 Consolette, and Support Equipment not to exceed $160,198; and Authorize the Interim City Manager to execute the Purchasing Agreement, in a form acceptable to the City Attorney, on behalf of the City. 9. APPROVE A LETTER OF SUPPORT FOR THE METRO GOLD LINE FOOTHILL LIGHT RAIL EXTENSION TRANSIT AND INTERCITY RAIL CAPITAL PROGRAM (TIRCP) GRANT APPLICATION. - RECOMMENDED ACTION: Approve a letter of support for the Metro Gold Line Foothill Light Rail Extension Transit and Intercity Rail Capital Program grant application. 12/18/2017 - 5 - 10. REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH KJSERVICES ENVIRONMENTAL CONSULTING FOR CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY PAYMENT PROGRAMS. RECOMMENDED ACTION: Approve a Professional Services Agreement with KJServices Environmental Consulting for CalRecycle Payment Programs in an amount not to exceed $20,000, per a fiscal year; and Authorize the Interim City Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 11. AUTHORIZATION TO TRANSFER EXISTING PROFESSIONAL SERVICES AGREEMENT WITH HR GREEN CALIFORNIA, INC. TO HR GREEN PACIFIC, INC. RECOMMENDED ACTION: Approve the transfer of an existing Professional Services Agreement with HR Green California, Inc. to HR Green Pacific, Inc.; and Authorize the Interim City Manager to execute a letter transferring the Professional Services Agreement to HR Green Pacific, Inc., in a form acceptable to the City Attorney, on behalf of the City. SECOND READING OF ORDINANCE NO. 2017-14 AMENDING CHAPTER 88.22 — NEIGHBORHOODS, AMENDING SECTION 88.30.014 — DWELLING UNIT MINIMUM FLOOR AREA, AMENDING SECTION 88.36.050 — NUMBER OF PARKING SPACES REQUIRED — TABLE 3-7 PARKING RE UIREMENTS AMENDING SECTION 88.42.020 — ACCESSORY STRUCTURES, DELETING SECTION 88.42.190 — SECOND_ UNITS AND CARRIAGE HOUSES, ADDING SECTION 88.42.190 — ACCESSORY DWELLING UNITS, AND AMENDING SECTION 88.70.020 — DEFINITIONS OF SPECIALIZED TERMS AND PHRASES OF THE AZUSA MUNICIPAL CODE PERTAINING TO ACCESSORY DWELLING UNIT REGULATIONS.
