SUBJECT: ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A
NOTICE OF COMPLETION FOR THE SIERRA MADRE AVENUE STREET
REHABILITATION PROJECT – CIP PROJECT 66117H
SUMMARY:
On March 6, 2017, the City Council awarded a contract to All American Asphalt for the Sierra Madre
Avenue Street Rehabilitation Project No. 66117H. The project was completed on December 7, 2017.
The proposed actions will accept the improvements and authorize Staff to file a Notice of Completion
for the project.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Accept the project improvements; and
2)Authorize Staff to file a Notice of Completion for the Sierra Madre Avenue Street Rehabilitation
Project No. 66117H.
DISCUSSION:
The completed project rehabilitated the pavement on Sierra Madre Avenue from Todd Avenue to Azusa
Avenue, approximately one mile in length. The rehabilitation method consisted of a 2¾ inch coldmill
and pave operation. Additional improvements included 584 lineal feet of curb & gutter, 3,323 lineal feet
of red curb painting, 1,389 square feet of sidewalk, thermoplastic striping, and the construction of 1 curb
ramp.
Rather than using conventional asphalt concrete mix, Staff took an environmentally friendly approach
with this project by using rubberized asphalt concrete. This material is a proven durable material with a
longer service life. Additional benefits with rubberized asphalt include:

• Environmentally friendly – Scrap tire rubber is reused and diverted from landfills. Also provides
a significant reduction in the production of carbon emissions by requiring less mining for
aggregates and less energy to produce asphalt concrete.
• Cost effective – The capital cost of rubberized asphalt concrete is approximately 10% less than
conventional asphalt concrete. However, considerable savings are achieved when looking at the
entire life cycle of a project. Rubberized asphalt has shown to be more durable and resistant to
cracking and rutting, translating to lower maintenance costs.
• Noise reduction – According to the California Department of Resources Recycling and
Recovery, noise tests on rubberized asphalt concrete roads have shown a reduction in noise
levels of 40 to 88 percent compared to conventional asphalt concrete.
FISCAL IMPACT:
Project (66117H) was initially budgeted in FY2016-17 for $1,020,000. A contract for this project was
awarded in the amount of $844,470, which included a 10% contingency for potential change orders. The
project was funded by Measure R funds and was completed within budget with a total construction cost
of $790,782.
